(a) Use and Disclosure of Proposal Information. In accordance with the Use and Disclosure of Proposal Information -- Department of the Interior provision of this solicitation (see DIAR 1452.215-71), offerors shall mark trade-secret or confidential commercial or financial information contained in the proposal with the restrictive legends specified. The offeror shall also clearly and separately mark all proprietary information (as defined in FAR 3.104-3) contained in the proposal with the restrictive legend "Proprietary Information."
(b) Proposal Volumes. Offerors shall submit separate Volumes with the required number of copies as follows:

(6) Be logically presented, using clear and concise language so that it can be easily read and meaningfully evaluated by Reclamation personnel from a variety of different functional and technical disciplines;
(7) Have all pages in each volume consecutively numbered (including pages with tables and exhibits) and cross-referenced to other volumes where appropriate for each; and
(8) Indicate how the proposal conforms to the evaluation criteria identified in Section E.
(d) Format. To assist in the uniform evaluation of proposals, the following format shall be used in preparing each separate proposal Volume:
(1) Provide a Table of Contents which lists all sections specific to the proposal Volume;
(2) Cross-reference the work statement to the terms of the proposal and indicate how the proposal conforms to the evaluation factors contained in Part E3;
(3) Provide a list of any enclosures, including tables, drawings, charts, or other enclosures which summarize data or information;
(e) Volume I, Business Proposal. Volume I shall incorporate the other Volumes by reference but shall not physically include them. It shall consist of:

(1) A fully executed Solicitation, Contract, or Order for Commercial Items, Standard Form 1449 required by Section A of this solicitation.
(2) Fully executed and completed offeror representations, certifications, and acknowledgments required by FAR 52.212-3 of this solicitation; (Only paragraph b must be completed if SAM is updated)
(3) Any other applicable information required by the solicitation. (See Section D & Attachments) to be furnished by the offeror which is not required to be obtained in another volume of the proposal.
(4) A summary of any exemptions from, or deviations to, any other solicitation requirements.
(5) Acknowledgement of all Amendments.
(f) Volume II, Technical Proposal.
(1) The technical proposal should convincingly describe the capability of the offeror’s organization to participate in this project and effectively demonstrate a thorough understanding of the work statement contained in Part I, Section C of this solicitation. To assist in the uniform evaluation of proposals, the following format shall be utilized in preparing the technical proposal:
(a) The Technical Proposal shall be limited to (25) 50 pages, single-sided, with no foldouts. The pages shall be evaluated with respect to those pages numbered from one (1) to the specified limit with excess pages treated as though not submitted and not evaluated.
(b) Table of Contents. The Table of Contents shall list all sections of the technical proposal. Any future amendments, additions and/or revisions to the proposal shall be included in an updated Table of Contents.
(c) Index. The Index section shall cross reference the statement of work, specifications, or performance work statement to the terms of the proposal and indicate how the proposal conforms to the evaluation factors.
(d) Enclosures. The Enclosure Section shall include a list of any tables, drawings, charts, and any other enclosures which summarize data or information.
(e) Executive Summary. The Executive Summary shall include a brief discussion of how the required work will be performed and important highlights of the proposal.
(f) Technical Approach. The Technical Proposal shall include a detailed description of how the contractor intends to achieve the objectives in the Performance Work Statement (PWS). The following aspects of the Technical Proposal shall be discussed: The Contractor’s technical proposal shall clearly reflect that the offeror understands the requirement and has the expertise, available resources, and equipment required to successfully perform the objectives as described in the PWS.
(g) Experience of Company. For each project listed as experience, the experience sheet shall include:
(i) Project Title;
(ii) Customer name and Address;
(iii) Start Date and Completion Date;

