About this file

This is a Questions and Answers document for the DQ 27-004 Cooling Tower Replacement project at Pikes Peak State College in Colorado Springs, Colorado. The project involves the removal of two existing cooling tower units and the construction of two new concrete support pads with replacement cooling towers. The College sought completion by the end of 2026, with the original bid deadline extended by seven business days to accommodate the complexity of the project scope. A site walkthrough was conducted prior to the bidding period, with only two contractors in attendance, necessitating the issuance of addendum materials to ensure all bidders had access to the same existing site conditions and requirements.

The College confirmed several key project parameters in response to contractor inquiries: bidders are responsible for providing all structural engineering, design, and construction for the new support pads; fiberglass field-assembled cooling tower systems are acceptable alternatives to stainless steel towers to meet the December installation timeline; the College will retain an independent third-party inspection agency for structural inspections; and replacement cooling towers should generally match the existing operating configuration and control strategy to minimize additional electrical infrastructure or Building Automation System modifications. Bidders were instructed to use existing motor starters where possible and only incorporate variable frequency drives (VFDs) if required by the new tower selection. Setpoint Systems was identified as the College's controls vendor for any necessary integration work. The lead time for conventional stainless steel towers was noted at 20 to 25 weeks, while fiberglass field-assembled options could potentially support the accelerated project timeline.

RE: Pikes Peak State College Cooling Tower Replacement Cells

From Scobee, Roland <Roland.Scobee@PikesPeak.edu> Date Mon 9/14/2026 11:47 AM To Procurement Bids <Procurement.Bids@PikesPeak.edu>; Gellenbeck, James

<James.Gellenbeck@PikesPeak.edu>

Good morning, Facilities would consider the fiberglass option as an alternative to galvanized/stainless steel.

Thanks, Roland Scobee Senior Director of Facilities Facilities and Capital Projects office 719-502-4926 mobile 719-482-4553

From: Procurement Bids <Procurement.Bids@PikesPeak.edu> Sent: Friday, September 11, 2026 11:29 AM To: Gellenbeck, James <James.Gellenbeck@PikesPeak.edu> Cc: Scobee, Roland <Roland.Scobee@PikesPeak.edu> Subject: Fw: Pikes Peak State College Cooling Tower Replacement Cells

James, Roland mentioned the lead time was about 20 weeks on similar replacement towers; therefore, he is open to fiberglass replacements rather than steel if I remember correctly from our discussion. This would allow for completion by the end of the year. Could you please confirm as such to this vendor? Thank you!

Very Respectfully, Steve Provencher

You don't often get email from bill@sys-kool.com. Learn why this is important

James, Below is the email we sent to the mechanical contractors. After the site walk, it sounds like having the refurbished Marley Quadraflow towers purchased, shipped and installed in December is the option they like best. Can you confirm this is an avenue you want to explore before we have them go through the exercise of putting their proposals together? Attached are both tower data sheets for your review.

Attached is the quote. Pikes Peak facilities people were adamant they wanted cooling towers installed before the end of this year. That isn’t possible with new towers, so we are giving an alternate for some rebuilt towers we have. The new concrete supports will need to be different but since they are pouring new anyway that shouldn’t be an issue.

Sys-Kool will deliver, assist in setting the Marley Quadraflows (crane, permits, piping, controls, structure, etc are not Sys-Kool’s scope). Let’s discuss after you have a chance to review.

Hi All, Please see the thread below for responses to questions. Also, please see attached pictures regarding question 5. More info regarding question 5 here:

*Each cooling tower motor is controlled by a two-speed motor starter (pictured) located inside the chiller bay. Fans can run in auto via command from BAS, or can be put in hand on low or high speed.

*There are disconnects for each motor located on the cooling tower and there are disconnects on the electrical panel located inside the building in the chiller bay (pictured).

*Electrical conduit containing line voltage for tower motors is buried and becomes exposed at the towers, and runs to the disconnect boxes located on the towers (pictured).

Thanks, Ben

Proposal Clarification Questions

Question 1 – Cooling Tower Support Pads and Structural Design Requirements

The project scope requires the contractor to remove two existing concrete support pads and construct two new concrete support pads for the replacement cooling towers.

