HOOVER DAM ARMED/UNARMED SECURITY SERVICES

GOVERNMENT QUALITY ASSURANCE SURVEILLANCE PLAN (QASP)

1. PERFORMANCE REQUIREMENTS SUMMARY (PRS)

The work rendered under the contract is subject to Government inspection during all times of the Contractor’s work and after completion of the tasks. The PRS identifies critical performance measures the Government will use to evaluate the Contractor’s performance.

The Performance Objective lists activities the Contractor must perform to accomplish the Performance Work Statement (PWS) requirements. However, the absence of any contract requirement from the PRS shall not detract from its enforceability or limit the rights or remedies of the Government under any other provision of the contract, including the clauses entitled “Inspection of Services” and “Default.”

The PRS Table included has five columns that include the Performance Objective, Performance Standard, Acceptable Quality Level, Method of Surveillance and Incentive/Disincentive.

2. GOVERNMENT QUALITY ASSURANCE

The contractor’s performance will be compared to the contract standards and performance requirements using the QASP.

3. PERFORMANCE STANDARDS AND METHOD OF ASSESSMENT

Standard: All suspicious or unauthorized activity is reported to the Hoover Dam Security Response Force Dispatch Center, as each situation occurs, 100% of the time

Assessment: COR will review SRF Daily reports for incidents that have occurred, track customer complaints, conduct random inspections and exercises at the facility and review the Contractors quality control plan.

Standard: Required number of guards in place to support heaviest flow of traffic (0500-2100) See PWS para. 9.1.1.

Assessment: COR will track customer complaints, conduct random inspections and exercises at the facility and review the Contractors quality control plan.

Standard: Vehicle inspections shall be conducted in accordance with Hoover Dam NV Checkpoint Post Orders.

Assessment: COR will track customer complaints, conduct random inspections and exercises at the facility and review the Contractors quality control plan.

Standard: Armed and unarmed Guards shall be posted at the Visitors Center Screening Area.

See PWS para 9.2. through 9.2.5.

Standard: All required security positions will be manned in accordance with the PWS

Standard: Contractor-provided equipment is available and operational at all times. See PWS para 12.8.

Assessment: COR will communicate with Contractor Representative (CR) concerning communications equipment issues and shortages, track customer complaints, conduct random inspections and exercises at the facility and review the Contractors quality control plan. .

Standard: Security Guard Call-Off shall occur in accordance with para 9.6. of the PWS.

Assessment: COR will communicate with Contractor Representative (CR) concerning employee call-offs, track customer complaints, conduct random inspections and exercises at the facility and review the Contractors quality control plan.

Standard: Additional armed and/or unarmed security guard services may be required in accordance with para. 14.1. of the PWS.

Assessment: COR will review SRF Daily reports for incidents that have occurred, track customer complaints, conduct random inspections and exercises at the facility and review the Contractors quality control plan.

4. CRITERIA FOR EVALUATING PERFORMANCE

The Acceptable Quality Level (AQL) describes the minimum level of acceptable performance from perfect performance for each listed service and how much error the Government is willing to accept. If performance fails to meet the AQL, the Government will invoke the negative incentive stated in column 5 of the PRS table.

The Incentives identify positive and negative incentives that will be invoked for meeting or not meeting the AQL. The incentives are designed to motivate the contractor to perform at their best. The contractor will be rewarded with positive past performance reports for performance that meets or exceeds the AQL. The contractor will realize negative incentives in the form of negative past performance ratings.

2. All posts are manned and operated in accordance with para. 9.0.

3. All employees meet the Appearance and Conduct standards identified in para 7.1.1. of the PWS.

4. All posted guards have operational communications equipment issued to them at the beginning of each shift 100% of the time.

5. A comparable armed security guard is in place within two (2) hours of armed security guard call-off notification. Maximum of 2 defects a month.

6. Additional armed and/or unarmed security guard servicesshall be provided in accordance with para.

14.1 of the PWS.
