LPSS Q&As

Number Page # Section # Section Title Question

What is the anticipated start date of work?

February 22, 2019, is the start date for the contract and for the 30 days transition plan.

Is this work currently being performed by an incumbent vendor? In both locations?

If so, will the government please provide the name of the company?

Yes, American Systems Corporation performing in both locations.

The government mentions that The

Laboratory is composed of five sections:

Biometric Analysis Section (BAS), Scientific

Analysis Section (SAS), Forensic Response

Section (FRS), Forensic Science Support

Section (FSSS), Terrorist Explosive Device

Analytical Center (TEDAC) yet the scope of the work in these two task orders is exclusively limited to TEDAC Latent print services. Is it the intent for the remaining areas to come out under different IDIQs or task orders at a later date?

Information regarding the LD Section structure was provided for background.

Most, if not all, task orders will be for the

TEDAC section.

The government states that this procurement is intended as a single award

IDIQ. Most IDIQs are intended to open competition to a broad spectrum of bidders and then a subset of bidding vendors can compete on future task orders at a later date. Does the government intend to release any additional Task Orders other than the scope listed in the two initial task orders?

The two initial task orders (TO #1 and 2) are the only ones guaranteed under this

IDIQ. There may be additional task orders awarded in the future, and they will be awarded as single source.

5 1 B.3.2 Minimum % Maximum Amounts, IDIQ

Please consider increasing the IDIQ ceiling from $20M to allow for the following possibilities: 1) The SCOPE (C.1.1) allows for the contract to staff up to 24/7/365.

This could rapidly consume the ceiling, particularly considering possible surge later in the program, would leave the

Government without an option for continuing the work at the necessary pace. 2) The contract is open to multiple organizations within the FBI, increasing

IDIQ ceiling allows for support to the other organizations without immediate concern of the primary needs of the contract being infringed upon in order to allocate ceiling to other organizations within the FBI.

There is no anticipated need for

24/7/365 contract support. However, should the scope of the work significantly increase during the course of the contract period of performance, the

Government will evaluate options/solutions at that point.

6 1 B.3.2 Minimum % Maximum Amounts, IDIQ

The ceiling for this IDIQ is listed as $20M;

the way this RFP is written, the government has set an artificial cap on pricing of the two task orders for approximately 18 FTE. Is the government open to increasing the total cap to allow for future growth?

The 18 FTE should be used for pricing and will be the initial number. Should needs change, the Government might then choose to increase the number of positions.

7 4 C.1.1 SOW The Government states that the

Contractor should be prepared to staff

Next Generation Identification (NGI)

Technicians. While there is a description for the NGI Technician in Attachment 5, it is not listed in the Attachment 1 Pricing

Table. Should offerors add this category to the Tab 1 IDIQ list with a rate but 0 hours?

At this time, there is not a need for the

NGI Technician, but it is a labor category that should be priced for the overall

IDIQ. Attachment 1 Pricing Table has been corrected to reflect the NGI

Technician under Tab 1 IDIQ with 0 hours in both Quantico and Huntsville and shall be priced in the proposal.

8 4 C.1.1 SOW The Government states that the

Contractor should be prepared to staff

Next Generation Identification (NGI)

Technicians. Will the Government confirm that this category will only be required for Huntsville, AL?

At this time, there is not a need for the

NGI Technician, but it is a labor category that should be priced for the overall IDIQ in both locations.

9 17 H3 Right of First Refusal

Right of First Refusal (ROFR), states that it does not apply to supervisory positions and Key Personnel. Based on the task order requirements, it appears there are 8

FTE that are not key personnel (4 casework file assistants, 3 biologist/LPT, and 1 photographer). Of these 8 FTE, how many are currently filled by the current

Contractor? Are there any other personnel on the current contract to whom the ROFR applies?

The Government currently has staff in similar roles to the casework file assistant and biologist/LPT; however, the position title is different. There is not currently a photographer filled by the incumbent.

No, there is no other personnel on the current contract to whom this applies.

