About this file
The document is a Request for Information (RFI) #31701-03681, Amendment #1, issued by the State of Tennessee's Department of Finance & Administration for a Closed Captioning and CART Solution. The RFI seeks to gather information about accessibility solutions for web content, with responses due by August 13, 2025, at 2:00 PM Central Time. The state is interested in both human-generated and Automatic Speech Recognition (ASR) services for live captioning, pre-recorded video captioning, and audio description. The estimated annual requirements include 500 to 2,000 hours of pre-recorded captioning and 1,000 to 2,500 CART hours per year, with the ability to perform CART services remotely and support multiple languages.
The state plans to establish contracts with multiple vendors and is seeking comprehensive solutions that can provide dashboards showing usage analytics, including who used the service, the topic, duration, and timing. The RFI indicates that this is a statewide effort, and while specific volumes are unknown, the state is interested in flexible solutions that can handle emergency coverage scenarios. The state has a Closed Captioning encoder for live content and anticipates cloud-based streaming. No specific budget or pricing information is disclosed, and the state explicitly refuses to share details about current vendors, rates, or existing pain points with current service providers.
