About this file

This is a Request for Bids (RFB 2524) document containing architectural drawings and scope of work specifications prepared by The Garland Company for Kenosha County, Wisconsin's Communications Building Roof Replacement Project located at 19600 75th Street, Bristol, Wisconsin. The project requires complete removal of the existing roof system down to the concrete deck and installation of a new roofing system, with bidders offered two alternatives: an Adhered EPDM Roof System or a Modified Bitumen Roof System. The scope of work for both systems includes installation of a vapor barrier, two 2-inch layers of PolyISO insulation, tapered insulation to ensure proper slope and cricket creation, new 24-gauge sheet metal flashings and counter-flashings at all perimeters and penetrations, and comprehensive roof preparation. Additionally, the project includes expansion joint repairs on the building's exterior walls, involving removal and replacement of sealant on 18 vertical expansion joints and all wall penetrations. A mandatory pre-bid conference is scheduled for October 21, 2025, at 10:00 AM, with sealed bids due November 4, 2025, at 1:00 PM. Contract award is anticipated November 15, 2025, with substantial completion required by May 30, 2026.

Bidders must demonstrate a minimum of 15 years of experience in roof installation and provide a comprehensive five-year warranty for workmanship and materials. A Vendor Responsibility Form must be submitted by October 30, 2025, and a bid bond equivalent to 5% of the total bid price is required. All electrical, plumbing, and HVAC disconnects and reconnects must be provided by the contractor, and all building entrances must remain operational during the project unless prior written authorization for closure is obtained from the owner. The project specifications require compliance with multiple roofing standards including ASTM, NRCA, SMACNA, and FM Global guidelines. Contractors must provide proof of insurance coverage including commercial general liability, automobile liability, and workers' compensation. All existing roof materials must be disposed of off-site by the roofing contractor, and all roof penetrations must have minimum 8-inch flashing heights with no exposed flashings permitted. The specific project budget and any disadvantaged business enterprise set-asides are not disclosed in the drawings document.
