About this file
This is a Quality Assurance Invitation for Bid (IFB) document issued by the New York State Office of Children and Family Services for the procurement of approximately 72,000 twin-pack epinephrine auto-injectors in three dosage variants: 0.1 mg (24,000 units) for children weighing 16.5-33 pounds, 0.15 mg (24,000 units) for children weighing 33-66 pounds, and 0.3 mg (24,000 units) for children weighing over 66 pounds. All auto-injectors must feature retractable needles and comply with FDA regulations. Bids are due July 29, 2026 at 4:00 p.m. and must be submitted to 52 Washington Street, Room 202 South, Rensselaer, NY 12144. The contract term is two years with a maximum value of $15 million. Auto-injectors will be distributed to eligible childcare facilities throughout New York State via direct shipment.
Bidders must submit unit pricing for each dosage lot on the financial response bid sheet, with any bid exceeding $15 million subject to rejection. All-inclusive pricing must cover supply and delivery costs. Minority-owned and women-owned business enterprise (MWBE) contracting goals of 15 percent apply to both categories. Bidders must be licensed to conduct business in New York State or commit to obtaining licensure if awarded, demonstrate manufacturing capability or authorized reseller status, and certify ability to interface with OCFS electronic systems and the Child Care Facility System (CCFS) via compatible technology and API solutions. A tele-outreach support program involving telephone and email correspondence with participating childcare providers is required. H.F Acquisition Co, LLC was previously awarded an identical or substantially similar contract within the past five years. Required submissions include the OCFS-0910 Request for Bid Form, financial response bid sheet, Bidder's Certification Form, and Procurement Lobbying Act Certification; responses of "no" to any asterisked certification requirement result in automatic disqualification. Inquiries should be directed to RFQ@ocfs.ny.gov or 518-473-5644.

IFB 2026 Epinephrine Auto-Injectors Q & A Please review the amended IFB document, as updates were made as necessary to coincide with the responses below.

Question
Answer
1
IFB Template Page 5 Section 1.2: this section states that the State wants to make a one-time purchase. Will all the Auto-Injectors need to be delivered at one time? Is the contract term of 2 years related to the services being provided (tele-outreach program)?
Please see updates to section 1.2 Term of Contract.
OCFS will make one purchase authorization award to secure the total funding required to support one awarded vendor.
All auto-injectors will not need to be delivered at one time. Once the award is made, OCFS will request delivery to the childcare programs as needed.
The commodity is being requested over a two-year period. All required ancillary services related to purchase and delivery of the requested commodity will be required for the two-year period.
Please see updates to section 2.2 Product/Service Specification.
The tele-outreach support component has been removed from the IFB.
2
Will this purchase be Federally funded in whole or in part?
The non-patient specific auto-injector initiative is supported through federal funds.
3
If there are any insurance provisions that Vendor cannot agree to, can we include redlines and exceptions with our submission?
Any insurance provisions or documents deemed applicable by OCFS in the IFB are a requirement and cannot be deleted, removed or redlined by the awardee.
4
In Paragraph 4.9.2 (MWBE Business Participation Opportunities – OCFS-Established Goals) refers to “discretionary non-personnel services.” Could OCFS please clarify how it defines that term and whether the goods and services contemplated by this solicitation fall within that category?
Discretionary non-personnel services refer to spending on optional services, items, supplies, materials, etc in an expenditure-based budget. This is standard language used in our procurements. Typically, commodities purchases do not require an expenditure-based budget. OCFS evaluates MWBE spending participation on a case-by-case basis for each contract.
5
What type of technology is currently being used for this purpose?
The vendor must obtain and utilize a compatible technology solution that will allow them to interface with the application programming interface (API) offered by OCFS Division of Child Care Services (DCCS) electronic system of record, and the Child Care Facility System (CCFS). The API provides CCFS with the ability to request new devices and be updated when devices have been shipped in a fully automated process.
The type of technology currently being used for this purpose is .NET Core 10 JSON REST APIs.
6
Can you provide more details on how this service should be structured? Would having a dedicated Account Manager be enough or is there a framework we should use?
At vendor’s cost, the vendor must be able to provide ongoing support to childcare providers by implementing a tele-outreach program promoting the initiative which includes telephone and email correspondence to childcare programs. The scripting for the tele-outreach must be pre-approved by OCFS.
Please see updates to section 2.2 Product/Service Specification.
The tele-outreach support component has been removed from the IFB.
7
If there are any terms or conditions Vendor cannot agree to, are we allowed to submit exceptions with our submission?
