HOOVER DAM ARMED/UNARMED SECURITY SERVICES
PERFORMANCE WORK STATEMENT (PWS)
1.0 General
The United States Department of the Interior (DOI), Bureau of Reclamation (BOR), Lower Colorado Region, and Lower Colorado Dams Office (LCDO) has a requirement for an armed and unarmed security guard services at Hoover Dam. The guard services are required to control vehicle access at a traffic checkpoint in Nevada, screen visitors entering the Visitor Center, and provide security checks at other post locations at Hoover Dam. Hoover Dam is approximately eight (8) miles northeast of Boulder City, Nevada, and thirty-two (32) miles from Las Vegas, Nevada.
On a daily basis, approximately 2,500 to 3,500 vehicles travel over Hoover Dam. The Visitor Center receives approximately 500 to 3,800 visitors each day, depending on the season of the year. Security guards shall work very closely with Hoover Dam Security Response Force (SRF) and other local and Federal Law Enforcement entities. They shall be part of a local team providing protection to both the visiting public and to an American icon that is classified as a "National Critical Infrastructure" to the United States. Security guards are expected to communicate verbally with visitors as necessary to perform their duties in an effort to maintain a secure and safe environment for visitors and employees. Security guards are expected to comply in all aspects with this Performance Work Statement and shall perform other duties including, but not limited to, traffic control, assisting the general public by providing information and/or directions, and other situational instructions as the need arises.
Reclamation has determined Hoover Dam requires a professional level of security services capable of addressing specified threats in order to protect Reclamation assets, visitors, and personnel. An effective guard force will detect, deter, delay, and defend as needed. The purpose of this contract is to meet the established need.
Security guards work closely and coordinate efforts with Reclamation facility management, local state, county, and federal Law Enforcement agencies. Security guards are to be a deterrent to any unlawful acts at Hoover Dam, contact the appropriate law enforcement and emergency services as necessary to protect the facility, employees and visitors from harm.
The Contractor shall provide a trained, armed security force with knowledge, skills, and abilities to protect the facility, employees and visitors to Hoover Dam from threats until SRF and law enforcement resources arrive.
The Contractor shall provide all management, supervision, personnel, labor, training, and equipment, including supplies, materials, licenses, permits, certificates, transportation, insurance, pre-employment screening, reports, and files for all individuals assigned to work under this contract.
Attachment 1 Performance Work Statement Solicitation No. 140R3023R0002 Armed/Unarmed Security Services, The Contracting Officer's Representative (COR) will be designated in writing at the time of contract award. The COR shall inspect work quality and bring any deficiencies to the Contractor’s attention. The Contractor shall communicate work performance and coordinate his/her efforts with the COR.
The Contractor shall accomplish the specific security guard tasks for all the areas listed in this section, in accordance with the specific tasks and frequencies, as described below. The Contractor will coordinate with the COR regarding all aspects of these tasks.
The Contractor shall provide on-site supervision of its employees at all times and shall maintain a pool of employees who are fully qualified, approved to work at Reclamation sites and are available when guards call in sick or schedule leave. The Contractor shall maintain its own time and attendance reporting records and be ready to deliver copies for spot checks any time the Government makes such a request.
All services provided under this contract by the Contractor will NOT be considered within the scope of Federal employment and, as such, none of the benefits of Federal employment will be conferred under this contract.
2.0. Quality Control and Assurance
2.1. Quality Control Plan
The work rendered under the contract is subject to Government inspection during any or all times of the Contractor's work. The Government's Quality Assurance Surveillance Program (QASP) is not a substitute for the Contactor's Quality Control Plan. Quality of work will be of a high standard, as defined within this work statement.
2.1.1 Quality Control Plan Contents
The plan shall include, as a minimum:
• A self-inspection system covering all the services listed in Section 6.0. It must specify the areas to be inspected on either a scheduled or unscheduled basis, how often inspections will be accomplished, or the title of the individual(s) who will perform the inspections.
• The methods for identifying and preventing defects in the quality of service performed before the level of performance becomes unacceptable.
• A description of the Contractor's employee award/incentive program, if any, and the Contractor's discipline procedures, to be applied by the Contractor when either superior or deficient performance is noted by either the Contractor's quality control monitors or by the Government. The purpose of these programs is to support compliance with the performance requirements of this contract.
• Resumes for all employees appointed to serve as quality control monitors. Under no circumstance will individuals appointed as quality control monitors serve as uniformed employees working under this contract.
• A description of the Contractor's procedure and criteria for performing background checks when screening potential employees.

• A method of maintaining onsite records of all inspections conducted by the Contractor, necessary corrective action taken, pertinent employee records, e.g., weapons qualifications, certifications, licenses, etc., equipment inventory, training records, etc.
