A. Repair of the existing sluice gate frames which includes:
1. Complete removal of the existing steel sluice gate frame structural steel components and replacing with new galvanized structural steel components; and,
2. Temporary removal of the existing cast iron gate frame wedges, cleaning surface scale/rust from the wedges, and permanently reinstalling the wedges.
B. Application of new 3-coat coating system of the following:
1. 15 gate lift structure access plates (both sides) and associated imbedded frames located in the gallery of the concrete spillway crest structure;
2. 15 sluice bulkhead gate access plates (both sides) and associated imbedded frames located in the gallery of the concrete spillway crest structure;
3. The first 1-foot of the 10-inch diameter gate air vent piping openings interiors located in the spillway sluice openings; and,
4. Handling and disposal of all waste material.
C. Application of new 2-coat coating system for spot repairs of existing coating system and handle and dispose of all waste materials for the following description of elements:
1. Access houses stairway metalwork.
1.03 SPECIFICATIONS REQUIREMENTS
A. Requirements in Division 1, General Requirements, apply to Divisions 2 through 53.

1.01 COST
A. Include cost in prices offered in the Schedule for other items of work.
1.02 REFERENCES
A. Bureau of Reclamation (USBR)
1. RSHS Reclamation Safety and Health Standards, including revisions posted at:
http://www.usbr.gov/ssle/safety/RSHS/rshs.html
1.03 SUBMITTALS
A. Submit the following in accordance with Section 01 33 00 – Submittals
B. RSN 01 14 20-1, Spillway Gate Operation Schedule:
1. Spillway Gate (sluice gate) operation shall be performed by a Government Representative. The Contractor will supply the COR with a proposed schedule of when sluice gate operation will be necessary to accomplish the requirements of these Specifications. Adjustments to the schedule can be made with a 24-hour advance notice to the on-site Government Representative.
1.04 OPERATIONAL RESPONSIBILITY
A. Reclamation is responsible for overall operations of the Kirwin Reservoir. Kirwin Irrigation District #1 is responsible for certain operation and maintenance functions when the storage level is above elevation 1662.30 feet and below elevation 1729.25 feet.
B. The Corps of Engineers (COE) is responsible for the flood control operations when the reservoir is in the exclusive flood pool, elevation 1729.25 feet to 1757.30 feet.
C. Between elevations 1757.30 feet to 1779.00 feet, flood control regulation is transferred back to Reclamation.
1.05 KIRWIN RESERVOIR OPERATIONS
A. The Government will not attempt to operate the reservoir (Kirwin Reservoir) to accommodate the Contractor’s construction activities.
B. The Contractor’s construction operations shall be coordinated to maintain Government access to all critical facilities and to prevent interference with Government operations for controlling the releases.
Dam and Reservoir Operations
(Revised) 01 14 20 - 2
C. In the event that the water level in the reservoir, is above the upstream spillway apron, (> elevation 1720.0 feet), the Contractor can utilize the Government’s bulkhead gate to repair each sluice gate. The bulkhead gate would be installed and the sluice gate opened and the gate tunnel drained downstream. Consequently, the Contractor can only work on one sluice gate at a time. The bulkhead gate would remain in place until all work in the gate tunnel is completed or the reservoir water elevation drops below elevation 1720.0 feet, as approved by the COR.
1.06 SPILLWAY OPERATIONS – RESERVOIR RELEASES
A. Substantial increases in inflows are often generated by upstream flash flood conditions and are extremely unpredictable. Inflows can increase quickly resulting in spillway releases being required within a 24-hour period; however, this is generally during the April-July runoff season.
B. It should be noted for scheduling purposes that spillway releases are not anticipated;
however:
1. If releases are required, the COR will provide written notification to the Contractor. The Contractor must remove personnel and equipment from the reservoir and spillway within 24-hours of such notification.
