About this file

This document is a Questions and Answers (Q&A) file for a City of Peoria infrastructure project involving concrete repairs at three parking decks: Niagara, Jefferson, and Twin Towers. The document contains technical clarifications from potential bidders and official responses from the project team, addressing specific details about expansion joint specifications, concrete slab repair requirements, and repair quantities. Key questions addressed include expansion joint types and manufacturers, acceptable concrete mix options for repairs, and specifics about partial and full-depth concrete slab repair quantities and methods.

The Q&A document reveals technical nuances critical for bidders, such as approved equal manufacturers for expansion joints (including Lymtal, Inc. for both winged and compression type joints), acceptable concrete mix alternatives (CA16 and CA11 in place of CA14), and guidance on drain and grate replacements. The responses indicate flexibility in material specifications while maintaining strict compliance with existing site conditions, with the city's representatives providing precise technical guidance to ensure bidders can accurately price and plan their proposed work. The document suggests a thorough, detail-oriented approach to the parking deck repair project, emphasizing technical precision and potential contractor adaptability.

Project 10-25 - Niagara, Jefferson & Twin Towers Parking Decks

Q2 Question: RFI 3/20/2025

1. Are expansion joint sizes on the Jefferson and Twin Towers parking decks known? I see the size for the 6.8' vertical compression joint, but the rest are unclear.

2. It appears quantities for pages S200-S203 in the Twin Towers plans were left out of the quantity summary as well as the bid sheet totals.

3. For both the Twin Towers and Jefferson parking decks, the Partial Depth Slab Repair totals were reduced by the Full Depth Slab Repair totals for an adjusted bid quantity. Can you confirm we are to bid the adjusted bid quantities? The overhead full depth slab repair locations don't seem to overlap with the partial depth repair locations, so I wonder why the bid quantities were adjusted.

Answer: 1.Are expansion joint sizes on the Jefferson and Twin Towers parking decks known? I see the size for the 6.8' vertical compression joint, but the rest are unclear.

For the Twin Towers Deck, the expansions joints are shown in the plan view on Sheet S302 with an arrow indicating their extents (A1-A3). Their lengths are given in the Winged-Type Expansion Joint

Replacement table on Sheet S302.

For the Jefferson Deck, Expansion joints are shown in the plan view on Sheets S302 – S306 with an arrow indicating their extents (A1-A13). Their lengths are also given in the Winged-Type Expansion

Joint Replacement Tables on each sheet.

2.It appears quantities for pages S200-S203 in the Twin Towers plans were left out of the quantity summary as well as the bid sheet totals.

The quantities for Twin Towers Sheets S200 – S203 were not included because these repairs do not apply to this bid package. These sheets depict repairs to column elements that are not owned by the

City. Please disregard these sheets.

3.For both the Twin Towers and Jefferson parking decks, the Partial Depth Slab Repair totals were reduced by the Full Depth Slab Repair totals for an adjusted bid quantity. Can you confirm we are to bid the adjusted bid quantities? The overhead full depth slab repair locations don't seem to overlap with the partial depth repair locations, so I wonder why the bid quantities were adjusted.

Yes, bid the adjusted quantities for Partial Depth and Full Depth Slab Repairs. Since the depth of the repair is uncertain, full-depth repairs are assumed where slab damage is visible on the bottom of the slab. Refer to Note 2 on Sheet 000. Actual quantities may be different in the field depending on the extent of the damage. Refer to Detail 2/S400 for notes on partial depth slab repair definitions

Q3 Question: Expansion Joints

The two specified types of expansion joints are:

1.) Winged Type Joint: Wabocrete by BASF, Watson Bowman or approved equal. BASF has sold

Watson Bowman - Master Builders to Sika-Emseal a couple of years ago and no longer exists as a parking garage, stadium, or interior expansion joint supplier. Watson Bowman serves only as a Bridge &

Highway vendor as a division of Emseal.

ADD: WINGED JOINTS by Lymtal, Inc. as was done on the previous bid for the same project, REASON: You should indicate additional manufacturers listed in your specifications other than solely one company.

2.) Compression Type Joint: DSM by Emseal or approved equal.

This is a self - expanding foam product rather than a "compression" type joint. Compression Type Joint indicates that the expansion joint seal is "compressed" into the joint opening whereas what you specify

"self-expands" into the opening. The correct description is "self-expanding silicone foam".

ADD: PRECOM HSL by Lymtal, Inc.

REASON: You should indicate additional manufacturers listed in your specifications rather than solely one company.

Answer: Approve Winged Joints by Lymtal as an approved equal Winged Type Expansion Joint.

Approve Precom HSL by Lymtal, as an approved equal Compression Type Expansion Joint.

Q4 Question: Concrete Slab RFI

Could either CA11 or CA16 be used in place of the CA14 that is being called for in the Partial and Full

Depth Concrete Slab Repair specification?

Answer: CA16 may be used in place of CA14 for partial depth and full depth concrete slab repairs.

CA11 may be used in place of CA14 only for full depth patching.

Q5 Question: Additional RFI

Can a model number or specification section be added for the drain and grate replacement/grate replacement items?

Is there a certain length of PVC drain piping required for the drain replacements?

Answer: No specific model number will be provided. Drain and grate replacements should match the existing conditions and comply with Niagara plan Detail 5/S400. The required PVC drain piping length will vary based on field conditions and should be determined accordingly.