These records will be made available to the Government upon request during the term of the contract.
• Quality control inspection checklists used to conduct inspections which include, as a minimum, checks of: uniform and appearance; accessories, i.e. weapon holsters, batons, etc.; attendance; demeanor while working with the public; and ability to perform all required services, guard logs; e.g., patrols, incidents, opening and closing gates.
2.1.2 Quality Control Plan Submittal
The Contractor shall establish and maintain a complete Quality Control Plan (QCP) to ensure the requirements of the contract are met. One copy of the Contractor's QCP will be provided to the COR and Contract Specialist for acceptance within thirty (30) days following the contract award date. A revised copy of the QCP will also be provided to the COR and Contract Specialist for approval as changes occur.
2.1.3. Quality Assurance
The Government shall use any and all methods deemed necessary to ensure the Contactor’s employees are in a constant state of awareness and readiness. The Government will conduct quality assurance evaluations in accordance with clause paragraph FAR 52.246-4, Inspection of Services and the Performance Work Summary (PWS). The Government's Quality Assurance Surveillance Plan (QASP) will be designed to measure the effectiveness of the Contractor's Quality Control Plan.
2.2. Safety and Health
2.2.1. Safety and Health Requirements
The Contractor's employees will operate in compliance with all Federal, State, and local safety codes. The Contractor will not require any employee in the performance of this contract to work under conditions which are unsanitary, hazardous, or dangerous to the employee's health or safety, as determined under safety and health standards promulgated by the Secretary of Labor under Section 107 of the Contract Work Hours and Safety Standards Act (40 U.S.C. 327 et seq), as amended, and Reclamation Safety and Health Standards (RSHS) (2014 Edition), including the ERRATA dated 2005, published by the Bureau of Reclamation. The Contractor shall comply with all applicable safety and occupational health requirements set forth in 29 CFR 1910, OSHA's General Industry Standards and with the (RSHS) (2014 Edition), including the ERRATA dated 2014, published by the Bureau of Reclamation. In the case of a conflict between 29 CFR 1910, OSHA's General Industry Standards and the (RSHS) (2014 Edition), including the ERRATA dated 2014, the more stringent requirements will apply.

If the Contractor fails or refuses to promptly comply with safety requirements, the CO may issue an order stopping all or part of the work until satisfactory corrective action has been taken.
3.0. Safety Program
The Contractor’s safety program shall comply with the mandates prescribed in Section 3 of the RSHS manual and amendments or revisions. The safety program shall include the following information as a minimum:
• The names of employees who are CPR trained and certified.
• What arrangements have been made for emergency medical care?
• The Drug-Free Workplace program.
The Contractor shall maintain an accurate record of and will report to the Contracting Officer (or authorized representative) in the manner prescribed by the Contracting Officer, all cases of death, occupational diseases, or traumatic injury to employees or the public involved, and property damage occurring during performance of work under this contract.
The rights and remedies of the Government provided in this paragraph are in addition to any other rights and remedies provided by law or under this contract.
In the event there is a conflict between the requirements contained in any of the safety documents referenced herein, the more stringent requirements will prevail.
3.1. Reporting Injuries and Illnesses
The Contractor shall report accidents, injuries, or illnesses. If a contractor-employee is injured, the Contractor shall complete Form 7-2077 Contractors Report of Recordable Injury/Illness, and submit the form to the COR within 24 hours of the incident.
The Contractor shall also complete Reclamation Form No. 7-2218, Contractor Monthly Summary of Occupational Injuries/Illnesses Experience (see Section 3 of the RSHS), each month and submit it to the COR within 2-days following the end of the preceding month. Form No. 7-2218 will be used by the Contractor to report the number of hours employees are on the jobsite.
3.1.1. Safety Program Submittals
The Contractor shall submit a written proposed safety program within thirty (30) days of the contract award date.
The Contractor and all contractor employees shall comply with the following requirements and with the current versions and/or revisions of these requirements:

4.0. Government-Furnished Property, Facilities and Services
The Government shall furnish only the facilities, equipment, materials, and services listed in this Section to the Contractor for use in the performance of work under the contract.
4.1. Government-Furnished Property
The Government shall deliver to the Contractor, at the time and locations stated in this contract, the Government-furnished property, equipment and materials described below.
Title to Government-furnished property will remain with the Government. The Contractor shall use the Government-furnished property only in connection with this contract. The Contractor shall maintain adequate property control records in accordance with sound industry practice and shall make such records available for Government inspection at all reasonable times.
Upon delivery of Government-furnished property to the Contractor, the Contractor assumes the risk and responsibility for its loss or damage, except:
• For reasonable wear and tear;
• To the extent property is consumed in performing this contract; or
• As otherwise provided for by the provisions of this contract.