10 18 H.5 Key Personnel This section identifies the Key Personnel as Program Manager, Latent Print Examiner, and Senior Latent Print Technician. Please confirm the “Latent Print Examiner (Non-Testifying)” is not considered Key Personnel.

The Latent Print Examiner (Non-testifying) is NOT considered Key Personnel.

11 18 H.6 Security Requirements

What does “contract documents” mean?

Contract documents refers to any form containing data associated with the latent print work being performed.

12 27 H6 VAR Procedure When sending VARs on classified networks, what level of encryption will be accepted since the VARs contain PII?

The FBI "Classified Systems" are a closed network rated at the "Secret" level and they can only be accessed upon contract award. Prior to award, VARs can be submitted via unclassified network UNET e-mail by password-protected PDF file.

13 27 H.6.4 Security and Suitability Requirements

Will the additional background investigation the FBI completes on all contractor personnel be of similar scope to the SSBI/T5 investigation for Top Secret

Clearances?

The FBI will conduct a Law Enforcement NCIC Check (criminal wants/warrants) and a Credit Report but not a full scope SSBI or equivalent. The FBI will verify internally as well to ensure contractor personnel have never failed an FBI

Polygraph, which is grounds for dismissal.

14 43 K.6 Reps and Certs Is this required even if we have a current

SAM registration?

Yes, reps and certs printout should accompany a signed acknowledgement of the solicitation’s SF33.

K.2, Attachment

Key Management Personnel Listing (KMPL)

Can the Government please provide guidance on which volume the offeror should submit the completed KMPL?

KMPL Attachment 6 shall be provided as part of Volume IV Security Plan.

K.2, Attachment

Key Management Personnel Listing (KMPL)

K.2 states “Offerors shall complete the

Acquisition Risk Questionnaire listed in

K.1 and Key Management Personnel

Listing (KMPL) (see Attachment 6) for the prime Contractor and all proposed subcontractors. Offerors shall submit this information with their proposal.

Submission should include identification of the proposal number, name of the assigned CO. Provision of false information shall be cause for default under the Default Clause of this contract.” Understandably, some subcontractors might not want to give this PII to the prime contractor. May subcontractor submit their completed

Acquisition Risk Questionnaires & Key

Management Personnel Listings

(KMPLs) directly to the Government via email? If so, can you please provide submission instructions?

Subcontractors may submit their completed Acquisition Risk

Questionnaires (ARQ) and & Key

Management Personnel Listings

(KMPLs) via e-mail directly to the CO by password-protected PDF file.

59 and 60 L.3.1 Management:

Staffing

Can the government please clarify the transition period? The government states that the Offeror shall ensure that 70% of proposed base year personnel are cleared and available to work on the first day following the end of the transition period.

Full staffing shall be in place 60 days after contract award. Is it the intent of the government to have a two phased transition period? 30 days for 70% of staff and remaining 30% at the 60 day mark?

Transition can be identified as a two-phase process encompassing the initial

30 days after contract award (starting

2/22/2019) to be proposed as a FFP cost.

During these 30 days, the awardee will work alongside the incumbent on current operations. During the following 30 days

(starting 3/22/2019) 70% of proposed base year personnel shall be cleared and available to work. Transition ends on

4/22/2019 when full staffing shall be in place and available to work.

59 and 60 L.3.1 and L.3.1.2

Program Management

The paragraph numbering goes from L.3.1 Management: Staffing to L.3.1.2 Program Management. Are there pages missing between these two paragraphs?

The numbering from L.3.1 to L.3.1.2 is an oversight and no pages are missing.

60 L.3.1.2 Program Management

Can the Government please confirm that the Key Personnel resumes are not included in the Volume I page limitation?

Key Personnel resumes ARE NOT included in Volume I page limitations.

60 L.3.2.1.1 Corporate Experience

60 L.4.0 Past Performance General

L.4.0 states “For the purpose of this evaluation, the term “Offeror” includes the prime Offeror and/or team members and subContractors as defined in Section

L.4.1.”. L4.1 states “Offeror’s should provide past performance information on three (3) contracts considered relevant in demonstrating their ability to perform the

TEDAC Latent Print requirements…… In the event a sub-Contractor(s) is proposed, references must be provided for subContractor(s) performing more than

25% of the proposed price of Task Order

#1 and #2.” Based on these statements, can an offeror’s past performance include a mixture of prime contractor and subcontractor/teammate past performance to make up the three required past performance write ups (i.e.

two prime PPs and one teammate PP) even if the teammate PP is from a company that makes up less than 25% of the proposed workshare?

