About this file

This is an appendix containing questions for service/solution providers as part of an RFI for the Army's Next-generation Commercial Operations in Defended Enclaves (NCODE) initiative, dated December 23, 2024. The questions are divided into two main sections: technical considerations and contracting approach.

The technical section requests feedback on delivery models, pricing models for on-demand resources, and appropriate discriminators for making awards. The contracting approach section seeks input on the preferred contracting vehicle between CSO and MA IDIQ options, including benefits and drawbacks of each approach. Specific questions address barriers to entry for small businesses, costs associated with implementing NIST SP800 171 & 172 controls, potential automation options, and pricing assumptions. The document is structured as a questionnaire format with 13 total questions designed to gather industry feedback on both technical implementation and acquisition strategy for the NCODE program.
