About this file

This is Addendum No. 1 to a Request for Proposals issued by the City and County of San Francisco Department of Public Health for Institutional Master Plan (IMP) Consulting Services (RFP 15-2026, Sourcing Event ID SFGOV-0000011940). The addendum provides reminders and modifications to the original solicitation. The pre-proposal conference has been rescheduled to September 18, 2026 at 3:00 PM PST via Microsoft Teams. The deadline for proposal submission remains 2:00 PM PST on October 13, 2026, with submissions required through the San Francisco City Partner website. Proposals must include all required content as specified in the solicitation, and incomplete submissions may result in disqualification. If the online portal malfunctions, proposers may submit in person by the same deadline, provided they notify the Procurement Officer with proof of the technical issue. Courier delivery or mail submission requires tracking documentation and notification to the Procurement Officer.

The addendum emphasizes submission requirements and procedural compliance but does not contain pricing information, set-aside provisions, incumbent contractor details, or funding amounts. Proposers are instructed to submit proposals as early as possible to avoid technical delays and must press the "Submit" button before the deadline, as uploading alone is insufficient. Email submissions are not accepted. The contact for the Procurement Officer is Lilian Henriquez, located at the Department of Public Health's Office of Contract Management and Compliance, 101 Grove Street, Room 410, San Francisco, CA 94102, with phone number 628-271-7412 and email addresses lilian.henriquez@sfdph.com and sfdph.solicitations@sfdph.org.

September 11, 2026 This addendum is being issued for the following changes:

1. Reminders:

1.1. Deadline to Submit Proposals: 2:00PM PST on October 13, 2026

1.2. Time and Place for Submission of Proposals

A. Prior to the Proposal submission deadline, Proposers must upload their complete Proposals to the San Francisco City Partner website.

B. Each original Proposal received will be screened to ensure that all content required by this Solicitation is included. Partial or complete omission of any required content may disqualify Proposals from further consideration. Failure to adhere to the above requirements may result in the complete rejection of your Proposal.

C. Proposers should upload and submit their Proposals to the SF City Partner site as early as possible to allow time for any technical issues. The website will automatically close at the submission deadline, and late Proposals will not be accepted. Uploading a Proposal is not enough, Proposers must press "Submit" before the deadline.

D. Proposals must be received by the due date and time shown in the RFP. Proposals that are submitted by email will not be accepted.

E. Proposals must be submitted through the San Francisco City Partner website. However, if the website is not functioning, Proposers must notify the Procurement Officer listed in Section

1.4 (Procurement Officer and Delivery Address) and provide proof of the issue. In such cases, Proposals may be delivered in person as a backup. The deadline for in-person delivery is the same as the deadline for submission via the San Francisco City Partner website. The City is not responsible for Proposals lost or not delivered by your courier of choice. Courier / package tracking is recommended if you use in-person delivery. If delivering by mail or courier, please email a tracking # (if available) or notice of mailing to the Procurement Officer listed in this RFP:
