About this file
This is a Questions and Answers document for an open market bid solicitation issued by the State of Illinois Emergency Management Agency and Office of Homeland Security (IEMA-OHS) for First Aid Supply and Maintenance services under Bid 27-588IEMA-MGMTA-B-53216. The solicitation requests first aid kit supplies, automated external defibrillator (AED) units, AED pads/electrodes, and ongoing maintenance and inspection services. Services will be provided across four IEMA-OHS facilities located in Springfield, Illinois, with a total of nine first aid kits requiring quarterly supply replenishment and monthly AED inspections. The contract operates on a three-year term, with the vendor required to perform monthly AED inspections directly rather than provide equipment only. Bid line items have been adjusted to reflect 48 AED inspections and 32 first aid kit services per year, though actual quantities may vary based on coordination between the IEMA-OHS contract manager and the awarded vendor upon contract execution.
Key clarifications provided in the Q&A document address equipment specifications, service delivery requirements, and solicitation amendments. Either the Zoll AED Plus or Zoll AED 3 model is acceptable, and AED units may be ordered on an as-needed basis throughout the contract term rather than only in Year 1. Small, Medium, and Large Truck Kits have been removed from the solicitation and replaced with empty and full first aid kit options. The vendor will coordinate with the Agency contact to schedule services, with the option for the Agency to adjust service frequency as needed. Award will be made to the vendor submitting the lowest bid. This is a reissued solicitation (cloned Bid 53216) to award to the correct entity.