Yes, if needed to make up the three required past performance references.

60 L.4.1

Relevance and Recency of Past Performance Information

The RFP states In the event a sub-

Contractor(s) is proposed, references must be provided for subContractor(s) performing more than 25% of the proposed price of Task Order #1 and #2.”

Please clarify if the subContractor past performance reference(s) are in addition to the 3 references provided by the prime offeror?

The Government has decided not to require past performance references for subContractors, regardless of the subContractors’ percentage of performance allocated to TO#1 and/or

#2.

61 L.4.1 Volume III Past Performance

For IDIQ contracts, it is common for multiple Task Orders (TO) to be awarded under a single IDIQ contract. Often the

TOs are different in size and scope and involve different end users. Under this scenario, would the FBI allow different

TOs on the same IDIQ to be submitted as separate Past Performances?

Yes, it can be allowed if the TOs under the same IDIQ were substantially different in size and scope.

41 61 L.4.1 Relevance and Recency of Past Performance Information

Section L.4.1 states “In the event a subcontractor(s) is proposed, references must be provided for subcontractor(s) performing more than 25% of the proposed price of Task Order #1 and #2.”

In addition to meeting the requirement above, can the offeror submit a past performance reference for a subcontractor that is performing less than 25% of the proposed price of Task Order #1 and #2?

See answer under question #39. Past performance references for subContractors are not required.

61 L.4.1

Relevance and Recency of Past Performance Information

L.4.1 states “In the event a sub- Contractor(s) is proposed, references must be provided for subcontractor(s) performing more than 25% of the proposed price of Task Order #1 and #2.”

Can the Government please clarify how many contract references are required per subcontractor?

See answer under question #39 and 41.

The Government has decided not to require past performance references for subContractors, regardless of the subContractors’ percentage of performance allocated to TO#1 and/or

#2.

61 L.4.1

Relevance and Recency of Past Performance Information

The Government states, “In the event a sub-

Contractor(s) is proposed, references must be provided for subContractor(s) performing more than 25% of the proposed price of Task

Order #1 and #2.”

See prior answer. The Government has decided not to require past performance references for subContractors, regardless of the subContractors’ percentage of performance allocated to TO#1 and/or

#2.

62 L.4.2 Submission Requirements

Can the Government please confirm that Past Performance Questionnaires (PPQs) are required for this submission? If so, can the Government please provide instructions for them? For example, are they to the Government by COB October 24, 2018 or COB November 01, 2018?

Please note, the PPQ incorrectly lists

“REFERENCE NUMBER: 12-P-LDQ005664”

on page 2.

Past Performance Questionnaires (PPQs) are required for this submission. They are to be provided NLT 4:00PM EST 29 October 2018. See corrected PPQ Attachment 8 with applicable RFP reference #.

62 L.4.2 Submission Requirements

L.4.2, Submission Requirements, states that “The Offeror shall furnish the following information for each contract provided as a Past Performance reference. Attachment 8 has been provided for use in submission of this information.” Attachment 8 is a PPQ.

If a contact reference is in CPARS, will the Government accept that in place of a

PPQ?

The Government requires a PPQ to be completed for each Past Performance reference included in the Past Performance Volume. The Government will not accept a CPARS in place of a PPQ.

62 L.4.2

Attachment 8 Past Performance Questionnaire

The Government states, “The Offeror shall furnish the following information for each contract provided as a Past Performance reference. Attachment 8 has been provided for use in submission of this information.

a. Company/Division Name

b. Contracting Activity

c. Brief description

d. Contract Number

e. Contract Type (FFP, T&M, CPFF, etc.)

f. Total Contract Value

g. Period of Performance

h. Up to date name, address, facsimile and telephone number of the CO and Program

Manager

i. Comments regarding any known problems/challenges in referenced contracts and how those problems were resolved”

As there is no requirement to include the Government-provided Attachment 8 form in the Offerors proposal response, can the Government confirm whether the listed information is only required on the provided Attachment 8 form or if it shall also be included elsewhere in the past performance volume?

