About this file

Addendum #2 for RFP-25-1 is issued by the Canaveral Port Authority (CPA) for the Cruise Terminal 5 Expansion project, modifying the original Request for Proposal (RFP) documents. The addendum updates key project dates, including a new proposal due date of January 17, 2025 at 2:00 PM EST, a pre-proposal walkthrough scheduled for December 17, 2024 at 10:00 AM, a selection committee meeting for shortlisting firms on February 5, 2025, and presentations on February 18, 2025. The project involves expanding Cruise Terminal 5 by approximately 50,000 SF across two levels, adding passenger queuing, security screening areas, seating, and a new Customs and Border Protection (CBP) Federal Inspection Service area, along with increasing parking by 1,000 spaces.

The project has a budgeted amount of $48,000,000 for terminal landside work and associated sitework, excluding a separate design-build parking garage. The Construction Manager (CM) at Risk firm will be responsible for preconstruction services, with estimated services beginning after the February 26, 2025 CPA Commission approval. The project aims to be substantially complete by June 30, 2026, with the CM firm providing a Guaranteed Maximum Price (GMP) at 30%, 60%, and 80% design completion levels. Liquidated damages are set at $10,000 per day based on the substantial completion date, and the selected firm will need to coordinate with other construction contractors to minimize conflicts and maintain port operations during construction.

INSTRUCTIONS TO PROPOSERS

PART 1 - BACKGROUND

Canaveral Port Authority (CPA) is seeking to expand Cruise Terminal 5 (CT5) which to accommodate larger vessels with capacities of approximately 5000 passengers. An expansion of approximately 50,000 SF (25,000 SF each at levels 1 and 2) to provide additional queuing, passenger security screening, general (750 seats) and VIP (250 seats) passenger seating, and luggage laydown area is anticipated. A new, expanded Customs and Border Protection (CBP) Federal Inspection Service (FIS) area, and demolition of the existing CBP/FIS area, resulting in a more useable, continuous luggage laydown area will be required. The scope includes addressing an increase to passenger parking for Cruise Terminal 5 by 1000 parking spaces. This Request for Proposal is seeking a Construction Manager (CM) at Risk Firm (Proposer) to permit and construct the work as described above. Following selection, a pre-construction services contract will be executed with the selected proposer. During pre-construction services, the selected CM at Risk firm will work with the Port’s designer(s) on the development of the design drawings. The CM at Risk Firm will provide the Port a Guaranteed Maximum Price (GMP) at the 30%, 60% and 80% design completion level. If the GMP is acceptable to CPA, the pre-construction services agreement will be amended to include the GMP, with a contingency as specified in the contract documents.

The selected Proposer will be responsible for all maintenance of traffic, coordination with other construction contractors and for providing maximum support to the Canaveral Port Authority in maintaining their cruise operations and other Port functions at times specified by the Owner during construction. Other construction contracts are expected to be constructed simultaneously with the renovation of the Terminal Building. Those Projects will include but are not limited to CT5 Pier modifications.

The Scope of Services for the Proposer as part of this Request includes all elements related to construction management services including but not limited to preconstruction services, estimating, value engineering, scheduling, permitting, bidding and contracting, supervision of the work, document control of all submittals, RFI's, ASI's, etc., material testing, coordination of inspections, commissioning, training and project close-out. It will be the responsibility of the awarded CM firm to coordinate their activities and schedules with the other contractors to minimize conflicts and delays. Special coordination and a high level of expectation by the Owner will be held on the selected Proposer to provide maximum coordination, support, and professionalism to this project.

This Request for Proposal is a one step process involving a Qualifications and Price package.

It should be understood by all participating Proposers that the Canaveral Port Authority reserves the right to supplement, expand, and modify the information and requirements prior to distribution of the final Addendum.