(iv) Contract Number, Date, Type;
(v) Initial contract amount, final contact amount, and an explanation for the differences;
(vi) Name and address of the acquiring Government agency or commercial customer, and the name(s), telephone number(s) and email address(es) of reference(s from the acquiring agency or customer who may be contact for further information;
(vii) Services scheduled start date, completion date, actual completion date, and an explanation for the difference (including discussion of any problems encountered in performance of the work and corrective action(s) taken;
(vii) Detailed description of the work to include identification of the type of land management and public safety services provided, as well as materials, supplies, and equipment;
(ix) Where offeror claims experience for work performed in comparable facility(ies), provide a detailed discussion as to how the work performed is comparable to the work required under this solicitation;
(x) For each project listed, indicate whether the offeror was functioning in the capacity of the prime contractor or subcontractor and indicate the portion of work the offeror completed.
(h) Past Performance. Provide a list of projects similar in scope and magnitude to the work required under this solicitation which the offeror has completed during the past 5 years. For each project, include:
(i) Name of the project;
(ii) Description of the work;
(iii) Contract number, date, and type;
(iv) Point of contact information must include the name, address and phone number(s) of the acquiring Government agency or commercial customer;
(v) Initial and final contract amounts; and
(vi) Any problems encountered in performance of the work and documented corrective action(s) take; and
(vii) State if the project involved removal of similar equipment as applicable to this solicitation; and
(vii) Name(s), telephone number(s), email address(es) of references from the acquiring agency or customer who may be contacted for further information.
(viii) The Offeror shall provide each reference with a copy of the Past Performance
Questionnaire (PPQ) in Section E and have the reference return the PPQ to the Bureau of Reclamation in accordance with instructions at the end of the form.
If an Offeror is newly formed and has limited past performance of projects of the same degree of complexity and magnitude as this solicitation as a firm, but has key personnel who possess such experience or is a new business entity previously a part or division of another firm, it may submit the past performance information for those employees or firms.
For the Government to consider the relevance of a subcontractor’s past performance, the offer shall include a Letter of Commitment. The Letter of Commitment shall be signed by

E-5 both parties and shall demonstrate the commitment of both parties toward performance and completion of the scope and designated tasks outlined in the Offeror’s Technical Approach.
The Government reserves the right to contact the Offeror’s customers/references for information. The Government may also use past performance information obtained from other than the sources identified by the Offeror. Information obtained from the Contractor Performance Assessment System (CPARS) data based located at http://www.cpars.gov is one of the sources that will be utilized. CPARS functions as the central warehouse for performance assessment reports received from several Federal performance information collection systems and is sponsored by the DOD E-Business Office and administered by the naval Sea Logistics Center Detachment Portsmouth.
In the case of an Offeror without a record of relevant past performance or for whom past performance is not available, the Offeror will receive a “Neutral” rating for the Past Performance evaluation factor (i.e. not rated favorably or unfavorably). The Government may review past ratings on file for prior Government projects the Offeror may have performed. All relevant facts and circumstances gathered from information in the Offeror’s listed references and other sources of information available to the Government will be used to evaluate the Offerors overall past performance.
(g) Volume III, Price Proposal.
To assist in the uniform evaluation of proposals, the following format shall be utilized in preparing the pricing proposal:
(1) Table of contents. The Table of Contents shall list all sections of the pricing proposal. Any modifications or revisions to the proposal, up to the date of agreement on price, shall include an updated Table of Contents;
(2) Index. The index shall cross reference the work statement to the terms of the proposal and indicate how the proposal conforms to the evaluation factors contained in Part E3 of this solicitation;
(3) Enclosures. A list shall be included of all enclosures, attachments, tables, drawings, charts, and any other material which summarize data or information contained or referenced in the pricing proposal;
(4) Pricing proposal breakdown. The offeror shall submit Section B of the contract Schedule (Schedule of Supplies and Services, found in Part B of this solicitation), including any attached Price Schedules noted in Section B, with its proposed total prices/costs for each contract line item number (CLIN), including any options. In addition, a total proposed price consisting of the sum of all contract line items (excluding options) shall be submitted. Complete and submit Price Schedules 1 through 6. Offerors are hereby notified that even though additional data to support proposed prices are not initially requested in this solicitation, the Contracting Officer reserves the right to request such data if they are later found necessary.
(6) No price information shall be included in any of the other volumes;
(7) All price amounts shall be expressed to the nearest whole dollar.

