The RFP solicits proposals from qualified firms to provide uniform rental, floor safety mat rental, and laundry services for two locations: the Escondido Operations and Maintenance Center and the Kearny Mesa Office. The contract is anticipated to be awarded for an initial term through June 30, 2026, with an option to extend the contract for an additional 36 months, not to exceed a total of 51 months. The total contract value is not to exceed $115,000. The RFP requires a non-mandatory jobsite visit on February 19, 2025, with proposals due on February 27, 2025, by 2:00 p.m. The estimated rental quantities include 188 flame-resistant coveralls, various shirts and pants, shop towels, and multiple sizes and types of floor mats for both locations.
The pricing and service details include weekly rental prices covering laundering, pressing, and minor mending of garments, with specific requirements for garment quality, delivery, and inventory management. The contractor must provide a maximum inventory of nine uniform pants and shirts per employee and up to five coveralls for designated employees. The RFP includes provisions for adding or deleting items, with unit prices to be applied for changes. The contractor is required to maintain name and logo badges, perform measurements and hemming at no additional cost, and provide clean, pressed garments weekly. The proposal will be evaluated based on criteria including scope of work (20%), competence (25%), quality of past performance (30%), and cost proposal (25%). The Water Authority has established a Small Contractor Outreach and Opportunities Program (SCOOP) to encourage small business participation, though limited subcontracting opportunities are anticipated for this project.