Any terms or conditions that are required by OCFS in the IFB to bid on this opportunity cannot be removed, exempted or deemed an exception by the bidder.
8
What is the current price being paid for these items?
We cannot provide this information. A FOIL request must be submitted to obtain this info.
9
Section 2.2 (Paragraphs 5/6): It appears that we will utilize an API for automation and that is how orders will be placed. In addition, it mentions an outreach program. Will the outreach only be outbound or is there an inbound line that is expected to be staffed for ordering or questions or will that all be through the OCFS system via API? Is there any other web portals, etc. that are expected to be built as part of the program?
Please see updates to section 2.2 Product/Service Specification.
The tele-outreach support requirement has been removed from the IFB. The vendor should have the means for child care programs to contact the vendor as needed. The API that will be established will transmit orders to the awarded vendor. No other web portal is necessary to support the program. The Child Care Facility System (CCFS) is the only system that auto-injector data will be transmitted to and from.
10
Section 2.3 (Paragraph 1): I do not believe OCFS has identified specific requirements in the RFP other than the product be delivered within 30 days of the order being placed. We are trying to confirm there is no specific shipping speed requirement (2 day vs. ground, etc.) understanding if not required the shipping speed would depend on the packout being used to meet product requirements.
Regarding Section 2.3 Delivery, OCFS deems that shipping shall be at FOB Destination to any point in New York State. Additionally, items order must be delivered within 30 days of the order notification by OCFS, unless otherwise agreed to in writing by OCFS. Awarded responder must coordinate delivery accordingly to meet the deadline.
11
Section 2.3 (Paragraph 1): Please confirm if the there is a signature required upon package delivery as we do not believe that is stated in the OCFS document.
A signature is not required for deliveries.
12
Section 4.3: Will one payment be made by the New Your State office of General Services or will individual daycares be expected to pay (via credit card, etc.)?
The purchase authorization contract would be developed between the winning bidder and OCFS.
Payments are not made by Office of General Services or the individual daycares.
There will not be a one-time payment. Orders will be placed as needed and payments made by OCFS.
Payment will be made by OCFS after orders are placed, deliveries are made, orders are received and verified by individual daycares, and a proper invoice has been submitted.
13
Section 2.2 (Paragraph 1) requires that each twin pack includes a voice-guided instructional training device. Would OCFS consider the requirement satisfied if 1 trainer is included with each shipment but packaged separately from the twin pack?
Yes, OCFS would consider this requirement satisfied if one voice-guided instructional training device was included with each shipment and packaged separately from the twin-pack.
14
2.2 Product/Service Specifications. (Paragraph 8)
For the tele-outreach program described in Section 2.2, is the contractor expected to provide support in English only or must telephone, email and outreach materials also be available in Spanish or other languages?
Please see updates to section 2.2 Product/Service Specification.
The tele-outreach support requirement has been removed from the IFB.
15
2.2 Product/Service Specifications. (Paragraph 8)
For the required tele-outreach program, can OCFS provide the anticipated number of childcare providers requiring outreach, the expected duration of the outreach effort and any anticipated ongoing outreach requirements throughout the contract term?
Please see updates to section 2.2 Product/Service Specification.
The tele-outreach support requirement has been removed from the IFB.
16
2.2 Product/Service Specifications. (Paragraph 10), last paragraph.
Section 2.2 estimates 72,000 twin packs. Approximately 24,000 of each dose. What assumptions were used to develop these estimates? Ex. number of facilities, expected enrollment growth, historical utilization, and projected replacement rates?
The non-patient specific auto-injector initiative is currently a voluntary program, with a steady increase in enrollment. Data pertaining to enrollment rate, historical utilization, replacement frequency, and the number of eligible facilities were used to estimate the number of twin packs.
17
Can OCFS provide the current number of eligible childcare facilities for this program?
All currently licensed or registered child care programs within the state of New York are eligible to participate in this initiative. There are currently approximately 16,000 eligible child care programs.
18
The bid pricing form only provides a single line for the total bid amount. Is there a mechanism for submitting supporting documentation that provides a detailed breakdown of pricing and demonstrates how the total bid amount was calculated? Please confirm where this documentation should be included with the bid submission.
Please refer to updated section 3.2 Packaging of IFB Response, to verify what documents must be completed and provided with the bid.
Bid prices must be entered on the Attachment #1 – Financial Response Bid Sheet. There is no mechanism for submitting supporting documentation to detail pricing. Responders must enter their bid prices for each of the (3) three dosage amounts (Lots) in the ‘Unit Bid Rate’ cell of the Attachment #1 – Financial Response Bid Sheet document. The Attachment #1 – Financial Response Bid Sheet document will calculate your total bid cost.
