PERFORMANCE WORK STATEMENT

TASK ORDER T0001

NCNM7200-16-00670

National Marine Sanctuary of American Samoa

1.0 BACKGROUND

The National Oceanic Atmospheric Administration (NOAA) is a United States Federal agency dedicated to understanding and predicting changes in the Earth’s environment and to conserve and manage coastal and marine resources to meet United States economic, social, and environmental needs. In coordination with federal, state, territorial, local, tribal, territorial and international authorities, NOAA manages the use of these environments, regulating fisheries and marine protected areas as well as protecting threatened and endangered marine species.

The Office of National Marine Sanctuaries (ONMS), established in 1972 by the National Marine Sanctuaries Act (NMSA) and administered by NOAA’s National Ocean Service, protects a network of special marine and freshwater areas. The goal of the NMSA is to set aside and manage areas for resource protection, research, enhanced public education, and compatible public and private uses. Management activities for each site are detailed in site-specific management plans which outline regulatory goals, describe boundaries, identify staffing and budget needs, and set priorities and performance measures for resource protection, research, and education programs.

ONMS oversees thirteen National Marine Sanctuaries (NMS) and one National Monument. The Pacific Island Region (PIR) of ONMS manages three NMS sites: the Papahānaumokuākea Marine National Monument (PMNM), Hawaiian Islands Humpback Whale National Marine Sanctuary (HIHWNMS), and the National Marine Sanctuary of American Samoa (NMSAS).

The NMSAS, located on Tutuila in Pago Pago, American Samoa, manages one of the most remote sanctuaries within NOAA. NMSAS is the largest sanctuary in ONMS, and has six sites within American Samoa spread over five islands and two atolls. This Task Order details the management support services required for NMSAS.
