The bulletin is part of the Illinois Tollway's procurement process and follows the Qualifications Based Selection (QBS) process mandated by Illinois statute, involving professional engineering, design, and construction management services.

The PSB covers 16 distinct projects ranging from Phase II engineering services for roadway and bridge reconstruction to construction management services for Intelligent Transportation System (ITS) improvements across several Illinois Tollway routes, including I-90, I-88, I-294, I-355, and I-490. The projects are located in counties including DuPage, Cook, Lake, Winnebago, Boone, DeKalb, and Kane. Each project has specific diversity participation goals, with Disadvantaged Business Enterprise (DBE) goals ranging from 21% to 33% and Veteran-Owned Small Business (VOSB) goals consistently set at 3%. The total estimated compensation for these projects varies, with individual project upper limits ranging from $3,000,000 to $5,000,000, and the projects are scheduled to start in 2025 with completion timelines between 32 and 60 months after authorization to proceed.
