Amendment 02

QUESTION 1:

Reference: RFP pg. 28 - The offeror shall provide past performance questionnaires (section D, Attachment 6) to at least (3) references on recent and relevant projects that will provide responses directly to the Contracting Officer:

a) Can subcontractors/teammates help fill this requirement?

b) Can the government please clarify “relevant” projects? In order to be relevant, does past performance have to cover all of the specific task, some of the task, etc.?

ANSWER:

a) Yes

b) Relevant is defined to be similar in scope. The past performance factor will be evaluated in terms of the degree of relevance for cited projects. Projects that cover all or most of the tasks in this requirement will be rated more favorably than projects that cover some or only a small portion of the tasks in this requirement.

QUESTION 2:

Reference: RFP pg. 26 - The IDIQ proposal shall provide a description of the organizational background, experience and qualifications of the offeror, and provide a description of recent (within the last 5 years), relevant (similar in scope) experience (both Government and non-Government) to include information on contracts, subcontracts, and grant work/projects/contracts. The offeror shall explain how each cited contract is relevant to the work identified in this solicitation and how the offeror participated in the contract. The offeror shall give points of contact for each cited contract.

a) Is there a desired format?

b) Is this also required for the Task Order Proposal?

c) In the descriptions of what the government is requiring in each Factor, if it doesn’t specifically mention that it is required for the task order, are we to assume that is not required in the task order PWS response. For example: In the management approach, the only requirement for the task order proposal is “demonstrate subcontracted efforts…”. All other requirements on mention “The IDIQ proposal shall…) Can the government please clarify for all factors?

ANSWER:

a) No; however, please be cognizant of page limitations.

b) No, the instructions specifically state that this is a requirement for the IDIQ proposal only.

c) Yes. As this is a single award IDIQ, it is not necessary to repeat certain aspects of the IDIQ proposal in the task order proposal. If the instructions do not explicitly state that an element is required for the task order proposal, this element does not have to be addressed in the task order proposal. Please note for FACTOR B, both #5 and #6 are required for the task order proposal.

QUESTION 3:

Is there any travel involved?

ANSWER:

Yes, travel is anticipated. Please refer to Attachment 1, pg. 64, section 6.0 and Attachment 3, pg. 9, section 7.0

QUESTION 4:

Does the offeror have to provide a successful proposal equally for both the IDIQ and the Task order OR are they evaluated separately?

This is a single award IDIQ; thus, the successful offeror will be awarded both the IDIQ and the first task order concurrently.

QUESTION 5:

Will the government be awarding the Task Order along with the IDIQ?

ANSWER:

Yes

QUESTION 6:

Is there any GFE (government furnished equipment)?

ANSWER:

No. The Government will provide office space and associated use of computers, phones, printers etc. for all personnel except the Project Manager(s).

QUESTION 7:

Is the government providing facilities for key personnel such as Project Manager?

ANSWER:

No. The Government will not provide facilities for the Project Manager(s). Please note that offerors proposing for the Project Manager(s) to be located farther away than Hawaii Standard Time will need to demonstrate a plan to overcome this challenge (reference: RFP pg. 27 FACTOR C #3).

QUESTION 8:

Can the government elaborate on what is necessary to demonstrate an “understanding of an adherence to the Hawaiian and Samoan native business practices”?

ANSWER:

No. Offerors familiar with Hawaiian and Samoan native business practices should include their specific experience and their understanding of how it relates to this requirement.

QUESTION 9:

Is the Title Page included in the page limit for the IDIQ and/or Task Order proposal?

ANSWER:

Yes.

QUESTION 10:

There is no mention of a table of contents. Does the government want us to include a table of contents, and if so, is this counted in the page limit for either volume?

ANSWER:

A table of contents is not required; if included, however, it will count towards the page limit.

QUESTION 11:

Reference: RFP Pg. 27 CAR 1352.215-70 (b) FACTOR C – KEY PERSONNEL - Item 3) states resumes for all key personnel but RFP appears to state one key person for the IDIQ. Given the criticality and separated geographic location of the Task Order, are there additional key personnel requirements to designate one key person for the Task Order?

The RFP states that only the Project Manager(s) is/are key personnel. Offerors should propose however many Project Managers necessary to ensure overall contract requirements are met. Resumes are required for the Project Manager(s) proposed and should be included in the IDIQ proposal. Both Attachments 2 and 4 pricing worksheets also include a line item for the Project Manager position(s). Again, offerors should propose the level of effort (amount of labor hours) necessary to ensure contract requirements are met at both the IDIQ and task order level. Whether this is the same person or whether more than one Project Manager is required to effectively operate is at the offeror’s discretion.

QUESTION 12:

Reference: RFP Pg. 26 CAR 1352.215-70 and answer #1 in Amendment 1 - RFP requires double-spacing and 12 point text. To improve readability of graphics and tables, can 10 point text in graphics and tables specified in Amendment 1 be single-spaced?

ANSWER:

Yes

QUESTION 13:

Reference: RFP pg. 26 CAR 1352.215-70 - RFP requires double-spacing and 12 point text. Since resumes are typically created single spaced for readability and visual appeal, can 12 point text for resumes (outside of page count) be single-spaced?

ANSWER:

There is no required format for the resumes nor are they included in the page count.

QUESTION 14:

Reference: RFP Pg. 26 CAR 1352.215-70 PROPOSAL PREPARATION and answer #1 in Amendment 1

- RFP requires double-spacing and 12 point text. Since a contract deliverable Quality Control Plan is typically single spaced, can the draft Quality Control Plan specified in Amendment 1 (outside of page count) be single-spaced to conform with the anticipated spacing on the contract deliverable Final Quality Control Plan?

ANSWER:

Yes.

QUESTION 15:

Reference: RFP Pg. 28 CAR 1352.215-70 Proposal Preparation. Business/Price Proposal section (c) - Program Manager is to be proposed to fulfill the requirements of PWS 4.1.1. Can we assume that the Government will issue a task order for the Program Manager of the successful offeror at the proposed level as a direct labor charge so that the Program Manager costs do not need to be distributed across all other labor categories as an overhead cost?

ANSWER:

The Government will not issue a separate task order for the Project Manager requirements. Offerors are to propose the level of effort necessary to address Project Management responsibilities at the IDIQ level in terms of the number of Project Managers needed for the overall project and the projected/estimated amount of labor hours necessary. Offerors also need to propose the level of effort necessary at the task order level to fulfill management of those specific task requirements. Use the Attachments 2 and 4 to propose the level of effort and fixed labor rates.

QUESTION 16:

Reference: Task Order PWS - Are resumes required for any of the proposed Task Order personnel?

ANSWER:

No. However, the task order proposal should specify how management of important events or tasks such as deliverables will be covered (see RFP pg. 27 FACTOR B #5). This includes referencing which Project Manager will be assigned and the level of effort necessary. Resumes for the Project Manager(s) should be included in the IDIQ proposal.

QUESTION 17:

Reference: RFP Pg. 18 CAR 1352.228-70 Insurance Coverage - NOAA contracts for vessel operations require Marine General Liability, Marine Employer Liability and ULS&H policies. What are the specific marine insurance policy requirements including coverage limits that a successful offeror must possess in order to conduct diving operations in order to perform all PWS requirements? Is proof of these special insurances required with the proposal as evidence that the offeror has the ability to perform all aspects of the PWS?

ANSWER:

Answer will be forthcoming soon in Amendment 03.

QUESTION 18:

Considering diving is required in support of the PWS, is proof of diving insurance required and at what coverage limits?

Answer will be forthcoming soon in Amendment 03.
