About this file
This is a sealed-bid Invitation for Bid (IFB) document from the South Carolina Department of Natural Resources for pest control and termite treatment and monitoring services at the Marine Resources Division facility located at 217 Fort Johnson Road, Charleston. The scope of work encompasses pest control services for 12 buildings and includes initial termite inspection and treatment, quarterly termite monitoring, bi-monthly interior and exterior pest control treatments, and on-demand labor services estimated at 50 hours over the contract period. Interior treatments occur six times annually and must be completed before 8:30 a.m., while exterior perimeter treatments occur six times annually on an every-other-month schedule. All services must be performed during SCDNR Facilities staff normal business hours, Monday through Friday, 7:00 a.m. to 3:30 p.m., excluding South Carolina state holidays. A mandatory pre-bid conference is scheduled for July 14, 2026, at 11:00 a.m., with the sealed-bid deadline set for August 5, 2026, at 10:00 a.m. EST. Award is expected August 8, 2026. The contract term is one year beginning August 7, 2026, with four automatic annual renewals for a maximum five-year period ending August 6, 2031.
Bidders must submit fixed, all-inclusive line-item pricing for each building, with separate line items for termite initial inspection and treatment, quarterly termite monitoring, interior and exterior pest control visits, and on-demand labor; materials for on-demand services are not evaluated during bid and may be procured independently by SCDNR. Award will be made to the lowest responsible and responsive bidder. Core eligibility requirements include holding South Carolina Commercial Pest Control Applicator certification, a valid pesticide license, and a South Carolina vendor number obtained prior to bid submission. The contractor must provide termite bonds with minimum repair caps of $50,000 per structure covering both subterranean and Formosan termites, maintain Commercial General Liability of $1,000,000 per occurrence, Auto Liability of $1,000,000 per accident, and Worker's Compensation with statutory limits and an A.M.