E-6 submitted electronically via email to the Contract Specialist, Kristen Turner, at khturner@usbr.gov. Email attachments cannot exceed 10MB. If a potential offeror’s submission exceeds 10MB, an email shall be sent to the Contract Specialist and Contracting Officer, Virginia Toledo at vtoledo@usbr.gov to request an alternate method for submitting documents. Only written request will be accepted, and the email subject shall clearly state the solicitation number, 140R3023R0002. The written request shall be received at least three (3) business days prior to the due date, any request received less than three (3) days prior may not be able to be accommodated. No paper proposals (hand delivered or mail submission) shall be accepted for this solicitation.
(i) WRITTEN QUESTIONS Requesting Clarification. Offerors may submit written questions requesting clarification of solicitation requirements. All questions shall be received no later than 2:00 pm, PT, 02/02/2023. Questions received after that date will not be entertained. ONLY WRITTEN QUESTIONS WILL RECEIVE A RESPONSE. Each question submitted shall contain the following information: document name, document date, specific page, paragraph, clause or other definitive citation for which clarification is requested. All questions shall be submitted electronically via email to the Contract Specialist, Kristen Turner, at khturner@usbr.gov. All relevant questions asked, and the answers provided, will be posted as an Amendment to this solicitation via the SAM website at sam.gov.
(j) WBR 1452.215-86 Intent to Incorporate Technical Proposal (MAR 2021)
All or part of the successful offeror's final technical proposal may be incorporated, physically or by reference, in any contract resulting from this solicitation. Nothing contained in the successful offeror’s technical proposal shall constitute a waiver to any other requirement of the contract. In the event of any conflict between the successful offeror’s technical proposal and any other requirement of the contract, the conflict shall be resolved in accordance with the Order of Precedence clause.
The successful offeror may be asked to provide an updated technical proposal after negotiations for incorporation into the awarded contract. If after contract award, it is discovered that changes made during negotiations were not incorporated in the work requirements and/or technical proposal, such changes to the Contractor’s documents shall be considered administrative in nature and shall be made by unilateral modification to the contract, at no change in contract cost or price or other terms and conditions.
E.3 52.212-2 Evaluation—Commercial Products and Commercial Services (NOV 2021)
(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:

The relative importance of the factors is as follows: Factors 1 through 3 are of equal importance. Factors 1 through 3, when combined, are significantly more important than factor 4, cost/price.
Technical Evaluation Criteria:
Factor 1- Technical Approach
Evaluation Factor: The technical approach shall include a detailed description of their technical approach for achieving the objectives in the Performance Work Statement (PWS). The technical proposal must clearly reflect that the Offeror understands the requirement and has the expertise, available resources, and equipment required to successfully perform the objectives as described in the PWS. The technical proposal shall be detailed enough to show that the Offeror is able to perform all work stated in the PWS.
Evaluation Standards: The Offeror’s Technical Approach will be evaluated to determine the following: 1) if required objectives and timeline have been addressed; 2) feasibility of approach; 3) if approach is technically sound (uses proven, successful methods); 4) the methods are practical for achieving the goals and objectives outlined in the PWS; and 5) the Offeror’s approach includes enough detail and is clear enough to show that all requirements in the PWS will be met with little or no risk to the Government; 6) The offeror possesses the licenses and has completed the training required in the Foreword section of this document as well as section 7 of the PWS.
Factor 2: Experience of Company
Evaluation Factor: The offeror shall demonstrate background and relevant experience in performing at least three service projects within the last five years related to armed security service similar to the security services at Hoover Dam. Relevant experience demonstrated should include, but not limited to, providing an organized, trained and equipped armed security force with knowledge, skills, and abilities to protect Hoover Dam and it’s employees and visitors from threats until law enforcement resources arrive. Offerors are not to take credit for experience held by current or prospective employees. The projects can be for the prime contractor and/or subcontractor. For each project listed as experience, the experience reference sheet shall include:
1. Project Title;
2. Customer Name, and Address;
3. Start Date, and Completion Date;
4. Contract Number, Date, Type;
5. Initial contract amount, final contract amount, and an explanation for the differences;
6. Name and address of the acquiring Government agency or commercial customer, and the name(s), telephone number(s) and e-mail address(es) of reference(s) from the acquiring agency or customer who may be contacted for further information;
7. Services scheduled start date, completion date, actual completion date, and an explanation for the differences (including discussion of any problems encountered in performance of the work and corrective action(s) taken);
8. Detailed description of the work to include post descriptions, quality control, health and safety, facility access, guard requirements, the equipment used;

