R-332403 Online Training Materials Questions and Answers
This document is a Questions and Answers (Q&A) file associated with a state and local contract award (R-332403) concerning online training materials. The document serves as a clarification mechanism for prospective vendors and stakeholders regarding contract specifications and requirements. While the specific states, agencies, consortiums, jurisdictions, and companies are not detailed within this Q&A document itself, it functions as supplementary guidance to the primary contract award documentation.
The Q&A document addresses inquiries related to the procurement of online training materials, providing official responses to questions submitted by interested parties during the bidding or proposal phase. This clarification document typically covers scope of work details, delivery requirements, performance specifications, compliance standards, and other material terms governing the contract. By consolidating questions and answers, the document ensures all parties receive consistent information and uniform understanding of contract expectations, thereby reducing ambiguity and promoting fair competition among potential vendors or contractors seeking to provide online training materials and related services.

SP DHS HR FY27 Online Training Materials (SP) Small Purchase (DHS) Department of Human Services (HR) Human Resources R-332403
Online Training Materials -- Questions and Answers
1. Question: Is IDHS seeking a specific existing commercial training library or publisher for these materials, or may vendors propose any training package that meets the listed course topics and functional requirements?
Answer: The DHS Office of Learning and Talent Development (OLTD) is not necessarily limited to a single commercial training library or publisher. A vendor may propose an existing training library, a combination of commercially available materials, or a vendor-developed training package, provided the proposed solution addresses the topics, learning objectives, functional requirements, and other specifications we identified.
1. Question: If a specific product or publisher is preferred, could you please identify it? If equivalent materials are acceptable, any additional guidance regarding minimum course length, content depth, licensing, or deliverable format would also be helpful.
Answer: The vendor's proposal should clearly identify:
· Course titles and subject matter
· Learning objectives
· Estimated instructional time
· Content depth and instructional methodology
· Delivery format
· Accessibility compliance
· Editable/source-file availability
· Licensing and reuse rights
· IDHS branding/customization capabilities
1. Question: Could you please clarify the expected duration for each of the 39 full courses and six mini courses?
Answer: For proposal purposes, it is recommended describing the courses as full-length courses and mini courses, with the actual duration determined by instructional requirements rather than arbitrarily assigning the same duration to every course. The recommended time should be visible in the description.
1. Question: Are vendors expected to provide all 45 courses listed in the Course Listing attachment?
Answer: No. If the Course Listing attachment identifies 39 (more or less) full courses and six mini (more or less) courses as the required course inventory, a responsive proposal should address all 45. A vendor can explain how the courses will be delivered, developed, customized, and sequenced, but should not assume that it may omit courses unless IDHS expressly provides that flexibility.
1. Question: Are vendors expected to provide pre-existing training packages at the time of award, or may the materials be developed and customized to meet IDHS requirements after award?
Answer: YES. A vendor should be able to propose a combination of existing and newly developed/customized materials.
1. Question: Because the materials must be editable and ready for IDHS branding, could you also clarify whether IDHS is requesting ownership of the completed materials or a license that permits IDHS to edit, brand, reproduce, and use the materials?
Answer: The DHS Office of Learning and Talent Development (OLTD) requires materials to be editable and ready for IDHS branding; the proposal should provide IDHS with sufficient rights to:
· Edit and customize the materials
· Add IDHS branding
· Reproduce the materials
· Distribute them internally
· Deliver them through IDHS's training systems
· Update the materials for internal use
· Retain and reuse the materials However, this does not automatically mean that the vendor must transfer ownership of its underlying intellectual property.