19
As it relates to section 2.2 of the IFB: What technology solution is used that Cardinal Health would need to be compatible with?
The technology solution would need to be compatible with .NET Core 10 JSON REST APIs.
20

22
As it relates to Attachment #1: Are you asking that the unit bid price for all 3 items be held firm for 365 days from time of bid award?
Please see updates to section 4.1 Method of Award. Bid prices bid in Attachment # 1 – Financial Responses Bid Sheet document will remain firm and valid during the evaluation period for 365 days from date of bid opening.
The awarded bidder’s prices for all 3 auto-injectors dosage sizes will remain firm for the entire two-year term of the Purchase Authorization contract.
23
As it relates to section 2.2 of the IFB: Are there providers responsible for overseeing the procurement of prescription medications for these childcare centers? A valid provider’s medical license is required to order prescription medication from Cardinal Health.
OCFS will work with the awarded vendor to provide all necessary documentation for the procurement and delivery of the non-patient specific medication, including obtaining non-patient specific prescriptions for the auto-injectors.
24
Section 2.2 – Product/Service Specifications (API and System Integration)
The IFB states the vendor must interface with the API offered by OCFS DCCS and the Child Care Facility System (CCFS). Will OCFS provide the API technical documentation (endpoint specifications, methods, and protocol — e.g., REST/SOAP) to bidders, and if so, when? If documentation is available now, we request a copy in order to scope our response.
The data will be provided to the awarded vendor after they are selected and onboarded.
25
Please provide, or confirm when OCFS will provide, the data dictionary and payload schema for each transaction (device request, shipment confirmation, expiration tracking, and handler/ship-to data).
The data will be provided to the awarded vendor after they are selected and onboarded.
26
What authentication and security model does the API use (e.g., OAuth 2.0, API keys, mutual TLS)? Are there specific data-transmission, encryption, or HIPAA/PHI handling requirements the vendor must meet?
The data will be provided to the awarded vendor after the vendor is selected and onboarded.
27
Is a test or sandbox environment available for integration development and validation prior to go-live? If so, when would it be made available to the awarded vendor?
Once a Purchase Authorization contract is finalized with the awarded vendor, the vendor would work with the OCFS IT team for technology support and API testing as needed.
28
What is OCFS's expected integration timeline and onboarding process relative to the anticipated December 1, 2026 contract start date? Will any integration milestones be required before the first order can be fulfilled?
Project timelines will be decided with the awarded vendor during Purchase Authorization contract development.
29
The IFB references interfacing with DCCS's training vendor to validate Professional Development Program (PDP) completion. Is that interface mediated entirely through the OCFS/CCFS API, or is a separate, direct integration with the training vendor required? If separate, please provide the corresponding technical details.
The awarded vendor would not need to create a separate direct integration with the training vendor.
30
Are there defined service levels, uptime, or response-time requirements associated with the API integration that the vendor will be held to?
API specifications will be discussed with the awarded vendor during Purchase Authorization contract development.
31
Does OCFS provide technical/integration support during onboarding, and is there a designated technical point of contact for API-related questions during the implementation phase?
OCFS will identify a primary point of contact for technical/integration support to the awarded vendor.
32
Section 2.2 – Volume and Ordering
The IFB estimates approximately 72,000 twin-packs (~24,000 per dose) over the two-year term. Can OCFS provide historical order volumes from the prior contract term to assist bidders in forecasting?
We cannot provide this information. A FOIL request must be submitted to obtain this info.
33
We would like to request clarification on Section 2.7 of the IFB, which states that no subcontracting is allowed. Specifically, we would like to confirm whether this restriction extends to using a third-party logistics (3PL) provider for functions such as warehousing, order fulfillment, or distribution of the product to childcare sites. We want to ensure our proposed approach is fully compliant with the solicitation terms before finalizing our submission.
Could you please clarify whether engaging a 3PL provider for logistics support would be considered subcontracting under Section 2.7, or whether this provision applies only to the core scope of supply (i.e., sourcing and providing the epinephrine auto-injectors themselves)?
Yes, utilizing a third-party logistics provider would be considered subcontracting. Per Section 2.7 of the IFB, applicants may not subcontract components of the scope of work.
For the purposes of this procurement, utilizing a traditional commodity delivery method (e.g. USPS, UPS, FedEx, etc) is not considered subcontracting.
