About this file
These are design drawings and technical specifications for the Hall Lake Dam Rehabilitation project owned by the Michigan Department of Natural Resources (MDNR) and Michigan Department of Technology, Management, and Budget (MDTMB), located near Middleville, Michigan in Barry County. The project scope includes installing a temporary excavation support system using steel sheet piling, constructing a new spillway drop inlet with precast stormwater manhole components and a 24-inch HDPE pipe barrel, building a reinforced concrete baffled spillway chute with training walls and stilling basin, abandoning the existing 24-inch CMP culvert using flowable fill (CLSM), constructing a graded seepage filter blanket along the downstream toe of the embankment, installing permanent sheet pile cutoff through the abandoned barrel, and completing downstream channel restoration with riprap and embankment fill. The project also includes roadway reconstruction, reinstallation of guardrails, seeding, mulching, and erosion control measures. The design drawings were issued for permit on May 19, 2023, by GEI Consultants of Michigan, P.C.
The specifications establish comprehensive requirements for materials including 4,500 psi cast-in-place concrete with air entrainment, PVC waterstops, hot-dipped galvanized structural steel, ASTM A328 grade 50 sheet piling, HDPE pipe conforming to ASTM D3350-21, flowable fill with maximum 250 psi compressive strength, precast manhole structures, and graded filter materials meeting MDOT specifications. Quality control and assurance protocols require contractor-performed testing with a designated QA Manager overseeing construction, mandatory pre-construction meetings, submittal reviews within seven business days, and compaction testing at one set per 50 cubic yards of fill minimum. A professional engineer licensed in Michigan must stamp the cofferdam installation plan. The contractor assumes full responsibility for site safety, water control maintaining permitted baseflows up to 12 cfs, protection of a fiber optic cable within five feet of the excavation, erosion and sediment control compliance, and disposal of all waste materials at approved off-site locations. The contractor must provide detailed work plans addressing staffing, project schedules, spill prevention, site safety, quality control, traffic control, site staging, water control, demolition, cofferdam installation, excavation, spillway construction, barrel abandonment, and filter construction prior to the pre-construction meeting.