Upon completing this contract, the Contractor shall follow the instructions of the Contracting Officer regarding the disposition of all Government-furnished property, equipment, and materials not consumed in performing this contract or previously delivered to the Government. The Government shall provide the following property:
• Two (2) x-ray machines located in the Visitors Center Screening Area
• Two (2) Magnetometers located in the Visitors Center Screening Area
• Visitor item buckets at the Visitor Screening Area
• Laptop Computer at Vehicle Entry Security Checkpoint
• Office furniture in Vehicle Entry Checkpoint Facilities
The Contractor shall be back charged for any lost or damaged equipment, and for any actions the Government takes due to loss or damage of any Government Furnished Property or Equipment.
4.1.1. Government-Furnished Facilities
The Government shall provide the Contractor office space for supplies and equipment. All such facilities will be provided in an as-is condition. The Contractor is responsible for being cognizant of the location of the utilities. The Government shall provide the following facilities:

• Vehicle Entry Security Checkpoint Facilities
4.1.2 Government-Furnished Services
The Government shall provide the Contractor with access to the commercial telephone service.
The telephone system is to be used for business purposes only. In the case of a personal emergency only, employees may use the telephone system. Government services including video monitoring of searches, and other activities, by Security Guards, and recording and storage of video, logs, and other documents on Government-furnished information systems, are also provided solely for the business use of this contract, and remain property of the Government for record, investigative, and guard training (initial, corrective, and refresher), and Contract Performance Evaluation purposes. All such recordings shall be treated as sensitive unclassified information and used by all parties for official business purposes only.”
5.0. Submittals
5.1. Submittal Requirements
The Contractor shall submit required data to the CO and COR at the times indicated.
The List of Contractor Submittals lists the submittals required by this contract except those submittals which are required conditionally, required by entities other than the Bureau of Reclamation, or which are periodic in nature. Any submittal required to be submitted by the Contractor, but which is not listed in the table, shall be submitted in accordance with the applicable requirements of this contract. In case of a conflict between the requirements of this paragraph and the requirements included elsewhere in this contract, the requirements elsewhere will take precedence over the requirements contained in this section.
5.1.1. Review of Submittals Furnished for Approval
Except as otherwise provided in the PWS for specific submittals, the Government shall require seven (7) calendar days for review of each submittal or resubmittal furnished by the Contractor for acceptance. This review time will apply to each separate submittal or resubmittal whether the submittals are accepted, not accepted, or returned for revision.
Unless otherwise specified, one set of the submittals required for acceptance will be returned to the Contractor either accepted, not accepted, or conditionally accepted, and will be marked to indicate changes, if required. Submittals that are not accepted or that require changes or revisions will be revised and resubmitted for acceptance and will show changes and revisions with revision date. All requirements specified for the initial submittal will apply to any resubmittals required.
Unless otherwise specified, all submittals which are to be resubmitted will be resubmitted by the Contractor within seven (7) calendar days after the Contractor has received the Government's comments.
5.1.2. Addresses
The Contractor shall send the submittals, via electronic means, to the Contracting Officer, Contract Specialist and Contracting Officer Representative. The address, both physical and electronic, will be provided at the post award conference. NOTE: physical copies of the

6.0. Security Requirements
6.1. Key and Access Card Control
The Contractor shall establish and implement methods of ensuring that all keys and access cards issued to the Contractor by the Government are not lost or misplaced and are not used by unauthorized persons. No keys and access cards issued to the Contractor by the Government will be duplicated. The Contractor shall develop procedures covering key and access card control and will include them in the Quality Control Plan (QCP).
The Contractor shall report the occurrence of a lost key or access card to the COR, no later than the start of the next duty day after the Contractor or employee becomes aware of the loss.
In the event keys or access cards are lost or duplicated, the Contractor will be required, upon direction of the COR, to re-key or replace the affected lock or locks. However, the Government, at its option, may replace the affected lock or locks or perform re-keying. When the replacement of locks and or re keying is performed by the Government, the total cost of re-keying or the replacement of the lock or locks or access cards will be deducted from the monthly payment due the Contractor.
Government-issued keys and access cards will not be used by any person(s) other than the Contractor's employees. Contractor employees will not open locked areas to permit entrance of persons other than Contractor's employees. The Contractor will retrieve keys and access cards from their terminated employees and notify the COR. All keys and access cards will be returned to the COR upon completion of the contract and prior to final payment.
7.0. Contractor Personnel Requirements
7.1. General
The Contractor shall furnish an adequate number of personnel skilled in all trades necessary to fulfill the contract requirements. The Contractor’s employees shall possess, and carry on their person while in performance of their duties, all licenses to perform required services in the States in which the facility resides, e.g., guard card, firearms licenses, etc. In the event there is a conflict between the requirements contained in any of the state documents referenced herein, the more stringent requirements will prevail.
