About this file

This document is Attachment B to RFB 28325-JM, which establishes security guard service classifications for state facilities. The document serves as a framework for bidders to submit appropriate hourly rates for different levels of security guard services, with specific job responsibilities varying by the size, type, and location of the Authorized User. Each Authorized User is required to develop and provide a Statement of Work to contractors that clearly defines specific duties and responsibilities for each location.

The contract covers three distinct security guard classifications with escalating responsibilities and skill requirements. Security Guard I (SG-1) provides unarmed security services including building access control, facility monitoring, visitor management, patrol duties, emergency response, and incident reporting. Security Guard II (SG-2) performs the same unarmed duties as SG-1 but at higher-risk or higher-profile facilities requiring superior communication skills and potential involvement in restraint or detainment of individuals until law enforcement arrives. Security Guard III (SG-3) encompasses all previous duties but includes armed response capabilities, requiring guards to respond to emergency situations using appropriate escalation of force up to and including firearms, tasers, or other weapons to protect staff and the public from threats of violence or harm.
