FOREWORD
The United States Department of the Interior, Bureau of Reclamation, Lower Colorado Region, has a requirement for firm fixed-price armed and unarmed security guard services at Hoover Dam. The guard services are required to control vehicle access at a traffic checkpoint in Nevada, screen visitors entering the Visitor Center, and provide security checks at other post locations at Hoover Dam. Hoover Dam is approximately 8 miles northeast of Boulder City, Nevada, and 32 miles from Las Vegas, Nevada.
On a daily basis, 2,500 to 3,500 vehicles travel over Hoover Dam. The Visitor Center receives 500 to 3,800 visitors each day, depending on the season of the year. Security guards shall work very closely with Hoover Dam Security Response Force (SRF) and other local and Federal Law Enforcement Entities. The security guards shall be part of a local team providing protection to both the visiting public and to an American icon that is classified as a "National Critical Infrastructure" to the United States. Security guards are expected to communicate verbally with visitors as necessary to perform their duties in an effort to maintain a secure and safe environment for visitors and employees. Security guards are expected to comply in all aspects with this Performance Work Statement and shall perform other duties including, but not limited to, traffic control, assisting the general public by providing information and/or directions, and other situational instructions as the need arises.
The services performed on a daily basis include, but are not limited to, the following: (For specific details see the attached Performance Work Statement).
(1) Control vehicle access into Hoover Dam at the Nevada vehicle checkpoint thus preventing certain types of vehicles and items that are not allowed from approaching the dam facilities. A list of prohibited vehicles and items will be posted at each checkpoint.
(2) Inspect questionable vehicles to ensure that they do not pose a threat to the Hoover Dam facility or the general public. A description of questionable vehicles will be posted at each checkpoint.
(3) Screen visitors at the Visitors Center entrance and prevent them from entering the facility with restricted items. Items not allowed will be posted at the screening area.
(4) Safeguard personnel, deter the commission of crimes against persons and property, summon appropriate response forces and assist those response forces as required.
(5) Provide emergency assistance as required, perform traffic control, assist the general public, and perform other situational instructions as given or directed.
The Bureau of Reclamation will not override a state’s right to govern regarding licensing of security guard services performed within the respective state's boundaries. The Contractor shall possess all licenses necessary to perform required armed and unarmed security guard services in the state of Nevada.
The laws of Nevada (NRS 648.060 and NAC 648.570) require that Offeror must hold a license in the state of Nevada to be able to conduct or engage in the business of employing security guards in that state. In addition, any entity that may receive proceeds for security guard services rendered under this contract must be licensed to employ security guards in Nevada. This applies to the prime contractor, and any subcontractors, partners, joint ventures or other teaming arrangements that may provide security guard services under this contract.
Offeror shall provide hard copies of the Nevada license verifying that it is licensed to conduct or engage in the business of employing security guards in that state. Offerors must hold the NV state license in order to submit a proposal. All licenses shall be included with the offeror’s proposal. All licenses shall be effective on or before the due date for the receipt of proposal. An Offeror that does not submit all bona fide licenses shall be deemed non-responsive and shall not be considered for award.