Evaluation Standards: The Government will evaluate the experience for public security services similar in scope, complexity, and magnitude to the work required under this solicitation. The Government will utilize information gained from contact references and may utilize information from sources not provided by the Offeror.
Factor 3: Past Performance
Evaluation Factor: It is considered important to the Government that the Offeror, and their subcontractors have substantial past performance with work similar in nature to the requirements contained within this solicitation. The Government views relevant past performance as involvement in services that contain similar principal components of work (as defined above in Factor 2) and projects that have critical completion timeframes.
For the Government to consider the relevance of a subcontractor’s past performance, the offer shall include a Letter of Commitment. The Letter of Commitment shall be signed by both parties and shall demonstrate the commitment of both parties toward performance and completion of the scope and designated tasks outlined in the Offeror’s Technical Approach.
Past performance information is required for the Offeror that will be performing the any aspect work as described in the Performance Work Statement.
The Offeror shall furnish a list of Federal, State, local Government or commercial projects similar in scope, complexity, and magnitude to the work required under this solicitation, which the Offeror or their subcontractors have completed during the last 5 years. Be advised the Government will contact references and may obtain information from sources not provided by the Offeror.
1) The Offeror shall provide descriptions of three most recent contracts, which are closest in size and complexity to this contract.
a) List only those contracts that are comparable in size, scope, and complexity (OR “that have components of work that are comparable in complexity”) to this solicitation. If the total number of such contracts exceeds three, the Offeror shall address the three most recent contracts that are closest to this solicitation in scope, complexity, and magnitude.
b) If an Offeror is newly formed and has limited past performance of projects of the same degree of complexity and magnitude as this solicitation as a firm, but has key personnel who possess such experience or is a new business entity previously a part or division of another firm, it may submit the past performance information for those employees or firms.
c) Provide the following information for each project:
i. Name of the project;
ii. Description of the work;
iii. Contract number, date, and type;
iv. Point of contact information must include the name, address and phone number(s) of the acquiring Government agency or commercial customer;

viii. The Offeror shall provide each reference with a copy of the Past Performance Questionnaire
(PPQ) in Section E and have the reference return the PPQ to the Bureau of Reclamation in accordance with instructions at the end of the form.
2) Offerors are encouraged to submit past performance information on projects where they performed work as subcontractors or as part of a team or joint-venture as well as on work where they performed as the prime contractor. Also, if the Offeror intends to use a partner arrangement and / or a subcontractor to perform on this work, past performance information should be submitted for them as well. Offerors shall specifically identify in their proposal any past performance shown that is attributed to current or to prospective employees and or subcontractors.
3) An Offeror or subcontractor without a record of relevant past performance for whom past performance is not available will be given a neutral rating.
Evaluation Standards: The Government will evaluate the Offeror’s past performance. Subcontractor past performance will also be evaluated when Letter(s) of Commitment are provided and the work performed pertain to the critical work components described in factor 1 and 2. The Government will evaluate information provided and the received Past Performance Questionnaire (PPQ) from references. In addition, the Government will evaluate:
1) Information provided by the Contractor Performance Assessment Reporting System (CPARS).
2) The past performance for work on projects of similar scope, complexity, and magnitude to the work required under this solicitation. The past performance involving work accomplished under critical completion timeframes and outages.
3) The Government will view an Offeror or subcontractor without a record of relevant past performance for whom past performance is not available with a neutral rating.
Factor 4: – Cost/Price:
Evaluation Factor: (a) For award consideration purposes, the Government will calculate a Total Evaluated Price (TEP). The TEP is the sum of the total proposed prices listed on Schedules 1 through
6. This is the same price as that reflected on the ‘Total for All Schedules (Total Evaluated Price)” line in the table on page B-10 of this solicitation. All proposed prices will be evaluated for price reasonableness and balanced pricing in accordance with FAR 15.404-1.
(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).
(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an