The PPQs (Attachment 8) are part of the offerors’ proposal response, and have to be submitted directly to the CO. The Government requires a PPQ to be completed for each Past Performance reference included in the Past Performance Volume. PPQs do not count against the Past Performance Volume page limitation.

62 L.4.2

Attachment 8 Past Performance Questionnaire

Can the Government clarify whether Offerors shall submit the Government-provided Attachment 8 Past Performance Questionnaire form in their proposal response? If so, would this be counted against Volume II page limitations?

The PPQs (Attachment 8) have to be provided directly to the CO by the same deadline established for the Past Performance Volume. The PPQs DO NOT count against the Past Performance Volume page limitation.

62 L.4.2

Attachment 8 Past Performance Questionnaire

The government is not clear on what the past performance volume response entails. Does the government expect vendors to provide Past Performance citations using a specific template? Does the government want a 1 page introduction and 3 separate (3 page) write-ups?

The Government requires a PPQ to be completed for each Past Performance reference included in the Past

Performance Volume. PPQs do not count against the Past Performance Volume page limitation. The Past Performance

Volume citations are not required to follow any specific format or template.

PPQs are to be sent directly to the CO by the same deadline established for the

Past Performance Volume.

62 L.4.2

Attachment 8 Past Performance Questionnaire

What is the reason for a separate due date for the past performance volume

(October 24th) versus the remaining volumes?

This is based on internal scheduling requirements.

62 L.4.2

Attachment 8 Past Performance Questionnaire

The government provides PPQs in the appendix, but doesn’t provide any instructions on what to do with the documents? Do PPQs need to be sent back directly to the procurement CO?

When are these documents due?

The PPQs need to be sent directly to the

CO NLT 4:00PM EST 29 October 2018.

62 L.5.1.1 Labor Rates

The government states that bidders need to provide separate Sub and Prime rates.

Is it the intent that each subcontractor listed on a team provide separate sealed packages?

Prime and SubContractor rates can be provided under the same proposal and not under separate sealed packages.

62,63 L.5.1.1 and L.5.1.2

Labor Rates

Both paragraphs reference Attachments 10 and 11 for labor category descriptions. Would the Government confirm that the reference should be Attachment 5 as Attachment 10 is the Task Order 2 SOW and there is no Attachment 11?

Yes, the reference should be Attachment 5 Labor Category Descriptions. The same categories/positions are listed based on specific requirements under Attachment 9 and 10 Task Orders 1 and 2 SOWs Paragraph

4.1 Staffing.

63 L.5.1.3 Sub-Contractor Labor Rates

While Section L.5 states not to make changes to Attachment 1 except as might be required to accommodate accounting system requirements, Section L.5.1.3 will require adding rows to differentiate prime versus subcontractor rates as well as allocation of hours as applicable. Please confirm that offerors can adjust Attachment 1 to accommodate this requirement.

Attachment 1 can be adjusted to accommodate subcontractor number of hours and rates.

63 L.5.1.3 Sub-Contractor Labor Rates

Would the Government please clarify where offerors are to address the mix of effort by percentage for contractor and subcontractor hours? Are we to incorporate that data by modifying Attachment 1 Pricing Table? Are offerors permitted to add tabs to Attachment 1 Pricing Table?

Attachment 1 can be adjusted to accommodate subcontractor number of hours and rates.

63 L.5.2.3 Travel Costs

As it is difficult to estimate the number of trips and duration of trips for the two task orders, would the Government consider providing a Not-To-Exceed (NTE) value for all offerors to use in their cost proposal?

No, the Government will not provide a NTE value as Offerors may have varying approaches to program and resource management at the sites.

64 L6 Volume IV:

Security

L.6. The contractor is not providing a facility to perform work under this contract. Are b-d applicable to this RFP?

