About this file

This is a Questions and Answers document dated December 20, 2024, for the Next-generation Commercial Operations in Defended Enclaves (NCODE) Request for Information (RFI). The document addresses five key questions regarding the NCODE pilot program, which aims to provide cybersecurity solutions for small businesses in the Defense Industrial Base.

The Q&A clarifies that the government expects an average of 10 users per small business, is open to various solution proposals for managed service provider (MSP) approaches, and confirms prior proof-of-concept work was conducted via CRADAs. The government indicates willingness to consider alternative solutions that meet requirements outlined in Appendix A of the RFI. While the government intends to implement solutions incrementally, they will consider proposals for full solutions with alternative schedules, provided cost estimates follow the prescribed format and include supporting data for scaling recommendations.

NCODE RFI - Questions and Answers

20 December 2024

1. Question: Is there an estimate on the number of users in each organization as part of the provided user count estimate? For example, is it more like 150 organizations of 400 users for the 60,000 user estimate? Or is it more like 50 organizations of 1,200 users?

Answer: Although we anticipate numbers to vary, please assume a planned average of 10 users per small business.

2. Question: In order to better answer the question of the preferred contract type (CSO vs MA IDIQ), could the government please clarify how they envision N-CODE operating? Does the government intend for a Managed Service Provider (MSP) to maintain N-CODE as a virtual hosting environment for tools / applications that will be provided by multiple vendors providing CMMC compliance tools? Or does the government envision the MSP is maintaining the N-CODE environment and delivering CMMC compliance solution(s) for small businesses?

Answer: The government is open to all viable solution proposals. Please include your recommendation on which solutions your organization feels is most appropriate.

3. Question: Will the government provide details on support it has received from industry in the development of the N-CODE requirements? Have initial proof of concept contracts already been executed? If so, can the government provide the contract numbers for those contracts?

Answer: The government has engaged industry for a prior proof-of-concept phase via CRADAs.

4. Question: Is the government open to alternative solutions to the N-CODE pilot program?

Answer: Yes. The government is open to all viable solution proposals that address the needs outlined in appendix A of the RFI.

5. Question: If a vendor is able to provide a fully functional solution that meets all the capability requirements of the Government, will the Government consider accepting a response to the ultimate RFP that demonstrates the full solution instead of the solution in incremental stages?

Answer: Please fill out the cost estimate in the format provided. However, the government is interested in alternative schedules. Please elaborate on these in your notes. Although the government intends to move in increments, it is open to considering historical scaling data for its order and pace.
