About this file
This document comprises instruction sheets and budget forms for the Centers for Advanced Technology (CAT) Program administered by New York State's Division of Science, Technology and Innovation under RFP 26-6181 (2026 CAT). The CAT program is designed to spur technology-based applied research and economic growth in New York by encouraging applied research collaboration and innovation with industry, promoting workforce development, and leveraging state funds with investments from federal, industry, foundation, and not-for-profit sources. Applicants must designate a specific technology focus area and establish an Industrial Advisory Board with representatives from companies operating within that focus area. The budget forms require applicants to project year one expenditures and a five-year budget for NYSTAR funds, with detailed line items for personnel, fringe benefits, indirect costs, equipment, materials and supplies, travel, tuition, subcontracts, and other expenses. Budget Form One requests information on matching funds demonstrated, while Budget Form Two focuses exclusively on NYSTAR fund projections and sources of committed matching funds.
The budget forms specify that indirect costs may not exceed 15 percent of total salaries plus fringe benefits for NYSTAR funds or 25 percent for matching funds. For consortia applications, applicants must submit a consolidated Budget Form One for the total CAT amount and separate forms for each consortium member. The instruction sheet notes that for entry into the Statewide Financial System (SFS) application process, indirect costs, tuition, materials and supplies, and other funds will be aggregately recorded in an "OTHER" category. Personnel listings must include individual names, titles, and salaries for management and research staff; for graduate and undergraduate students, only total amounts budgeted and total numbers are required. Subcontractors must be separately identified with specific activities described throughout the proposal. The CAT program establishes a Service-Disabled Veteran-Owned Business (SDVOB) goal of 6.00 percent and a total Minority/Women Business Enterprise (MWBE) contracting goal of 30.00 percent.