HOOVER DAM ARMED/UNARMED SECURITY SERVICES
PERFORMANCE WORK STATEMENT (PWS)
1.0 General
The United States Department of the Interior (DOI), Bureau of Reclamation (BOR), Lower Colorado Region, and Lower Colorado Dams Office (LCDO) has a requirement for an armed and unarmed security guard services at Hoover Dam. The guard services are required to control vehicle access at a traffic checkpoint in Nevada, screen visitors entering the Visitor Center, and provide security checks at other post locations at Hoover Dam. Hoover Dam is approximately eight (8) miles northeast of Boulder City, Nevada, and thirty-two (32) miles from Las Vegas, Nevada.
On a daily basis, approximately 2,500 to 3,500 vehicles travel over Hoover Dam. The Visitor Center receives approximately 500 to 3,800 visitors each day, depending on the season of the year. Security guards shall work very closely with Hoover Dam Security Response Force (SRF) and other local and Federal Law Enforcement entities. They shall be part of a local team providing protection to both the visiting public and to an American icon that is classified as a "National Critical Infrastructure" to the United States. Security guards are expected to communicate verbally with visitors as necessary to perform their duties in an effort to maintain a secure and safe environment for visitors and employees. Security guards are expected to comply in all aspects with this Performance Work Statement and shall perform other duties including, but not limited to, traffic control, assisting the general public by providing information and/or directions, and other situational instructions as the need arises.
Reclamation has determined Hoover Dam requires a professional level of security services capable of addressing specified threats in order to protect Reclamation assets, visitors, and personnel. An effective guard force will detect, deter, delay, and defend as needed. The purpose of this contract is to meet the established need.
Security guards work closely and coordinate efforts with Reclamation facility management, local state, county, and federal Law Enforcement agencies. Security guards are to be a deterrent to any unlawful acts at Hoover Dam, contact the appropriate law enforcement and emergency services as necessary to protect the facility, employees and visitors from harm.
The Contractor shall provide a trained, armed security force with knowledge, skills, and abilities to protect the facility, employees and visitors to Hoover Dam from threats until SRF and law enforcement resources arrive.
The Contractor shall provide all management, supervision, personnel, labor, training, and equipment, including supplies, materials, licenses, permits, certificates, transportation, insurance, pre-employment screening, reports, and files for all individuals assigned to work under this contract.

The Contracting Officer's Representative (COR) will be designated in writing at the time of contract award. The COR shall inspect work quality and bring any deficiencies to the Contractor’s attention. The Contractor shall communicate work performance and coordinate his/her efforts with the COR.
The Contractor shall accomplish the specific security guard tasks for all the areas listed in this section, in accordance with the specific tasks and frequencies, as described below. The Contractor will coordinate with the COR regarding all aspects of these tasks.
The Contractor shall provide on-site supervision of its employees at all times and shall maintain a pool of employees who are fully qualified, approved to work at Reclamation sites and are available when guards call in sick or schedule leave. The Contractor shall maintain its own time and attendance reporting records and be ready to deliver copies for spot checks any time the Government makes such a request.
All services provided under this contract by the Contractor will NOT be considered within the scope of Federal employment and, as such, none of the benefits of Federal employment will be conferred under this contract.
2.0. Quality Control and Assurance
2.1. Quality Control Plan
The work rendered under the contract is subject to Government inspection during any or all times of the Contractor's work. The Government's Quality Assurance Surveillance Program (QASP) is not a substitute for the Contactor's Quality Control Plan. Quality of work will be of a high standard, as defined within this work statement.
2.1.1 Quality Control Plan Contents
The plan shall include, as a minimum:
• A self-inspection system covering all the services listed in Section 6.0. It must specify the areas to be inspected on either a scheduled or unscheduled basis, how often inspections will be accomplished, or the title of the individual(s) who will perform the inspections.
• The methods for identifying and preventing defects in the quality of service performed before the level of performance becomes unacceptable.
• A description of the Contractor's employee award/incentive program, if any, and the Contractor's discipline procedures, to be applied by the Contractor when either superior or deficient performance is noted by either the Contractor's quality control monitors or by the Government. The purpose of these programs is to support compliance with the performance requirements of this contract.
• Resumes for all employees appointed to serve as quality control monitors. Under no circumstance will individuals appointed as quality control monitors serve as uniformed employees working under this contract.
• A description of the Contractor's procedure and criteria for performing background checks when screening potential employees.

