About this file

The document is a Questions and Answers (Q&A) addendum for the Department of Management Services (DMS) Telecommunications Infrastructure Project Services 3 Request for Proposals (RFP) No. DMS-24/25-264, focused on E-Rate Category Two services. The RFP covers all 67 counties across 10 regions in Florida, with respondents able to bid on Division Two – E-Rate Category Two services. The project involves structured cabling systems design and installation, with specific requirements including a State of Florida electrical or low voltage license and a BICSI Registered Communications Distribution Designer (RCDD) certification. Design and installation specifics will be determined on an individual case basis through a Mini-Bid process, where customers will request specific work within their facilities based on unique technological needs.

The pricing structure requires consistent labor rates within each region, with potential variations between regions. Billing will be split, with DMS invoiced for non-discounted and ineligible items, while the service provider will submit FCC Form 474 directly to USAC for reimbursement of discounted eligible services. Technical requirements include provisions for uninterruptible power supply (UPS), battery backup, and server racks, with specifications to be determined on a case-by-case basis. Respondents are required to provide staff resumes and certifications, and the RCDD certification can be held by company staff, technicians, or subcontractors. The RFP emphasizes flexibility in implementation, with detailed specifications to be refined during the project's execution.
