About this file

This is a pricing template spreadsheet requesting ROM cost estimates from potential service/solution providers for the Army's Next-generation Commercial Operations in Defended Enclaves (NCODE) pilot program. The template breaks down user licensing costs across six increments from April 2025 to March 2027, with a goal of scaling from 1,000 to 60,000 total users.

The spreadsheet requires pricing for three main capability areas: Basic Productivity Tools (email, chat, spreadsheets), DevSecOps tools (GitLab, Nexus, IDEs) for 10% of users, and Model-Based Systems Engineering (MBSE) tools (Cameo, MATLAB, CATIA) for 10% of users. Additional required capabilities across all increments include VDI, MFA, help desk, user training, enterprise browser, and onboarding/offboarding support. Respondents can provide partial solutions by completing only sections relevant to their offerings. The template requests costs per increment along with "Other Costs" and total ROM pricing for each phase.

INSTRUCTIONS
Respondents should fill out the following to the best of their ability. The worksheet below is based on a user-license structure. The number of users in each increment represents licenses that will be distributed to multiple small businesses. If your organization does not provide all of the capabilities listed below, simply fill out the worksheet for the types of capabilities that are provided and leave the unanswerd sections blank. Example - you may only provide capability for baseline productivity tools OR only a secure Development environment - this is still of interest to the government.
Total User Count: represents the total number of users through the end of that increment. The objective of the pilot is to onboard a total of 60,000 users within two years
Cost: Assumptions for each increment should assume that the respondent is contracted for the number of users indicated in the Total User Count column for each capability
Other Costs: Include other costs that should be considered or N/A
Total ROM for Pilot Increment: Total cost for all capabilities listed in the increment (including other costs)