• A method of maintaining onsite records of all inspections conducted by the Contractor, necessary corrective action taken, pertinent employee records, e.g., weapons qualifications, certifications, licenses, etc., equipment inventory, training records, etc.
These records will be made available to the Government upon request during the term of the contract.
• Quality control inspection checklists used to conduct inspections which include, as a minimum, checks of: uniform and appearance; accessories, i.e. weapon holsters, batons, etc.; attendance; demeanor while working with the public; and ability to perform all required services, guard logs; e.g., patrols, incidents, opening and closing gates.
2.1.2 Quality Control Plan Submittal
The Contractor shall establish and maintain a complete Quality Control Plan (QCP) to ensure the requirements of the contract are met. One copy of the Contractor's QCP will be provided to the COR and Contract Specialist for acceptance within thirty (30) days following the contract award date. A revised copy of the QCP will also be provided to the COR and Contract Specialist for approval as changes occur.
2.1.3. Quality Assurance
The Government shall use any and all methods deemed necessary to ensure the Contactor’s employees are in a constant state of awareness and readiness. The Government will conduct quality assurance evaluations in accordance with clause paragraph FAR 52.246-4, Inspection of Services and the Performance Work Summary (PWS). The Government's Quality Assurance Surveillance Plan (QASP) will be designed to measure the effectiveness of the Contractor's Quality Control Plan.
2.2. Safety and Health
2.2.1. Safety and Health Requirements
The Contractor's employees will operate in compliance with all Federal, State, and local safety codes. The Contractor will not require any employee in the performance of this contract to work under conditions which are unsanitary, hazardous, or dangerous to the employee's health or safety, as determined under safety and health standards promulgated by the Secretary of Labor under Section 107 of the Contract Work Hours and Safety Standards Act (40 U.S.C. 327 et seq), as amended, and Reclamation Safety and Health Standards (RSHS) (2014 Edition), including the ERRATA dated 2005, published by the Bureau of Reclamation. If the Contractor fails or refuses to promptly comply with safety requirements, the CO may issue an order stopping all or part of the work until satisfactory corrective action has been taken.
3.0. Safety Program
The Contractor’s safety program shall comply with the mandates prescribed in Section 3 of the RSHS manual and amendments or revisions. The safety program shall include the following information as a minimum:
• The names of employees who are CPR trained and certified.
• What arrangements have been made for emergency medical care?
• The Drug-Free Workplace program.
The Contractor shall maintain an accurate record of and will report to the Contracting Officer (or authorized representative) in the manner prescribed by the Contracting Officer, all cases of death, occupational diseases, or traumatic injury to employees or the public involved, and property damage occurring during performance of work under this contract.
The rights and remedies of the Government provided in this paragraph are in addition to any other rights and remedies provided by law or under this contract.
In the event there is a conflict between the requirements contained in any of the safety documents referenced herein, the more stringent requirements will prevail.
3.1. Reporting Injuries and Illnesses
The Contractor shall report accidents, injuries, or illnesses. If a contractor-employee is injured, the Contractor shall complete Form 7-2077 Contractors Report of Recordable Injury/Illness, and submit the form to the COR within 24 hours of the incident.
The Contractor shall also complete Reclamation Form No. 7-2218, Contractor Monthly Summary of Occupational Injuries/Illnesses Experience (see Section 3 of the RSHS), each month and submit it to the COR within 2-days following the end of the preceding month. Form No. 7-2218 will be used by the Contractor to report the number of hours employees are on the jobsite.
3.1.1. Safety Program Submittals
The Contractor shall submit a written proposed safety program within thirty (30) days of the contract award date.

