1. It appears we will have to maintain the area above the intake free of ice during the execution of the project. Do you have any historical data to give us an idea of the average date when ice comes in on the lake and when it goes out?

Historically the ice forms from 12/15 to 1/15, and melts from 3/15 to 4/15. These dates are estimates and vary based on weather.

2. Are there any calculations on how long it will take to drain the tunnel with only the two 2” air hoses to vent the tunnel?

No.

3. Are there any drawings available for the existing trashracks, or even weights of the racks?

Reference Drawing 519-D-21. This drawing will be added to the specification.

4. Specification 35 23 10, Paragraph 3.03B References drawings 519-D-209. This drawing was not in the set issued. Could we get a copy?

This drawing will be provided in the specification.

5. No Quantity is indicated for the amount of weld filler needed for the repair in Specification 35 23 10, Paragraph 3.03B. Would it be possible to quantify this, maybe even make it a bid item?

The dimension of the weld can be found in detail 3 of drawing 519-D-209. With this dimension the amount of weld material can be estimated.

6. Are there weights available for the gate bonnet covers and gate leaves? Are they light enough to be transported in the freight elevator or will we have to use alternate lifting devices?

These weights are not available. The elevator has a weight capacity of 1000 lbs.

7. On Schedule B bid items 5 & 6 do we insert just the pricing in the unit price side or do we extend them to the amount side? If we are to extend, what quantity do we use for bid item 6?

Enter unit prices only as these are optional line items at this time. They will remain optional line items until after contract award and the trashracks are able to be assessed. Once they are assessed the government will determine the need to exercise the option at the already proposed prices.

8. In our experience with composite materials in other applications stainless steel is usually the material used to interface with composite materials. Is there a compatibility issue of aluminum bronze rubbing against the Orkot material ?

The aluminum bronze and Orkot material are compatible in this application.

9. We asked the question

1. On Schedule B bid items 5 & 6 do we insert just the pricing in the unit price side or do we extend them to the amount side? If we are to extend, what quantity do we use for bid item 6?

The Government answer was Enter unit prices only as these are optional line items at this time. They will remain optional line items until after contract award and the trashracks are able to be assessed. Once they are assessed the government will determine the need to exercise the option at the already proposed prices.

CLIN 5 is not an optional bid item. Do we extend it with our estimated number of days? Please clarify.

In addition CLIN 7 is also an Optional bid item but its Pricing will be included in the Schedule Total as currently formatted. Is this what is desired?

CLIN 5: Provide a price under $/day, and a number of days under Days Proposed. Extend the product to Amount and include the Amount in the Total for Schedule.

CLIN 6: Provide a price under $/in3. Quantity is unknown at this time; therefore, do not calculate an Amount.

CLIN 7: Provide a lump sum price. Since it is optional, do not include the Amount in the Total for Schedule.

The Price Schedule table has been amended.

10. Technical Proposal instructions for Factor (4) Offeror Experience, (1) Corporate Experience, part (ix) says, “Provide a description of each company relating to its size and facilities, and a matrix indicating the job versus the work described in the SOW.”

Can you provide additional clarification on what information you would like to see?

Is “each company” the general contractor and all subcontractors that performed work on the reference project that is similar to the SOW for Lemon Dam?

If so, what kind of “size and facilities” information would you like to see? Size= how many people the company employs, annual revenues, number of offices, areas of operation? Facilities= square footage, capabilities, major equipment owned?

How relevant is this information if these subcontractors will not be used again on the Lemon project?

Provide corporate experience that is relevant to the work proposed in response to this solicitation.

11. Would it be possible to get the ROV footage of the dam inspection?

The footage is not available due to security reasons. Still photos will be provided.

12. Are there lifting points on the concrete bulk head Yes. Their condition and/or capacity are unknown.

13. How far out is the intake from the shore/dam.

The approximate distance of the intake from the dam can be found on Drawing 519-D-4.

14. What is the historical reservoir water levels between October 1st and March 1st?

Historical reservoir water level information is publicly available on Reclamation’s Upper Colorado Region Water Operations website, located at http://www.usbr.gov/rsvrWater/faces/rvrOSMP.xhtml

15. In regards to drawing 519-D-60000 Section A-A, is the existing concrete bulkhead in position in the trash rack as shown in the drawing?

Yes.

16. Will work on the new Bulkhead installation be considered a penetration dive requiring a second diver outside the structure?

The Contractor shall determine the type of dive and safety requirements, and submit as part of the safety plan and comprehensive diving plan for acceptance. Please reference the Specifications for diving requirements and required submittals. The proposal should adequately address what methods and safety requirements will be proposed.

17. Diving wage rate??

No wage determination will be issued for this procurement. In accordance with Title 29 C.F.R. Part 4, Section 4.6(d), the contractor is required to pay no less than the Federal Minimum Wage.

18. The piping on Drawing 519-D-211 does not have any way to remove air from the hydraulic lines during the refilling process. Do operations have a method they use?

The contractor will be allowed to install permanent air bleed valves in the new hydraulic lines. The contractor will need to develop a method to remove the air from the hydraulic system.

19. Specification 35 23 10 mentions oil flushing and filtering in sections 1.01.D.1.3.b (General) and 2.12.A.5 (Material) But no mention is made in section 3. Are we performing flushing and filtering of the system? If so what size level is required for filtering and what standard are we flushing to?

Contractor is required to perform cleaning and flushing of the rebuilt hydraulic cylinders and new piping to 10 micron. The entire hydraulic system will require filling with new oil, venting, and the gates tested with the existing hydraulic system.

20. Please clarify how much oil is needed for this project.

- Section 1.01.B.1.a.2.ii calls out 20 new gallons to replace portions lost during construction

- Section 1.01.B.3.c calls out 10 gallons per cylinder

- Combining these quantities, we get 60 Gallons

- Section 2.12. A. 5 States “Furnish sufficient new filtered hydraulic oil to completely fill the cylinder, and to replace oil in the control system, piping and oil reservoir. Include sufficient additional oil required for installing, flushing, filling, venting, and testing

- This indicates the whole system.

- Do we reuse all oil except for 60 gallons or do we completely replace the oil? If the answer is the latter, we need the Reservoir capacity to determine how much oil is needed.

Drawings 519-D-93 and 519-D-94 are provided to allow for estimating the amount of oil needed for this project.

21. Section 1.01.B.3.a calls out replacing the soft copper gaskets for the cylinders. There is no specification for the for the copper gaskets in section 2 Reference 3.06.D.2.b and 3.07.A of section 35 23 10, and part #30 drawing 519-D-44.

22. Is it possible for the Bureau of Reclamation to provide a copy of the previous ROV inspection on the intake structure?

Please see response to Question #11.

23. Can the Bureau of Reclamation please provide clarification to the following on the Offeror Experience information being requested from contractors?

1. Is the Bureau requesting project specific experience under the corporate experience section?

2. Item (ix) under corporate experience states "Provide a description of each company relating to its size and facilities, and a matrix indicating the job versus the work described in the SOW." Is it to be assumed that "company" is referencing the client of which the contractor provided the project services to and that the "size and facility" is that of the facility the work was performed at/on?

24. Please confirm length of the liner requiring coating called on tabulation No. 02; Item C Drawing # 519-D-13 Coatings Spec 09 96 20-15 Reference Drawing 519-D-42.
