About this file

The document is a Request for Information (RFI) #31701-03681 issued by the State of Tennessee's Department of Finance and Administration, Strategic Technology Solutions, seeking an ADA Closed Captioning & CART Solution. The RFI aims to discover solutions that meet WCAG 2.1 AA accessibility requirements for web content, with a focus on closed captioning tools for both prerecorded and live video content. Vendors are required to submit responses by August 13, 2025, at 2:00 PM Central Time, with preliminary vendor questions due by July 23, 2025, and state responses expected by July 30, 2025. The RFI covers a comprehensive range of requirements including live and pre-recorded video captioning, multi-language support, speaker identification, platform integrations, and technical compliance across functional, support, security, and artificial intelligence domains.

The document emphasizes that this is an information-gathering process and does not guarantee future contract opportunities. All proposed solutions must ensure that state data remains within the United States and is handled exclusively by US-based resources. The RFI requires detailed responses limited to 10 pages, covering aspects such as deployment options, user authentication, support channels, and potential AI model characteristics. While no specific budget range or award value is mentioned, the comprehensive technical requirements suggest a potentially significant procurement for advanced accessibility technology solutions. The state seeks vendors capable of providing robust closed captioning and Communication Access Realtime Translation (CART) capabilities that can effectively support individuals with disabilities in accessing digital content.

FINANCE AND ADMINISTRATION, STRATEGIC TECHNOLOGY SOLUTIONS

REQUEST FOR INFORMATION

FOR

ADA CLOSED CAPTIONING & CART SOLUTION

RFI # 31701-03681

07/16/2025

1. STATEMENT OF PURPOSE:

The State of Tennessee, Department of Finance and Administration, Strategic Technology Solutions (“State”) issues this Request for Information (“RFI”) for the purpose of ADA Closed Captioning & CART Solution. We appreciate your input and participation in this process.

2. BACKGROUND:

In 2024, the DOJ affirmed that the ADA applies to web content and requires state and local governments (Title II entities) to ensure their websites and digital content are accessible to individuals with disabilities. Closed captioning is a core requirement for accessibility in multimedia, specifically for individuals who are deaf or hard of hearing. WCAG 2.1 AA provides internationally recognized guidelines, with Success Criterion 1.2.2 and 1.2.4 explicitly requiring captions for prerecorded and live video content, respectively.

The State of Tennessee seeks to discover the foremost WCAG2.1 AA mitigation solution for its prerecorded video inventory as well as closed captioning tools to aid in ADA compliant video creation going forward. This research will produce a number of prominent products within the marketplace that exhibit the necessary capabilities to effectively satisfy the State’s WCAG 2.1 AA

1.2.2 and 1.2.4 Success Criterion requirements.
