Performance Work Statement

Armored Vehicle Automotive Testing

(Date 5/1/2023)

1. Purpose

The Department of State, Bureau of Diplomatic Security, Countermeasures Directorate, Office of Physical Security Programs, Defensive Equipment and Armored Vehicle Division

(DS/C/PSP/DEAV) is striving for a higher level of quality and improved performance of armored vehicle (AV) platforms, by testing First Article – Approval Government Tested

(FAT) vehicles to a higher standard, as described in the 6th revision (SAQMMA16Axxxx

P0000x Spec REV 6_clean_20230705) of the Department of State Armored Vehicle

Specification. The purpose of this effort is to:

• Design and implement a detailed test plan to capture the automotive performance and reliability of armored vehicle first article systems and subsystems.

• Perform automotive performance and endurance testing on armored vehicle first articles and required subsystems as outlined by the most recent version of the

Department of State Armored Vehicle Specification.

• Provide a detailed test report and recommendations to the Department of State based on the results of automotive testing.

2. Introduction

The Bureau of Diplomatic Security (DS) provides security for U.S. personnel overseas and foreign dignitaries visiting the U.S. AVs are a key component in providing effective security and the Defensive Equipment and Armored Vehicle Division (DEAV) of the Office of

Physical Security Programs (PSP), Countermeasures Directorate, Bureau of Diplomatic

Security (DS), purchases armored sedans, SUVs and vans for both the Department of State

(the Department), other federal agencies and departments.

Currently, DEAV has a deployed fleet of over 4,000 AVs with several hundred AVs in production. In an effort to improve the quality of deployed AVs, DEAV has revised the

Department of State Armored Vehicle Specification Revision 6. This Revision 6 has updated requirements for performance and inspection, and greatly increased the endurance mileage performed.

3. Objective

The objective of this requirement is to more rigorously test FAT vehicles to ensure a higher quality of production AVs that will be deployed to posts. AV service life ranges from five to ten years depending on the environment, usage and build quality. The increased rigor of the performance and endurance testing is an attempt to extend this service life through improved build quality.

4. Organizational Background

As the law enforcement and security arm of the U.S. Department of State, DS is responsible for providing a safe and secure environment for the conduct of U.S. foreign policy. DS is the

RFP 19AQMM23R0162

most widely represented U.S. law enforcement and security organization in the world and protects people, property, and information at 275 State Department posts around the globe.

Every U.S. diplomatic mission in the world operates under a security program designed and maintained by Diplomatic Security. To achieve its mission, DS is a leader in detecting and mitigating terrorist threats to U.S. lives and facilities, mounting international investigations, and developing innovations in security training, cyber security, and physical security engineering.

The DS Countermeasures Directorate (DS/C) manages the development and implementation of all physical and technical countermeasures security standards and policies that apply to

U.S. Department of State facilities domestically and overseas; securely transports classified diplomatic materials across international borders; and provides defensive equipment to protect the lives of U.S. government personnel, classified information, and property.

The Office of Physical Security Programs (PSP) directs the development of Overseas

Security Policy Board (OSPB) security standards and Department policies and procedures associated with the physical security, construction security, transit security, secure procurement, defensive equipment, and armored vehicle programs at U.S. missions. PSP provides oversight on the implementation of these programs abroad to ensure compliance with the OSPB security standards.

DEAV manages the Department's domestic and overseas special protective equipment (SPE) and AV program. DEAV represents the Department to international and U.S. Government interagency committees involved in developing uniform security standards for defensive equipment and armored vehicles.

5. Scope

The scope of this requirement encompasses: (1) recommendations for standard procedures, developed through the application of specific subject matter expertise to Government armored vehicle testing; (2) project management and oversight; (3) tools; and (4) specialized armored vehicle characterization, performance, and endurance testing and related facilities.

6. Tasks

6.1. Task #1 Develop Detailed Test Plan

The Contractor shall be responsible for creating a Detailed Test Plan (DTP) (CDRL

A004) to ensure the vehicle meets all requirements in the most recent revision of the

Department of State Armored Vehicle Specification. The Detailed Test Plan shall be designed to fully capture the performance characteristics of each vehicle through conduct of standard automotive performance tests. The DTP shall identify clear pass/fail criteria for each test. While the Contractor shall be responsible for developing the DTP, it must be approved by the contracting officer’s representative (COR) and it shall include at least the following sections:

• Initial Inspection for conformance to Department of State Armored Vehicle

Specification.

• Vehicle Physical Characteristics

• Braking

The Contactor shall perform all required maintenance on test articles as needed including but not limited to fluid changes or refills, maintaining appropriate tire pressure, regularly inspecting major components for unusual wear or damage, and replacing broken or malfunctioning parts as needed.

The contract shall generate Test Incident Reports (TIRs) documenting noteworthy findings or equipment failures throughout test conduct. TIRs shall be verbally reviewed during the weekly status meetings. The contractor shall assume that 30 to 40 TIRs will be documented for each first article tested.

The Contractor shall generate and provide a test report (CDRL A005) summarizing all findings and results of the automotive and endurance testing. The report must include both narrative descriptions and tabular data detailing all testing performed and the outcome of each test.

6.3. Task #3: Conduct Additional First Article Tests

7. The Government may request testing of additional first articles depending on the armored vehicle procurement demands of the department. Each additional test shall be in accordance with the detailed test plan developed in Task #1. Each additional first article test will include test conduct, Monthly Status Reports (CDRL A003), Meeting
