About this file

This appendix outlines additional scope information for a dam removal and stream restoration project involving coordination with the Barry County Road Commission and multiple state and federal agencies including EGLE (Michigan Department of Environment, Great Lakes, and Energy), USACE (U.S. Army Corps of Engineers), DNR (Department of Natural Resources), SHPO (State Historic Preservation Office), and THPO (Tribal Historic Preservation Office). The project deliverables include removal of an existing dam control structure and replacement with an uncontrolled outlet pipe to restore natural stream flow, a detailed project plan, required topographic and bathymetric surveys, permit applications and associated investigations, and design/planning documents for dam outlet structure removal and stream restoration with a new outlet culvert. The contract will be executed in phases, with Phase 400 (Preliminary Design) to be issued first for review of plans and opinion of probable cost to allow the owner to decide whether to proceed with dam decommissioning. The proposal must include phases 500, 600, and 700 as part of the evaluation and selection process. Additional services include contract administration, project oversight, construction inspection, and warranty follow-up.

The scope acknowledges that costs and effort required for DNR coordination with site permissions and investigations are unknown and directs bidders to include a reimbursable expense line item for this effort that can be adjusted as necessary. Road closure and reconstruction permitting will require coordination with the Barry County Road Commission. The phased approach allows the owner to make a go/no-go decision after Phase 400 completion before committing to subsequent design phases.
