About this file

The document is a Questions and Answers (Q&A) addendum for the Florida Department of Management Services (DMS) Telecommunications Infrastructure Project Services 3 Request for Proposals (RFP) No. DMS-24/25-264, focused on E-Rate Category Two services. The RFP allows respondents to bid on Division Two – E-Rate Category Two services across all 67 counties in 10 regions, with the contractor responsible for providing design and installation of structured cabling systems. The project will utilize a Mini-Bid process for specific work within facilities based on unique technological needs, and site visits will be determined on an individual case basis.

Key pricing and technical requirements include uniform labor rates per region, mandatory documentation of a BICSI Registered Communications Distribution Designer (RCDD) certification, and submission of staff resumes and certifications. Invoicing will be handled through a specific process where DMS will be invoiced for non-discounted and ineligible items, while the service provider will submit FCC Form 474 directly to USAC for reimbursement of discounted eligible services. Technical specifications for equipment like battery backup, uninterruptible power supply (UPS), and server racks will be determined on an individual case basis during the Mini-Bid process, providing flexibility for specific customer technological requirements.