7.1.1. Employee Appearance and Conduct
While on duty, the Contractor's employees shall wear a neat, well-fitting uniform, which includes, at a minimum, uniform security shirt, pants, hat, and a jacket. The wear of the hat and jacket will be at the discretion of the contract employee. The Contractor’s logo/patch shall be clearly visible from the front. The appearance of the uniform shall be maintained so that all items fit well and display a favorable public image. Uniforms are to be approved by the Bureau of Reclamation before they can be used on-site. The uniforms for the Contractor's employees will be well maintained and in good condition throughout the life of the contract. The uniforms for the Contractor's employees shall not be worn-looking, frayed, torn, and/or exhibit noticeable wear and tear.
Unsanitary dress or grooming standards shall not be tolerated. Employees shall not be allowed to

The Contracting Officer (CO) or Contracting Officer's Representative (COR) will inform the Contractor of any contract employee deemed careless, incompetent, insubordinate, unsuitable, or otherwise objectionable during the performance of their duties and may insist on the removal of said contract employee from BOR property.
7.2. Employee Requirements, Physical Condition and Training
All uniformed contract employees must meet the following minimum requirements:
• United States Citizenship: All employees shall be a United States citizen.
• Age: All employees shall be a minimum of twenty-one (21)-years of age.
• Education: All employees shall possess, at minimum, a high school diploma, or equivalency.
• Health-Physical: All employees shall be in good physical health, without physical defects or abnormalities which would interfere with performing the duties required by this contract. Additionally, all guards shall be physically able to perform all duties required by the contract including working outside in the temperature extremes of summer and winter. Basic physical stamina in all its forms (endurance, temperature/climate, etc.) is a basic requirement of this position. Frequent and prolonged walking, standing, sitting and stooping. Individuals deemed incapable of meeting the physical requirements of their assigned position will be removed from the contract.
• Health-Mental: All employees shall be mentally alert and emotionally stable.
Employees shall not have detectable neurotic or psychotic conditions which would adversely affect their ability to work and cooperate with others, and to act properly during situations involving mental stress or prevent them from performing the duties required by this contract.
• License: All Contract Security Officers shall maintain the basic State licensing requirements for the states in which the facilities reside where they perform their duties.
Armed security guards shall carry their applicable firearm license/permits on their person while on duty, unless state law requires the Contractor to maintain the records. The Contractor shall furnish a copy of this record to the COR for examination upon request.
The Contractor is responsible for verifying the current requirements and comply with any changes made during the period of performance of the contract.
• Language: All employees shall speak and write English fluently and be able to read, comprehend, and compose coherent written reports in English.
7.3. Employee Medical Standards
The Contractor shall ensure that all individuals have no medical conditions which would preclude them from being able to carry out the functions of their assigned work. If a contract guard fails to meet medical or physical standards baseline requirement, the guard shall not be allowed to work on Reclamation property in the capacity of a guard

7.3.1 Pre-employment Medical Examination
The Contractor shall be responsible for ensuring that all guards have undergone a pre-employment medical examination. The Contractor shall assure that no guard will be allowed to assume a post under this contract until a medical examination has been completed. The Contractor shall be responsible for all costs associated with pre-employment medical examinations.
The Contractor shall provide written confirmation from the medical professional(s) that all pre-employment medical examinations and tests have been successfully completed for all employees who will be performing work on-site under the contract.
7.4. Drug Screening
7.4.1. Initial Drug Screening
The Contractor shall ensure that all employees have no established medical history or medical diagnosis of habitual alcoholism or drug addiction. The Contractor is responsible for the costs of all of the employee drug screenings that are required and performed during the life of the contract and will maintain all records. As part of the medical examination, the Contractor shall ensure that all uniformed guards submit to an initial urine drug screening that tests for the following five (5) substances at the following cutoff levels (nanogram per milliliter, ng/ml):

7.4.2. Drug Screening Methodology
Drug screening methodology will conform to the U.S. Department of Health and Human Services Substance Abuse and Mental Health Services Administration's (SAMHSA) "Mandatory Guidelines for Federal Workplace Drug Testing Programs". These guidelines can be accessed via the internet at: www.health.org/workplace. The Contractor is strongly urged to utilize one of the laboratories listed on SAMSHA's "Current List of Laboratories Which Meet Minimum Standards To Engage in Urine Drug Testing for Federal Agencies", which is accessible via the Internet at:
www.health.or-labs/index.htm or at: http://wmcare.samsha, gov; this list is updated on a monthly basis. If the Contractor chooses to use a laboratory not shown on SAMSHA's current list, the Contractor is strongly advised to verify whether the laboratory's methodology conforms with SAMSHA's guidelines prior to utilizing that laboratory to perform drug screenings.