“b-d” are not applicable to this RFP;

however, the Government expects that all security applicable guidelines and policies required to operate in an FBI building will be followed.

64 L6 Volume IV:

Security

L.6.b details contractor practices for control and storage of classified material.

Will there be a facility safeguarding requirement on this contract and at which level? Can a draft DD254 be provided?

No facility safeguarding requirements is required. A draft DD254 will be provided at contract award.

64 L6 Volume IV:

Security

L.6.d. Can more detail be provided on the

Contractor Polygraph Program? Is this a program the Contractor must enter into upon award? Does this apply to all personnel?

Contractor personnel may be required to submit to a Counter Intelligence Polygraph (based on the scope of work i.e. SCI). If contractor personnel are unwilling to submit to the polygraph, they may be deemed ineligible to work.

64 L.6 Volume IV:

Security

Can the Government please confirm that there is no requirement for “e” in L.6, Volume IV: Security V? The requirements go from “d” to “f”.

There is no “e”, it’s an oversight.

64 L.6 Volume IV:

Security

Can the Government please confirm the page limit for the Security Volume? The text in L.6 states ‘twenty-five pages”.

The limit is twenty (20) pages for the security volume.

61 64 L.6 Volume IV:

Security

Can the Government provide a DD254 for this opportunity?

A draft DD254 will be provided at contract award.

62 71 M.2.2 Factor 2:

Technical

Can the Government please reorder the subfactors in this section? You are missing subfactor 2. Should ‘Casework Management’ be subfactor 2 instead of subfactor 4?

Yes, “Casework Management” should be Subfactor 2 instead of 4.

63 71 M.2.2.1 Subfactor 1:

Experience

The Government states that the Key Personnel are the 1) Program Manager, 2) Latent Print Examiners, and 3) Sr. Latent Print Technician. Page 18, Section H.5 Key Personnel lists the Program Manager, Latent Print Examiner, and Sr. Latent Print Technician. Page 71 has Latent Print Examiners plural as opposed to singular on Page 18. Does the Government intend for all Latent Print Examiners to be Key or only one?

ALL latent print examiners on the contract are Key Personnel.

64 Attachment

Pricing Table IDIQ – Latent Print Support Services; Task Order #1; and Task Order #2

If a single Program Manager is utilized, can the position be billed at different rates depending on work location or would a prevailing rate be established for their main office location?

A prevailing rate will be established for the PM main office location.

65 Attachment

Pricing Table IDIQ – Latent Print Support Services; Task Order #1; and Task Order #2

Does the current incumbent have separate PMs for each group at each location?

The incumbent has one PM for both geographic locations.

66 Attachment

Pricing Table IDIQ – Latent Print Support Services; Task Order #1; and Task Order #2

The hours on the Pricing Table for

Huntsville don’t appear to add up. There are FTEs and one PTE at 91,200 hours, not the 38,400 listed.

The total in the Pricing Table for

Huntsville has been corrected to 91,200 hours.

67 Attachment

Pricing Table IDIQ – Latent Print Support Services; Task Order #1; and Task Order #2

Tab 3 Task Order 2 shows 3,840 hours for a Latent Print Technician in Option Year 4 that are not in the Tab 1 IDIQ thus the total hours for TO2 are 95,040 vice the total in Tab 1 IDIQ which is 91,200. Which is correct?

Tab 1 IDIQ is correct – there are 0 hours in Tab 3 TO 2 for Latent Print Technician in OY 4.

The TAB 1 IDIQ is correct hence there are

0 hours under the Latent Print Technician category in OY 4

68 Attachment

Pricing Table IDIQ – Latent Print Support Services; Task Order #1; and Task Order #2

Cell Q28 does not tally all of the hours and should tally 91,200; similarly Cell R28 does not tally all of the prices.

Tab 3 (Task Order 2) includes 3,840 hours for a Latent Print Technician in Option

Year 4. This is not reflected on Tab 1. Is this correct?

Cells Q and R have been corrected. Also, see previous answer addressing Latent

Print Technician in OY4.

