Technical Proposal Instructions and Evaluation Criteria
Public Relations, Advertising, Marketing, and Multimedia Services
RFP No. 23-82101800-RFP
The Respondent shall prepare and submit its Technical Proposal according to the criteria and instructions provided in this attachment. The Respondent should submit a separate Technical Proposal for each Service Category for which the Respondent is proposing to provide services.
Responses to this Attachment D should be no more than 20 letter size (8.5 x 11 inches) pages in length. A Technical Proposal for a Service Category submitted should be in a PDF document with fully searchable text and images throughout the document. The Technical Proposal should include a cover page with the following information: In addition to the Technical Proposal, the Respondent should attach a cover page with the following information:
• Technical Proposal – Public Relations, Advertising, Marketing, and Multimedia Services
• RFP No. 23-82101800-RFP
• Respondent name
• Service Category name
Technical Proposal Available Points

Total Available Points per Service Category for a Technical Proposal 300
1. Experience – 150 Available Points
The Respondent shall furnish a narrative for each submitted Technical Proposal which demonstrates prior relevant experience applicable to the Service Category that the Respondent is submitting a Proposal. A Respondent may demonstrate experience to include, but not limited to, describing past projects, previous experience working with governmental entities, describing prior experience of projects and services of a similar size and scope to the State of Florida.
Evaluators will consider the following information when scoring the experience section:
How much relevant experience in providing the Service Category proposed did the Respondent demonstrate via the proposal?

Evaluation Criteria Points Respondent does not demonstrate that it has relevant experience in providing the Service Category proposed. 0
Respondent demonstrates that it has minimal relevant experience in providing the Service Category proposed. 50
Respondent demonstrates that it has intermediate relevant experience in providing the Service Category proposed. 100
Respondent demonstrates that it has extensive relevant experience in providing the Service Category proposed. 150
2. Proposed Solution – 75 Available Points
The Respondent shall fully describe their solution for carrying out the proposed Service Category in its submitted Technical Proposal. The Technical Proposal shall demonstrate the Respondent’s ability to provide the services for which the Respondent is submitting a Proposal, including the ability to provide the services statewide. Respondents may demonstrate their proposed solution by providing relevant information for consideration including, but not limited to, describing a general approach to how the proposed Service Category will be provided, describing staffing levels, including number of employees within your organization, current organization chart, certifications, etc.
Evaluators will consider the following information when scoring the proposed solution section:
Does the Respondent’s proposed solution demonstrate their ability to carry out the Service Category for which Respondent is submitting a Proposal?

Respondent’s proposed solution demonstrates a minimal ability to provide the services for which Respondent is submitting a Proposal. 25
Respondent’s proposed solution demonstrates an intermediate ability to provide the services for which Respondent is submitting a Proposal. 50
Respondent’s proposed solution demonstrates an exceptional ability to provide the services for which Respondent is submitting a Proposal. 75
3. Customer and Account Management – 75 Available Points
The Respondent shall fully describe their solution for Customer and Account Management as it relates to carrying out the proposed Service Category in its submitted Technical Proposal. The Respondent may demonstrate their Customer and Account Management by providing relevant information for consideration including, but not limited to, describing how your company manages budgets, tracks costs, and expenses related to a Customer’s project; and how your company tracks and manages tasks, deliverables, and timelines related to a Customer’s project.
Evaluators will consider the following information when scoring the Customer and Account Management section:
Does the Respondent’s Customer and Account Management demonstrate their ability to carry out the Service Category for which Respondent is submitting a Proposal?

Respondent’s ability to provide Customer Coordination does not demonstrate an ability to provide the services for which Respondent is submitting a Proposal.
Respondent’s ability to provide Customer Coordination demonstrates a minimal ability to provide the services for which Respondent is submitting a Proposal.
Respondent’s ability to provide Customer Coordination demonstrates an intermediate ability to provide the services for which Respondent is submitting a Proposal.
Respondent’s ability to provide Customer Coordination demonstrates an exceptional ability to provide the services for which Respondent is submitting a Proposal.