7.4.3. Non-negative Reading
The presence of a non-negative reading shall automatically disqualify an applicant from working under this contract. Since most drugs are metabolized within a short period of time (from several hours to several days), the Contractor shall not permit any applicant to take multiple tests in order to receive an acceptable reading.

7.5. Lautenberg Amendment
Persons who are prohibited by 18 U.S.C. 922(d) (9) and (g) (9), Lautenberg Amendment, from possessing firearms will not be armed under this contract. This includes persons who have been convicted of, or charged with a felony, or who have been convicted of a misdemeanor crime of domestic violence, or who are subject to a court order that restrains the person from harassing, stalking, or threatening. The Contractor shall be required to comply with the Lautenberg Amendment for all armed guards employed under this contract. The Contractor will provide evidence of compliance to the COR prior to the guard assuming any duties under this contract.
7.6. Required Firearms and Use-of-Force Training
The Contractor shall be responsible for providing required firearms training for all armed employees performing under this contract. Armed employees must maintain certifications for Nevada. The Contractor shall provide the COR with updated firearms certifications upon completion of the guards training, and no later than 3 days prior to any individual guard assuming Armed Guard duties on site.
7.6.1. Use-of-Force Training
All employees performing armed guard services shall maintain currency in Use of Force/Deadly Force training, in accordance with State and Federal regulations. Guards intended to be armed shall complete training in a course of instruction acceptable to Reclamation that is equivalent to such instruction offered within Reclamation and compliant with SLE 04-03. The Contractor shall submit the proposed training syllabus and other suitable course information for acceptance/approval of the Contracting Officer’s Representative and guard force/law enforcement technical points-of-contact, prior to training, and maintain records of all such training.
7.7. Employee Security and Identification
The Contractor's employees shall complete and submit all required paperwork, fingerprint cards, and applications to the Office of Personnel Management (OPM) at least fourteen (14) days prior to their commencement of work on-site. See Exhibit 1 for details. The Contractor shall notify the COR in writing of any addition, deletion, or change in work assignment within 24 hours of such change.
Prior to assignment at any Reclamation facility, either armed or unarmed, a federal background investigation is required. The Contractor shall submit the required documentation to complete the background investigation and will then be provided instructions for completion of the e-QIP and enrollment of a PIV card. The Contractor shall not allow employees to work on project until the e-QIP is complete, and they have received a favorable adjudication of their SAC (fingerprint check) from the LCB Region Personnel Security Specialist. The COR will inform the Contractor when this process has been completed and the Contractor's employee is clear to work on Reclamation Property.
The continued employment at any Reclamation Facility by the Contractor's employee is contingent upon the final adjudication of the background investigation. Should the background investigation come back unfavorable the Contractor will remove the employee from the assigned Reclamation Facility.
7.8. Removal from Duty
Attachment 1 Performance Work Statement Solicitation No. 140R3023R0002 Armed/Unarmed Security Services, The Contractor shall identify procedures to remove armed guards from duty when they are no longer qualified or pose an imminent threat to Contractor and Government personnel, the public, and to Government resources. Removal of such personnel does not relieve the Contractor of any performance requirements or create an entitlement to an equitable adjustment. In addition, in accordance with contract clause 1452.237-80, Security Requirements, the Contracting Officer may direct the Contractor to remove an employee from the contract and access to the Hoover Dam facilities if that employee is found to be unfit or unsuitable for his or her assigned duties.
Those employees found to be unsuitable will be removed during the same day that direction is provided by the Contracting Officer
8.0. Contractor's Representative (CR)
The Contractor shall provide in writing the names, telephone numbers, and addresses of onsite supervisors to the COR at the Postaward Conference. The term "onsite supervisor" is defined as the persons designated in writing by the Contractor who have the authority to represent the Contractor on a day-to-day basis in all matters under this contract. A CR will be onsite at all times when Contractor employees are onsite. The Contractor will designate an alternate onsite supervisor(s) to act in the absence of the designated onsite supervisors. The alternate(s) will have full responsibilities and authorities under the contract to ensure satisfactory performance.
9.0. Security Guard Requirements
The Contractor guards shall perform the following required services on a daily basis:
• Protect/defend themselves and other persons, and the property entrusted to their protection, within the bounds of assigned post and patrol areas of Hoover Dam and related Reclamation properties, including the application of appropriate and minimally necessary force, up to and including deadly force when they are armed on-duty, in the performance of protective duties.
