About this file

This is a Request for Bid (RFB) #28325-JM issued by the Wisconsin Department of Administration's State Bureau of Procurement on February 5, 2020, for statewide security guard services. The procurement is mandatory for Wisconsin state agencies and optional for University of Wisconsin campuses and municipalities. Bids were due March 12, 2020, with an anticipated contract start date of July 1, 2020. The state has divided Wisconsin into eight regions along county lines, and bidders may submit proposals for one or more regions but must be able to serve all counties within their selected regions.

The contract covers three classifications of security guard services: Security Guard I (unarmed with minimum 6 months experience), Security Guard II (unarmed advanced with minimum 2 years experience), and Security Guard III (armed with minimum 3 years armed experience). Bidders must submit all-inclusive hourly rates covering wages, benefits, supervision, and administrative costs. The initial contract term is two years with up to three additional one-year renewal options. Pricing remains firm for the initial term, with documented price increases considered only at renewal periods. The state intends to award primary and secondary suppliers for each region based on lowest responsive bids. The procurement includes cooperative purchasing provisions allowing municipalities to participate at the same rates, and encourages participation from certified minority-owned, veteran-owned, disabled veteran-owned, and woman-owned businesses. FY18 contract spending totaled $469,037.09 for 16,294.75 hours of service.
