About this file

This is a pricing exhibit for Professional Accounting & Financial Management Services for state-owned healthcare facilities in West Virginia, covering two separate requests for qualifications (RFQs): one from the Bureau for Behavioral Health and Health Facilities (BBHHF) for seven state-owned facilities, and one from the Department of Health Facilities (DHF) for three state-owned facilities. The scope of services is comprehensive and includes preparation of Centers for Medicare & Medicaid Services (CMS) Cost Reports (CMS2552), Provider Cost Report Reimbursement Questionnaires (CMS339), Health Care Authority reports, disproportionate share hospital calculations, quarterly financial records review and analysis with variance reporting exceeding 10%, chargemaster accuracy and annual updates, cost per patient day comparisons with revenue maximization recommendations, and ongoing consulting services. The vendor must respond within five working days to requests for statement of work proposals detailing staff classifications and projected hours. Additional services include financial statement analysis, regulatory compliance support, prior authorization assistance, Medicaid rate setting, reimbursement regulation monitoring, in-service training, Medicare deductible and coinsurance recovery recommendations, revenue cycle reviews, third-party payer reimbursement optimization, Case Mix/MDS coding compliance reviews, medical necessity audits, and technical assistance with Rural Health Clinic and 340B Drug Program operations. The contract is structured for a four-year term with year-by-year pricing.

Pricing is provided on an hourly rate basis with estimated quantities for lump sum line items covering Years 1 through 4, with staffing classifications including Partner/Member, Manager, Supervisor, Staff, and Clerical positions at varying hourly rates multiplied by estimated annual hours (ranging from 100 to 250 hours per classification per year for consulting services). The RFQ does not specify set-asides, incumbent vendor information, or particular funding sources, though reimbursement services focus on Medicare and Medicaid revenue optimization. Vendors must submit company name, sales representative information, address, phone, email, and remit-to address alongside signed pricing documentation. The document notes that all estimated quantities are for reference only and actual quantities may vary from projections.
