About this file

This is a Project Statement from the State of Michigan Department of Technology, Management and Budget (DTMB), Design and Construction Division, in partnership with the Department of Natural Resources Parks & Recreation Division, for professional design and construction administration services. The project involves decommissioning the Hall Lake Dam at Yankee Springs Recreation Area and includes providing design services for Phases 400, 500, and construction administration services for Phases 600 and 700. The scope encompasses removal of the dam control structure and piping, installation of a new culvert to manage flood events, and design for reestablishment of the natural stream bed. Proposals are due December 28, 2023, at 2:00 p.m. Eastern Time and must be submitted via SIGMA VSS with a combined technical and cost proposal not exceeding 6 MB. An online pre-proposal walk-through meeting is scheduled for December 15, 2023, from 1:00 p.m. to 2:00 p.m. via Microsoft Teams, with attendance notification required by December 13, 2023. Questions must be submitted to the Project Director by December 19, 2023, at 2:00 p.m. Eastern Time. The desired schedule calls for design completion to support construction bidding in Summer 2024.

The proposal should include the total cost for all phases as the bid amount. The document references applicable NIGP codes (92517, 92523, 92528, 92533, 92558) and indicates the project must comply with federal regulations administered by the EPA, OSHA, and DOT, as well as state regulations from DHHS, EGLE, DNR, and MIOSHA. Two attachments are referenced: prior plans for replacement of the outlet structure and a 2021 Dam Safety Inspection Report from EGLE. The file number is 751/20046.BDW, with the DTMB project director identified as Bruce Watkins. No pricing information, set-asides, incumbent contractor information, or specific funding sources are detailed in this document.
