About this file
This document is a Request for Negotiations letter issued by the Arizona Department of Administration (ADOA) State Procurement Office, specifically from Rana Schultz, the Statewide IT Procurement Manager. The letter is addressed to Sabino Electric, Inc., located in Tucson, Arizona, regarding solicitation number BPM004328. The communication is sent to Tamara Reilly, the Business Manager, and pertains to a procurement process governed by Arizona Revised Statutes 41-2535 and R2-7-C314.
The letter indicates that Sabino Electric's proposal has been deemed reasonably susceptible for award and the State of Arizona is requesting negotiations to discuss potential improvements in three specific areas: Exceptions, Pricing, and Best and Final Offer (BAFO). The document provides specific time slots for negotiation meetings on October 19th, 25th, and 26th, 2022, during which the state procurement team will review opportunities for proposal enhancement. The notice emphasizes that this is not a definitive intent to award, but rather an invitation to engage in further discussions about the proposal's details.

Re: BPM004328 – REQUEST FOR NEGOTIATIONS
Pursuant to A.R.S 41-2535, R2-7-C314 the State of Arizona (State) is conducting negotiations with all Offerors determined to be in the competitive range or reasonably susceptible for award.
Based on the State’s initial review of your Firms proposal, it is reasonably susceptible and the State is requesting to enter into negotiations. This notice of susceptibility shall not be considered an intent to award by the State since the final award decision has not been made at this time.
The State has reviewed your firm’s proposal and would like to discuss the areas listed below for opportunities for improvement:
• Exceptions
• Pricing
• BAFO
Based on our recent discussions, I have listed the times and dates that your firm’s team would be available to discuss the opportunities for improvement on the items listed above. If the dates or times need to be adjusted the State hereby requests changes be made via e-mail to Rana.Schultz@azdoa.gov
1:45 – 2:24pm PST (Arizona Time) October 19th, 2022 1:00-2:00pm PST (Arizona Time) October 25th, 2022 1:00-2:00pm PST (Arizona Time) October 26th, 2022
If your firm chooses to not participate to this request for Negotiations, your proposal response shall remain unchanged; however you must indicate in email to me that you will not be participating in Negotiations.
If there are any questions regarding this, please contact me at Rana.Schultz@azdoa.gov
Sincerely, Rana Schultz Statewide IT Procurement Manager ADOA-State Procurement Office- State of Arizona