• Perform typical individual functions/tasks that can occur during guard duty, including but not limited to:
• Physically detaining and escorting an individual with assistance;
• Have the ability to work additional hours due to unexpected activity;
• Work under occasional tension or pressure;
• Respond to life threatening or emergency situation;
• Work alone while armed;
• Apply handcuffs;
• Use of handgun, make shoot/no-shoot decision with handgun, fire handgun;
• Use of other devices, including but not limited to low-lethality chemical and/or impact devices/weapons;
• Frequent and prolonged walking, standing, sitting, and stooping;
• Occasional running or sprinting;
• Climb while in pursuit or in an emergency situation (stairs);
• Pull oneself over an obstacle;
• Lift/carry/drag/pull/push heavy objects;

• Physically control crowds or by-standers;
• Pursue suspects on foot and subdue combative person after running in pursuit.
• Any other related duties as identified by the COR.
• Guards shall not, in the normal course of duty, unless acting under specific direction of law enforcement officers or when standing Post or Patrol Orders require such actions:
• Engage in pursuit of vehicles or pedestrians or participate in investigative or apprehension activities off-property, or during off-duty periods;
• Enforce traffic/vehicle, parking regulations, and other statutes and ordinances not specifically addressing protection of persons and property at the assigned post;
• Engage in crime investigations beyond immediate collection/recording of evidence and securing of scenes pending arrival of authorized law enforcement and investigative personnel.
9.1. Hoover Dam Nevada Checkpoint
9.1.1 Vehicle Access to Hoover Dam
The Contractor shall provide armed Guards at the Nevada Checkpoint to control vehicle access and conduct vehicle inspections.
• Traffic flow at the checkpoint is heaviest between 0500 and 2100 hours. An adequate number of personnel shall be posted at the NV Checkpoint to monitor the traffic in-front of and around the checkpoint as well as each individual vehicle attempting to gain access to Hoover Dam. The Contractors employees will refer to the assigned Hoover Dam Vehicle Entry Security Checkpoint Post Orders to identify the types that shall be denied entry onto Hoover Dam Property.
• Armed Guards shall ensure vehicles entering through the checkpoint do not pose a threat to the Hoover Dam or the general public. Vehicle inspections will be conducted in accordance with Hoover Dam Vehicle Entry Security Checkpoint Post Orders.
9.1.2. Road Closure
The access road across Hoover Dam is open to the Visiting Public from 0500-2100, 365-days a year
9.2. Visitors Center Screening Area
Armed and unarmed Guards shall be posted the Visitors Center Screening Area, from 9:00 a.m. to 5:00 p.m., 7 days a week, every day of the year except Thanksgiving and Christmas, to prevent visitors from entering the facility with unauthorized or restricted items. The Guards shall notify the SRF Dispatch Center when the Visitors Center Screening Area is open for visitors as well as when it is closed. The guards shall ensure all visitors entering the Visitor Center at the Theater Level first pass through the security checkpoint. Guards shall act in a
Attachment 1 Performance Work Statement Solicitation No. 140R3023R0002 Armed/Unarmed Security Services, professional and courteous manner in maintaining visitor control and will assist in maintaining a safe and orderly environment during emergencies and/or confrontational situations. In addition, guards posted at this location shall accept found property from within the Visitor Center and shall turn found property over to designated Government personnel.
The Contractor shall keep a log of all found items and will make a receipt for all found items turned over to the Government. Contractors shall assist individuals employed by bona fide law enforcement agencies, whom are carrying firearms in an off-duty capacity, with storing their weapons while inside the facility.
• Signs are posted in numerous locations advising the visitors of prohibited items taken into the facility and the size restrictions on approved items. The guards shall be the final screening element used to keep these items out of the facility. Guards shall conduct screening of people or packages where warranted.
9.2.1. Minor Restricted Items
• Suitcases and large bags (e.g., purses, packages or backpacks) that exceed the size of the scanning equipment opening.
• Pets (service animals are authorized)
• Glass containers
• Alcoholic beverages
• Food (Exceptions can be made for medical conditions that are appropriately identified)
• Liquids other than water or baby items.
9.2.2. Major Restricted Items
• Bombs or explosives
• Weapons
• Firearms
• Knives of any kind
• All other types of hazardous materials
9.2.3. Operate Scanning Equipment
X-ray stations and stationery and portable magnetometers are located at the main entrance to the Visitors Center at the Theater Level. The guards shall operate the Government-furnished x-ray machines, magnetometers and explosive detection equipment. Training in operating these devices will be provided by the vendor upon installation of a new machine.
The contractor is responsible for follow-on training and training new personnel as needed.
The contractor will provide the COR with a list of all personnel trained on the use of the x-ray machines and magnetometers as well as an updated list of new employees trained or when remedial or refresher training is given. The screening is required for all hand-carried items visitors wish to take with them as they enter the facility and tour Hoover Dam.
Screening is intended to ensure unauthorized items do not enter the facility. The Guards shall immediately contact the SRF Dispatch Center whenever suspicious articles are detected by the scanning equipment.
