Special Provisions for Sewer and Water Infrastructure Work

This Special Provisions document modifies the Standard Specifications for the Washington Suburban Sanitary Commission (WSSC) in Maryland and establishes comprehensive requirements for sewer rehabilitation, water main installation, and related infrastructure work. The work includes repair, rehabilitation, or replacement of sanitary sewer mains and laterals, installation of new water mains and services, and associated appurtenances across multiple Maryland jurisdictions including Montgomery County, Prince George's County, Maryland State Highway Administration areas, and incorporated municipalities. The Chilton Drive Sewer Rehabilitation project, the subject task order, consists of rehabilitation or replacement of 1,270 linear feet of defective sewer mains, 856 linear feet of defective sewer laterals, and ten manholes located in the Paint Branch Basin. Responses must be submitted via WSSC's eProcurement Portal prior to 2:00 pm on Tuesday, December 16, 2025. The contractor is responsible for coordinating work with Maryland State Highway Administration, Prince George's County Department of Public Works and Transportation, Montgomery County Department of Transportation, Maryland National Capital Park and Planning Commission, Maryland Department of Natural Resources, and various incorporated cities and towns. Work hours are restricted based on jurisdiction, with state roadways limited to 7:00 am to 5:00 pm for non-traffic-affecting work and 9:00 am to 3:00 pm for traffic-affecting work, while county roads are generally limited to 9:00 am to 3:30 pm Monday through Friday.

Payment is structured through comprehensive unit price bid items covering gravity sewer system installation, external point repairs, manholes and cleanouts, abandonment and removal, sewer manhole rehabilitation, cleaning and television inspection, water mains and appurtenances, surface restoration, and miscellaneous work. All pricing is all-inclusive and considers excavation depth ranges (0-12 feet and 12-20 feet) for determining unit rates. Major incidental costs incorporated into unit prices include mobilization and demobilization, bypass pumping for flows up to 2,000 gpm, temporary facilities and erosion control, utility identification and protection, testing, traffic control in non-state roads, tree removal up to 4 inches diameter at breast height with stump grinding up to 6 inches, site cleanup and restoration, and permit acquisition and compliance. The contractor must maintain as-built drawings and existing service to WSSC customers throughout construction. Submittal procedures require electronic submission via e-Builder platform within 10 work days of Notice of Award for preliminary technical submittals, with all preliminary submittals due within 30 calendar days. Invasive plant control on parkland requires Maryland Pesticide Applicator Certification and includes a two-year performance warranty guaranteeing 95 percent kill rate for herbicide applications.

1.2 MEASUREMENT AND PAYMENT GENERAL

A. The Contractor shall receive and accept the compensation provided in the Bid Schedule as full payment for furnishing all materials and all labor, tools and equipment, for performing all operations necessary to complete the work under the Contract, and also in full payment for all losses or damages arising from the nature of the work, or from any discrepancy between the actual quantities of work and quantities estimated by the ENGINEER, or from the action of the elements or from any unforeseen difficulties which may be encountered during the prosecution of the work until the final acceptance by the Commission.

The prices stated in the Bid Schedule include all costs and expenses for taxes, labor, equipment, commissions, transportation charges and expenses, patent fees and royalties, labor for handling material during inspection together with any and all other costs and expenses for performing and completing the Work as shown and specified herein. The basis of payment for any item at the unit price shown in the Bid Schedule will be in accordance with the description of that item in this Section.

Measurement will be made on the basis of completion of the Work in accordance with the Contract Documents and the appropriate specification section.

Measurement of quantities will be made by the Contractor in the presence of the ENGINEER. The methods of measurement and computations used in determination of quantities of materials furnished and installed shall be those generally recognized as conforming to good engineering practice.

The term "Complete in Place" or “successfully installed” will mean that the item of Work shall be furnished and installed in accordance with the Contract Documents complete with all appurtenances necessary for the item to be used for its intended function. Testing and acceptable results shall be included.

Linear foot and vertical foot measurements shall be measured along the horizontal plane of the ground or paved surface.

Area computations shall be made on the surface. Pay measurements for area computations will not exceed plan dimensions as shown on the Drawings, unless otherwise approved by the ENGINEER in writing.

No payment will be made for length, width, or depth, in excess of that shown on the Drawings or specified in the Specifications for any construction, unless otherwise approved by the ENGINEER in writing.

6. Job site safety in conformance with all regulatory requirements.

7. Fuel, taxes, insurance and travel related charges and/or fees.

8. Shoring and sheeting as required by OSHA trench excavation safety standards. Several pricing items consider the excavation depth in determining the unit price. Where a range is given, the greater depth shall be inclusive in that depth and the lower end shall be above that depth. (e.g. 0-12’ means less than or equal to 2’ while 12’-20’ means above 12’ to equal to or less than 20’). Where depth is not considered in the pricing, the Contractor shall review the Contract documents to determine the depth and base unit pricing accordingly.

9. Groundwater dewatering and proper disposal of all ground water, potable water, wastewater and CIPP curing water.