Given that the new support pads will be supporting new equipment loads and will need to comply with current structural and building code requirements, please clarify the following:

Is the contractor responsible for providing all structural engineering, design, drawings, calculations, and construction necessary for the new cooling tower support pad system? Yes Are the support pads intended to be a direct replacement of the existing pads, or should bidders anticipate modifications to accommodate revised equipment loads, and other applicable code requirements? Support pads should be applicable to the loads and accommodate the bidders tower submission.

If structural engineering is required as part of the contractor's scope, can the Owner confirm whether all associated structural design responsibilities should be carried by the contractor and included in the bid? Yes Can photographs and clarification regarding the existing support conditions be issued to all bidders via addendum acknowledgement to ensure a consistent understanding of the existing conditions and required scope of work?

mailto:rcalvin@amsofusa.com https://aka.ms/LearnAboutSenderIdentification

Only two contractors attended the site walk, and other bidders may not be aware of the existing conditions or the level of structural work potentially required. Providing this information through an addendum would help ensure all proposals are based on the same understanding of the project requirements. Yes

Question 2 – Special Inspections

If a new structural support system is required, please confirm the responsibilities for structural inspections.

Our understanding from the site visit was that:

The contractor would be responsible for providing the structural design and installation of the new support system.

The College would retain and contract directly with an independent third-party inspection agency to perform the required structural inspections and testing.

Can the Owner please confirm if this understanding is correct? Correct

Question 3 – Cooling Tower Lead Times

During the site visit, it was discussed that conventional stainless steel cooling towers are currently experiencing lead times in the range of approximately 20 to 25 weeks.

Based on discussions with a cooling tower manufacturer, an alternative fiberglass cooling tower option may be available that can be field-assembled on-site and could potentially support the project's desired installation timeline of December.

Please clarify the following:

Are fiberglass pan cooling tower manufacturers and field-assembled cooling tower systems acceptable for this project, provided they meet all performance and specification requirements? Yes

Given current market conditions, a stainless steel tower selection may result in delivery occurring approximately 20 to 25 weeks after approved submittals, which could impact the desired project completion schedule.

Question 4 - Due Date

Based on the scope of the concrete and structural work, as well as the questions surrounding the alternate cooling tower options, is there any consideration being given to extending the bid due date? With only three working days remaining before bids are due, additional time would help allow bidders to fully evaluate and price the project requirements accurately. If Procurement rules allow we will extend all deadlines by Seven (7) business days.

Question 5 – Existing Electrical Service Information

To allow bidders to accurately evaluate and price the required electrical scope, can the Owner provide photographs and/or additional information regarding the existing electrical infrastructure serving the cooling towers?

Specifically, please provide any available information showing:

Existing power source(s) serving the cooling towers.

Main disconnects, motor control centers (MCCs), motor control panels, starters, VFDs, or associated electrical equipment.

Existing conduit routing and electrical distribution equipment connected to the cooling towers.

Providing photographs and clarification of the existing electrical service conditions through an addendum would help electrical subcontractors develop more accurate pricing and ensure all bidders are evaluating the same existing conditions.

Question 6 – Cooling Tower Controls and Energy Efficiency Requirements

During the site visit, it was discussed that a like-for-like replacement from an energy efficiency standpoint was the preferred approach in order to avoid additional controls and electrical infrastructure requirements associated with more advanced cooling tower configurations.

Please confirm whether the Owner's intent is to replace the cooling towers with equipment that generally matches the existing operating configuration and control strategy, thereby avoiding the need for:

New variable frequency drives (VFDs). Not required unless new tower selection requires VFD’s. Use motor starters currently in place if possible.

Additional power or control wiring to the cooling towers. Not required unless new tower selection requires VFD’s. Use motor starters currently in place if possible.

Modifications to existing Building Automation System (BAS) programming. Not required unless new tower selection requires VFD’s. Use motor starters currently in place if possible.

Additional controls integration by the Owner's current controls contractor. Not required unless new tower selection requires VFD’s. Use motor starters currently in place if possible. If needed, Setpoint systems is our controls vendor.

Additional sensors, communications devices, or control hardware beyond what currently exists. Not required unless new tower selection requires additional. Use motor starters currently in place if possible.

If this understanding is not correct, please provide clarification regarding the anticipated controls scope so bidders can accurately account for any required VFDs, controls integration, BAS modifications, or related electrical work within their proposals.

This clarification will help ensure all bidders are carrying a consistent controls scope and understand the extent of coordination required with the existing controls contractor.

Thank you, Ryan