Attachment 1 Performance Work Statement Solicitation No. 140R3023R0002 Armed/Unarmed Security Services, Security guards shall comply with the procedures as outlined in the post orders for the VC Screening Area Guards. Whenever confronted by a concerned customer, security breach or an unusual situation, the guard shall request assistance from the armed security officer (stationed in the Visitor Center) and immediately SRF Dispatch Center. Guards shall remain professional and courteous at all times and refrain from engaging in any verbal arguments which may contribute to escalating the situation. The "onsite supervisor" (see para. 8.0) shall keep the COR apprised of any of the above situations.
While operating the screening stations, the Contractor shall assist Visitor Center employees in routing pedestrian traffic in a safe, orderly manner that minimizes the waiting time and does not create a congested area at the theater level entrance.
Security guards shall be expected to perform daily start-up and inspection of the x-ray machines and walk-through the magnetometers. In addition, the guards on duty at the end of the day shall perform equipment shutdown for these devices. The guards shall be responsible for reporting all equipment malfunctions. The guards shall not perform troubleshooting, repairs, adjustments or calibration procedures.
9.2.4. Visitor Pat-Down
Guards shall conduct secondary screening of individuals wishing to gain access to the Visitor Center as needed. The guard shall notify the SRF Dispatch Center at x2576 or by radio, and receive verification the camera is appropriately placed, prior to starting the pat down. Secondary screening consists of a hand-held metal detector (wand style) and/or a “pat down” screening. Potential reasons for secondary screening may include a medical condition that prevents use of the magnetometers or an objection to their use. All pat down screenings will be conducted on camera in a designated location. The Government shall provide on-site training, equipment and materials for the guards during their normal hours/shifts.
9.2.5. High and Low Visitation
The Government requires a minimum of 7 unarmed guards be on site during periods of high visitation. The scheduled dates for High Visitation are as follows;
March through August (6-months) September 1 through 7 (7-Days) November (3-Days) following Thanksgiving Day December 23 & 24 & 26 through 31 (8-Days)
All other dates will be considered low visitation.
9.3. Visitors Center Plaza
One (1) armed Guard shall be posted the Visitor Center on the Plaza Level. Visitors are not permitted to enter the Visitors Center through this location. Visitors will be directed to enter the Visitor Center at the Theater Level entrance. Hoover Dam and their escorted visitors will

The Guard will ensure the entire Visitors Center Plaza is monitored for suspicious activity and unauthorized entry through avenues of approach. The Guard shall contact SRF Dispatch Center when arriving at his/her post each day and when they leave their post each day.
9.6. Security Guard Call-Off
The Contractor shall ensure a comparable armed security guard is in place within two (2) hours of armed security guard call-off notification.
9.7. Duty Roster
On a monthly basis, the Contractor shall submit an employee duty roster for all assigned employees.
10.0. Specific Tasks
The contactor shall demonstrate that individuals working under this contract are able to:
• Read post assignments, produce reports, and respond to both routine and emergency dispatches/orders with precision and a calm demeanor.
• Apply verbal control techniques, including giving loud and clear directions in English to those failing to comply with established guidance.
• Detect, deter, delay and deny potentially violent individuals, suspicious activities, damage, pilferage, removal, secreting, misappropriation, misuse, larceny, theft, or other improper or unlawful threats to Government or personal property.
• Safely use a motorized vehicle with manual or automatic transmission, and/or a pedal vehicle as primary means of transportation.
• Make frequent contact with the general public, law enforcement, and dispatch center via radio or telephone, requiring the ability to speak clearly and distinctly in English while remaining calm in stressful situations (for example, confrontations with angry, distraught, disturbed, or violent persons)
• Perform tasks in accordance with established Drills and Standard Operating Procedures promulgated by Reclamation. All Guard Posts and Patrols shall have a manual of orders, drills, and SOPs available for on-duty use.
10.1. Post Orders
The Contractor shall abide by the post orders, furnished by the government, after award of the contract. The Contractor shall review the post orders and provide any comments to the Government within fourteen (14) calendar days after receipt of the post orders. In no instances or circumstances, will the post orders negate, change, increase or lessen the contract requirements.
Post orders are subject to change; however, these changes will not affect the level of effort required by the Contractor.
Attachment 1 Performance Work Statement Solicitation No. 140R3023R0002 Armed/Unarmed Security Services, The Contractor shall maintain a copy of the post orders at each guard post. A detailed review of the post orders will be provided as part of each employee's initial training and/or each time the post orders are modified. No employee will be assigned to duty unless s/he is thoroughly knowledgeable of and understands the current post orders. The confirmation of such thorough knowledge shall be documented by the contractor and provided to the COR upon completion.
Guards shall ensure all traffic approaching Hoover Dam outside of normal business hours are denied entry.
