About this file

This is an Annual Termite Inspection Report completed by Palmetto Exterminators for the South Carolina Department of Natural Resources (DNR) QOQ Building located at 217 Fort Johnson Road, Charleston, SC, in connection with an upcoming pest control services contract opportunity. The inspection, conducted on October 8, 2025, by inspector Tim McNeil, covers the 2025-2026 coverage year under Agreement Code NJE10R07C (Location #156720). The inspection found no visible evidence of active or previous termite activity or damage at the facility. The exterior perimeter inspection revealed adequate clearance between ground and siding, wood in contact with the ground requiring monitoring, no firewood stored against the structure, and conditions conducive to moisture intrusion in flat roof and open roof deck areas. The crawlspace inspection indicated the area is free of debris, contains batt insulation that is hanging or fallen in areas, and includes dirt-filled areas such as porches and open porch sections. The interior of the structure was not accessible for inspection. Weather conditions during the inspection were sunny with a temperature of 77 degrees Fahrenheit, and another party was present during the assessment.

The DNR's related pest control services solicitation, with a sealed-bid deadline of August 5, 2026, at 10:00 a.m. EST, requests bids for comprehensive pest control and termite treatment services covering 12 buildings at the Marine Resources Division facility. Bidders must hold South Carolina Commercial Pest Control Applicator certification and a valid pesticide license and obtain a South Carolina vendor number prior to submission. The contract term is one year beginning August 7, 2026, with four automatic annual renewals through August 6, 2031. Scope includes initial termite inspection and treatment, quarterly termite monitoring, bi-monthly interior and exterior pest control treatments, and approximately 50 hours of on-demand labor services. Contractors must provide termite bonds with minimum repair caps of $50,000 per structure for both subterranean and Formosan termites and maintain Commercial General Liability of $1,000,000 per occurrence, Auto Liability of $1,000,000 per accident, and statutory Worker's Compensation coverage with an A.M. Best rating of A:VII or better. Pricing must be submitted as fixed, all-inclusive line-item prices for each building with separate line items for termite services, monitoring, pest control visits, and on-demand labor. Interior treatments must be completed before 8:30 a.m., and all services must occur during SCDNR Facilities staff business hours, Monday through Friday, 7:00 a.m. to 3:30 p.m., excluding South Carolina state holidays. A mandatory pre-bid conference is scheduled for July 14, 2026, at 11:00 a.m., with questions due July 15, 2026, at 12:00 noon, and award expected August 8, 2026.