69 Attachment

Pricing Table IDIQ – Latent Print Support Services; Task Order #1; and Task Order #2

The Tab 1 IDIQ Total Lifecycle for

Huntsville, AL does not include rows 20-

24. Will the Government issue a revised template with the correction?

A revised template is provided with the amendment.

70 Attachment

Pricing Table IDIQ – Latent Print Support Services; Task Order #1; and Task Order #2

The Tab 2 Task Order 1 formula for Total

Lifecycle in Cell S16 overstates the total task order by the amount in Cell S14 as that amount is already included in the total in cell S12. Will the Government issue a revised template with the correction?

A revised template is provided with the amendment.

71 Attachment

Pricing Table IDIQ – Latent Print Support Services; Task Order #1; and Task Order #2

Tab 3 Task Order 2 formula for Total

Lifecycle in Cell S19 should only include rows 17 and 18 as is it double counting the individual labor categories. Cell S21 should equal S19 plus S20. Will the

Government issue a revised template with the correction?

A revised template is provided with the amendment.

72 Attachment

Pricing Table IDIQ – Latent Print Support Services; Task Order #1; and Task Order #2

The Government indicates that the Program Manager for each Task Order is half time. Can the Government please clarify if the half time FTE on each Task Order is the same person?

The ½ time is expressed to show PM location requirement - It is up to the offeror to propose their solution for the number and location of PMs.

73 Attachment

Pricing Table IDIQ – Latent Print Support Services; Task Order #1; and Task Order #2

The government states that a PM is optional for each location and also provides 960 hrs per location; Does each team (Quantico and Huntsville) need to have a part time, on-site PM? And do vendors need to provide resumes for each

PM? Or can we provide one named PM to manage both Task Orders?

It can be either or, as a preferred proposed solution by the offeror. If two part-time on-site PMs are proposed, then two resumes are required.

74 Attachment

Pricing Table IDIQ – Latent Print Support Services; Task Order #1; and Task Order #2

In the pricing template the government has provided the FFP transition costs are delineated as a single line item cost in the

TO #1 and TO #2 tabs, but these costs do not no roll-up to the IDIQ Total Evaluated

Price Tab.

There is no roll-up of transition costs to

TAB 1 IDIQ and no Total Evaluated Price for the IDIQ since Tab 1 IDIQ is only a reference summary of proposed rates for the life of the contract.

75 Attachment Labor Biologist/Latent Print Technician

(Huntsville): It appears that a Biologist would perform very different tasks/roles from a Latent Print Technician. Can you clarify what roles you are expecting this position to perform? Or is this to be at the Contractor’s discretion as to which individual/title needs to be hired and performed?

The Basic Latent Print Technician in the

Labor Category Descriptions Attachment

#5 provides a detailed description of the role. The Biologist/Latent Print

Technician role would perform all of the duties of the Basic LPT in addition to the collection of DNA samples from the applicable evidence. The Biologist will only be collecting the samples, other

Government personnel will be performing the DNA analysis. The

Government will dictate which positions are needed.

76 Attachment

Labor Category Descriptions

The list of Labor Categories includes a

Biologist Technician, a Next Generation

Identification Technician, and a Latent

Print Examiner (Non-testifying) for

Huntsville, but the Pricing Table does not list these positions. Which is correct?

The Labor Category Descriptions

Attachment 5 is correct. The Pricing

Table was revised accordingly.

77 Attachment

Labor Category Descriptions

For senior print technician, can the one year experience as a LPT be at accredited laboratories other than at the FBI?

No. The Senior Latent Print Technician should be well versed and knowledgeable in the procedures and workflow specific to the FBI.

78 Attachment

Labor Category Descriptions

The Latent Print Examiner (LPE) position requires previous qualification as a LPE in the FBI. Can this experience have been gained at any other accredited laboratories?

No. For this position category it is required that the qualification is through the FBI.

79 Attachment

Labor Category Descriptions

The Pricing Table allocates 0.5 FTE in

Quantico and 0.5 FTE in Huntsville while the Labor Category section states that an individual will perform program management duties ‘in a part time role’.