10.2. Housekeeping
Contract guards will keep their work area neat and clean.
10.3. Evacuation
In the event the Visitor Center facility needs to be evacuated, the Contractor’s employees shall assist BOR personnel with the safe, orderly and immediate evacuation of all building occupants.
All evacuated occupants will be directed to a safe area across the roadway. The Contractor’s employees shall prevent anyone from entering the Visitor Center facility who is not an authorized emergency responder. The Contractor’s employees shall assist with crowd and vehicular traffic control in front of the Visitor Center facility as necessary.
10.4. Shelter-in-place
In the event an evacuation from the Visitor Center Facility would be impractical, contractor employees shall assist BOR personnel with the safe and orderly sheltering-in-place of all occupants, including the visiting public and Government employees. Contractor employees shall escort all facility occupants to pre-determined safe locations and ensure they remain there until directed otherwise by authorized emergency responders.
10.5. Attacks/Threats
In the event of an attack, or the threat of an impending attack against the facility, the Contractor’s employees will assist Security Response Force (SRF) personnel with the actions necessary to protect critical assets, facility employees, and the visiting public. These actions may involve evacuating the Visitor Center or sheltering-in-place, as described above.
10.6. Emergency Drills/Exercises
The Contractor’s employees shall cooperate with and participate in random emergency drills/exercises.
10.7. Complaints
Any complaint concerning security, safety, or law enforcement at any post or location manned by the Contractor shall be reported to the COR. The Contractor shall make every effort to deter crimes against persons or property and report such crimes to the SRF Dispatch Center.
10.8. Traffic Accidents
The Contractor shall immediately notify the SRF Dispatch Center of accidents and will assist in redirecting traffic, placing warning flares, and other safety protective actions as necessary.

10.9. Incident Reports
In the event that any patrol observes or encounters a breach of security, or attempted breach of security, they will prepare an "Incident Report" consisting of a detailed narrative describing the time, location, and nature of the incident, and what action they took. All Incident Reports will be submitted to LCDO Security Officer and COR no later than the first regular business day following the incident.
10.10. Court Witnesses
In the event a Contractor's employee is required to appear in court as a party or witness to incidents that occurred during the performance of duty under this contract, the Contractor shall compensate the employee at their normal rate of pay for the entire period they are required to be present for court proceedings. This period shall include actual court time spent waiting for both the case to be called and waiting to give their testimony. The Contractor shall provide documentation to support this time, an equitable adjustment shall be made, and the contract modified in writing accordingly.
At no time shall the Contractor request compensation for employee court time for witnessing or participating in those instances involving personal altercations or incidences that may occur at the work site that do not directly relate to the performance of duty under this contract.
11.0. Weapons & Ammunition
11.1. Handguns
Each armed employee will be issued their own individual company owned handgun. Handguns will not be passed from one employee to another. Handguns issued and used by armed Contractor employees will be semi-automatic with a box type detachable magazine capable of firing ammunition ranging from 9mm to .45 caliber. Each weapon shall carry a minimum of ten, but no more than fifteen, rounds of ammunition. At no time will the contractor allow its employees to carry a weapon using a caliber less than 9mm or higher than .45. The contractor will provide the COR with a quarterly list of make, model and serial number of each fire arm (hand-gun) assigned to a guard working at Hoover Dam. At no time will any security guard carry a concealed firearm while on duty under this contract.
11.2. Ammunition
Ammunition will be commercially manufactured and frangible or jacketed hollow point cartridges for duty and qualification use. No reloaded ammunition will be used. The Contractor will provide sufficient ammunition to equip each firearm with three full issued magazines.
11.3. Loading and Unloading Weapons
Loading and unloading of firearms will only take place in authorized designated areas using a weapons clearing barrel. Weapons will not be unloaded or cleaned while the guard is at an assigned post.
Attachment 1 Performance Work Statement Solicitation No. 140R3023R0002 Armed/Unarmed Security Services, Written loading and unloading procedures will be posted in plain view in the immediate proximity of the loading and unloading area and will clearly state the proper and safe firearms handling, loading and unloading procedures to ensure safety and prevent an accidental firearms discharge. Firearms will be carried with the safety on (if equipped), a fully loaded magazine inserted and a round in the chamber.
11.4. Maintenance and Inspection
The Contractor will ensure all assigned firearms are properly cleaned and oiled as necessary, especially after exposure to inclement weather and regular firearms qualification. Each assigned firearm will be inspected for proper maintenance and cleaning by the onsite manager on a monthly basis. A weapon deemed unserviceable will not be carried on duty until it is properly repaired and certified for use. Firearms will be periodically inspected by the COR or designated representative for proper cleaning and documentation of serviceability. In conjunction with the weapons inspection, the onsite manager will inspect and certify all ammunition.
