Amendment 01
QUESTION 1:
Ref CAR 1352.215-70 Proposal Preparation, page 26. General Instructions section (a) subsection 2):
The RFP states 12 point font is required. To improve readability of graphics and tables, a minimum of 10 point font text is requested as is commonly specified in other Government RFPs. Will the Government change the font size specification to 12 point font for text and to 10 point font for graphics and tables?
ANSWER:
The RFP is hereby amended to specify that a minimum 10 point font is allowable for graphics and tables.
QUESTION 2:
Ref CAR 1352.215-70 Proposal Preparation, page 27 of 46. Technical Proposal section (b) Factor A, subsection 8):
The Government requires offerors to “Provide an initial draft Quality Control Plan; a final plan will be required after award of contract (see PWS section 14.0).” Because a Quality Control Plan typically consists of many pages, we request that the Government exclude the initial draft Quality Control Plan from page count as is commonly specified in other Government RFPs. Will the Government exclude the initial draft Quality Control Plan from page count? Alternatively, if the initial draft Quality Plan remains within page count, will the Government increase the page count limitation to include an increased number of pages consistent with the number of pages in the required initial draft Quality Control Plan?
ANSWER:
The RFP is hereby amended to specify that the draft Quality Control Plan (QCP) will not be included in the proposal page count. However, the separate page limitation for the draft QCP is no more than 20 pages.
QUESTION 3:
Is there an incumbent currently performing the Performance Work Statement support services?
If so, please provide the incumbent contractor name and total contract value.
ANSWER:
The services are currently being performed under a cooperative agreement with the National Marine Sanctuary Foundation (NMSF). NMSF subcontracts the work to the Research Corporation of the University of Hawaii (RCUH). The current value of this work under the cooperative agreement is approximately $16 million.
