About this file
This is a Scope of Work document for the New York State Veterans Home at St. Albans regarding medical oxygen tank rental and supply services. The New York State agency intends to procure delivery, handling, rental, and supply services for medical-grade oxygen cylinders, specifically E-cylinders and K-cylinders, to support resident care. The contract will be awarded to a single vendor for a five-year term. E-cylinders are medium-sized portable tanks with a capacity of approximately 680 liters at 2,000 psi, measuring 25 to 30 inches in height and 4 to 5 inches in diameter, with a filled weight of 8 to 10 pounds, suitable for home or ambulatory use. K-cylinders are larger units with a capacity of approximately 7,842 liters at standard pressure, measuring 9.1 inches in diameter and 50.4 inches in height, with a filled weight of approximately 109 pounds. The vendor must ensure an uninterrupted supply of medical oxygen in strict compliance with all federal, state, and local regulations.
This procurement is limited to New York State-certified Minority-Owned Business Enterprises (MWBEs) and Service-Disabled Veteran-Owned Businesses (SDVOBs) only. Successful vendors must complete and submit documentation relating to vendor responsibility, NYS Finance Law 139 (lobbying law), NYS Tax Law Section 5-a, and valid current NYS Workers' Compensation and Disability Forms. The only permissible contact for inquiries is Cleo Villegas, and failure to comply with contact restrictions can result in contract denial or debarment from sales to any NYS agency. This procurement is subject to NYS Finance Law 139 j. and k. and NYS Economic Development Law Article 4-C advertising requirements.

E-Cylinder
The height of an E-size oxygen tank generally ranges from 25 to 30 inches (63.5 to 76.2 cm), including the valve assembly at the top, while the diameter is approximately 4 to 5 inches (10 to 12.7 cm). The weight of a filled E cylinder is usually 8 to 10 pounds (3.6 to 4.5 kg), making it portable enough for home use or short-term mobility
E-size oxygen cylinders are medium-sized, portable tanks with a capacity of roughly 680 liters of oxygen at a standard pressure of 2,000 psi (pounds per square inch). Ideal for home or ambulatory use. They provide a substantial oxygen supply while remaining manageable in weight and size, making them a practical choice for patients requiring supplemental oxygen for several hours at a time
