About this file
Addendum No. 1 for the San Diego County Water Authority's Request for Proposals (RFP) for Uniform and Mat Rental and Laundry Service outlines key details for a solicitation seeking qualified firms to provide uniform and floor mat rental and laundry services. The RFP covers two Water Authority locations: the Kearny Mesa Headquarters and the Escondido Operations and Maintenance Center. The proposal due date is Thursday, February 27, 2025 at 2:00 p.m., with services typically solicited every four years. The current contract, held by Prudential Overall Supply, was initially a one-year term that was extended for three additional years, totaling four years. The contractor will be required to provide a maximum inventory of nine uniform pants and shirts per employee, with at least four changes per week, and up to five coveralls for designated employees.
The addendum includes a pre-proposal meeting summary and answers to potential bidders' questions, clarifying specific requirements such as 100% cotton pants (no jeans allowed), mat color specifications for different locations (brown mats at Kearny Mesa, blue or brown at Escondido), and delivery procedures. The Water Authority operates on a nine-day, biweekly schedule with offices closed every other Friday, and deliveries must occur during business hours. The solicitation incorporates the Small Contractor Outreach and Opportunities Program (SCOOP) to maximize participation of diverse, qualified small contractors. Proposers are required to submit detailed documentation, including a Proposer Questionnaire, and will be evaluated by a selection panel. Sample rental items must also be submitted alongside proposals, and insurance requirements are strict and non-negotiable.
