About this file

This is a Roadside Tree Care Maintenance Authorization document issued by the Washington Suburban Sanitary Commission (WSSC) in Montgomery County, Maryland, authorizing tree care work necessary for sewer main and manhole rehabilitation in the Silver Spring Paint Branch Basin. The authorization permits pruning, removal, and replacement of trees and shrubs across fifteen road locations, including Allerton Lane, Broadmore Circle, Chilton Drive, Tamarack Road, and others. Specific work includes removing 4 to 5 trees, planting 3 to 4 replacement trees, and pruning approximately 50 trees. Notable tree removals involve ornamental cherry trees at 1323 Chilton Drive and 1310 Chilton Drive, which will be replaced with 1.25 to 1.75 caliper Okame Cherry trees, and removal of a 5-inch diameter ornamental cherry at 12814 Tamarack Road if trenching occurs within 3 feet of the tree base. The authorization is issued under WSSC Contract No. CI7338A22-CTO 8-4 (RTPA No. 2024-0272, Authorization No. 2024-0269-014) and is valid for one year from issuance.

All tree care work must comply with the Maryland Department of Natural Resources Roadside Tree Care Law and be performed by a Licensed Tree Care Expert under supervision of a Roadside Tree Care Expert, with pruning conducted in accordance with ANSI A300 standards. The authorization includes specific conditions requiring hand-digging to expose roots, proper placement of excavated materials outside tree driplines, notification of adjacent property owners at least 48 hours prior to tree removal, and consideration of alternative construction methods to avoid open trenching and tree removal. If trenching occurs within standard distances from trees (6 feet for trees with 5 DBH, 10 feet for 10 DBH, 12 feet for 15 DBH, and 15 feet for trees over 15 DBH), the Environmental Group must be contacted for field inspection and possible amended authorization. The work is associated with the broader Chilton Drive Sewer Rehabilitation project, which involves comprehensive sewer infrastructure repair in the Paint Branch Basin with sealed bid responses due in December 2025 or January 2026.
