A. Reclamation is responsible for overall operations of the Kirwin Reservoir. Kirwin Irrigation District #1 is responsible for certain operation and maintenance functions when the storage level is above elevation 1662.30 feet and below elevation 1729.25 feet.
B. The Corps of Engineers (COE) is responsible for the flood control operations when the reservoir is in the exclusive flood pool, elevation 1729.25 feet to 1757.30 feet.
C. Between elevations 1757.30 feet to 1779.00 feet, flood control regulation is transferred back to Reclamation.
1.05 KIRWIN RESERVOIR OPERATIONS
A. The Government will not attempt to operate the reservoir (Kirwin Reservoir) to accommodate the Contractor’s construction activities.
1. The Government will attempt, in a limited capacity, to operate Kirwin reservoir to accommodate the Contractor’s construction activities. Construction of the spillway slide gates will depend on hydrologic conditions and annual irrigation
Dam and Reservoir Operations 01 14 20 - 2 draw down to a maximum water elevation of 1718.0. The Government will not draw down the water elevation to 1718.0 to specifically accommodate construction. However, if the water elevation is drawn down to elevation 1718.0 through the course of normal operating conditions and the Government proceeds with the contract award, the Government will operate and maintain water elevations, to the best of its ability, at or below elevation 1718.0 for a maximum of 75 days.
2. During normal water years, the Maximum Water Surface Elevation is 1729.25.
Kirwin Reservoir has a history of not recharging to this level following dry or high irrigation demand years.
3. Actual reservoir conditions may change due to flood events.
4. Plans are intended to show the probable limits of operations and, therefore, actual conditions and operations could vary widely from the plans.
B. The Contractor’s construction operations shall be coordinated to maintain Government access to all critical facilities and to prevent interference with Government operations for controlling the releases.
1.06 SPILLWAY OPERATIONS – RESERVOIR RELEASES
A. Substantial increases in inflows are often generated by upstream flash flood conditions and are extremely unpredictable. Inflows can increase quickly resulting in spillway releases being required within a 24-hour period; however, this is generally during the April-July runoff season.
B. It should be noted for scheduling purposes that spillway releases are not anticipated;
however:
1. If releases are required, the COR will provide written notification to the Contractor. The Contractor must remove personnel and equipment from the reservoir and spillway within 24-hours of such notification.
