About this file

This is a Questions and Answers document for a Medical Oxygen Tank Rental & Supply contract opportunity issued by the New York State Veterans Home at St. Albans. The procurement seeks a qualified and licensed vendor to supply, deliver, manage, and maintain medical-grade oxygen cylinders (E-cylinders and K-cylinders) for veteran residents. The contract is structured as a competitive procurement limited to New York State-certified Minority-Owned Business Enterprises (MWBE) and Service-Disabled Veteran-Owned Businesses (SDVOB). The New York State Veterans Home intends to award a single vendor for a five-year contract period. All oxygen tanks used at the facility are rental units rather than owned inventory.

The Q&A document clarifies key operational requirements for prospective vendors, including that bidders must disclose pricing for hydrostatic testing and valve maintenance services associated with cylinder recertification—specifically whether such costs will be absorbed by the vendor or passed through to the facility. Submission of bids must be completed through the State website using the provided Bid Sheet. This procurement is subject to New York State Finance Law 139 (Lobbying Law), requiring that all vendor communication occur exclusively with the designated contact, Cleo Villegas, with non-compliance potentially resulting in contract denial or vendor debarment from state agency sales. Successful contractors must complete vendor responsibility documentation, provide proof of NYS Tax Law compliance, and maintain current New York Workman's Compensation and Disability insurance forms.

Questions and Answers Posted July 11, 2026

Question #
Question
Answer
1.
Why is there a hydrostatic line for testing?
A line item is included on the Bid Sheet for hydrostatic testing/valve maintenance because vendors must disclose exactly how much they will charge when a rental cylinder in the facility’s possession comes due for its recertification, whether testing costs are absorbed or passed along onto the Facility.
2.
Do you own cylinders or all rentals?
All tanks used by the St. Albans Veteran Home are rentals.
3.
How can I submit the bid other than through State website?
Please see the Bid Sheet attached in the documents section of the Contract Reporter Advertisement.