4.0. Government-Furnished Property, Facilities and Services
The Government shall furnish only the facilities, equipment, materials, and services listed in this Section to the Contractor for use in the performance of work under the contract.
4.1. Government-Furnished Property
The Government shall deliver to the Contractor, at the time and locations stated in this contract, the Government-furnished property, equipment and materials described below.
Title to Government-furnished property will remain with the Government. The Contractor shall use the Government-furnished property only in connection with this contract. The Contractor shall maintain adequate property control records in accordance with sound industry practice and shall make such records available for Government inspection at all reasonable times.
Upon delivery of Government-furnished property to the Contractor, the Contractor assumes the risk and responsibility for its loss or damage, except:
• For reasonable wear and tear;
• To the extent property is consumed in performing this contract; or
• As otherwise provided for by the provisions of this contract.
Upon completing this contract, the Contractor shall follow the instructions of the Contracting Officer regarding the disposition of all Government-furnished property, equipment, and materials not consumed in performing this contract or previously delivered to the Government. The Government shall provide the following property:
• Two (2) x-ray machines located in the Visitors Center Screening Area
• Two (2) Magnetometers located in the Visitors Center Screening Area
• Visitor item buckets at the Visitor Screening Area
• Laptop Computer at Vehicle Entry Security Checkpoint
• Office furniture in Vehicle Entry Checkpoint Facilities
The Contractor shall be back charged for any lost or damaged equipment, and for any actions the Government takes due to loss or damage of any Government Furnished Property or Equipment.
4.1.1. Government-Furnished Facilities
The Government shall provide the Contractor office space for supplies and equipment. All such facilities will be provided in an as-is condition. The Contractor is responsible for being cognizant of the location of the utilities. The Government shall provide the following facilities:

4.1.2 Government-Furnished Services
The Government shall provide the Contractor with access to the commercial telephone service.
The telephone system is to be used for business purposes only. In the case of a personal emergency only, employees may use the telephone system. Government services including video monitoring of searches, and other activities, by Security Guards, and recording and storage of video, logs, and other documents on Government-furnished information systems, are also provided solely for the business use of this contract, and remain property of the Government for record, investigative, and guard training (initial, corrective, and refresher), and Contract Performance Evaluation purposes. All such recordings shall be treated as sensitive unclassified information and used by all parties for official business purposes only.”
5.0. Submittals
5.1. Submittal Requirements
The Contractor shall submit required data to the CO and COR at the times indicated.
The List of Contractor Submittals lists the submittals required by this contract except those submittals which are required conditionally, required by entities other than the Bureau of Reclamation, or which are periodic in nature. Any submittal required to be submitted by the Contractor, but which is not listed in the table, shall be submitted in accordance with the applicable requirements of this contract. In case of a conflict between the requirements of this paragraph and the requirements included elsewhere in this contract, the requirements elsewhere will take precedence over the requirements contained in this section.
5.1.1. Review of Submittals Furnished for Approval
Except as otherwise provided in the PWS for specific submittals, the Government shall require seven (7) calendar days for review of each submittal or resubmittal furnished by the Contractor for acceptance. This review time will apply to each separate submittal or resubmittal whether the submittals are accepted, not accepted, or returned for revision.
Unless otherwise specified, one set of the submittals required for acceptance will be returned to the Contractor either accepted, not accepted, or conditionally accepted, and will be marked to indicate changes, if required. Submittals that are not accepted or that require changes or revisions will be revised and resubmitted for acceptance and will show changes and revisions with revision date. All requirements specified for the initial submittal will apply to any resubmittals required.
Unless otherwise specified, all submittals which are to be resubmitted will be resubmitted by the Contractor within seven (7) calendar days after the Contractor has received the Government's comments.
5.1.2. Addresses
The Contractor shall send the submittals, via electronic means, to the Contracting Officer, Contract Specialist and Contracting Officer Representative. The address, both physical and electronic, will be provided at the post award conference. NOTE: physical copies of the

6.0. Security Requirements
6.1. Key and Access Card Control
The Contractor shall establish and implement methods of ensuring that all keys and access cards issued to the Contractor by the Government are not lost or misplaced and are not used by unauthorized persons. No keys and access cards issued to the Contractor by the Government will be duplicated. The Contractor shall develop procedures covering key and access card control and will include them in the Quality Control Plan (QCP).
The Contractor shall report the occurrence of a lost key or access card to the COR, no later than the start of the next duty day after the Contractor or employee becomes aware of the loss.
