PROCUREMENT

Understanding of Critical Issues / Project Approach

Scope Tasks A, B, F, G: Systems and Corridor Analysis, Model Development and Environmental Management Support.

Systems Analysis: The D3 Planning office’s primary function is to monitor and evaluate the transportation environment and determine the systemwide needs to support the five pillars of the FDOT Compass: Safety, Resiliency, a robust Supply Chain, Technology, and Workforce Development. Our team’s experience with these system performance evaluations includes FDOT districtwide and statewide multimodal contracts evaluating freight needs; logistics;

passenger operations; bike/ped needs; demand modeling; and aviation, seaport, rail, and transit needs. We have conducted network resiliency studies, bottleneck studies through big-data interpretation, multimodal prioritizations, and assisted with launching new funding avenues for programs like the SUN Trail and highway connector programs. Our team members developed the policy and investment elements of what eventually became the Freight Mobility and Trade Plan. In addition, CDMS is currently leading the 2055 FTP plan update, which will not only set policy but also provide the goals and objectives for our transportation system.

Corridor Planning: The Metric Team understands this task is a catalyst for short- and long-term investments and ensures improvements are focused on the most significant needs. Locally, our team has worked with D3 on nearly two dozen Action, Corridor, Feasibility and PD&E Studies, finding interim and long-term solutions to address challenges facing the D3 transportation network. We have developed/applied local and regional models, including the NWFRPM and FLSWM, to evaluate future needs. We are intimately familiar with the latest resources and guidance from the Florida Transportation Forecasting Resource Hub and are equipped to handle the future model transition to PTV VISUM.

Similar experience includes the SR 292 Feasibility/PD&E, SR 389/East Avenue PD&E, SR 85 Bypass Feasibility, US 98 Gulf Breeze Feasibility, US 90 Trail Feasibility, 23rd Street PD&E, US 98 Realignment (Round the Mound) Feasibility, I-10 Master Plan, SR 742 Action Plan, D3 ITS Master Plan; as well as the US 27 Corridor Plan, I-95 Master Plan, SR 80 Corridor Plan, Kendall Dr. Corridor Plan, and US 1 Corridor Plan. The knowledge and expertise gained through years of managing diverse projects ensures our solutions will direct limited resources to the most beneficial projects – an essential task due to the expanding project cost overruns we are witnessing in D3 and throughout the industry.

Environmental Management Support: We are very familiar with the PD&E/NEPA process, and Metric is currently part of the D3 DW ETDM and Environmental Assistance contracts. We have successfully worked on studies throughout Florida that range from simple Categorical Exclusions to complex Environmental Impact Statements. We understand our goal is to ensure the Department can utilize our study products to proceed to the next phase. Further, we know a critical environmental vulnerability is the D3 geographic layout with an extensive coastline. Including analysis of evacuation corridors and resiliency techniques into our recommendations is essential.

Scope Tasks C, E, J: Strategic Intermodal System (SIS), Statistics, Complete Streets. The FDOT roadway network designations impact roadway hierarchy, design, maintenance, jurisdiction, access, and funding and are housed within the Department’s RCI database. Metric has been an RCI consultant for D3 for 24 years assisting in the maintenance of these designations.

We have also assisted in the addition and removal of assets on/off the SHS, SIS, and NHS, and we have managed the Functional Classification and Urban Boundary updates for the last two cycles.

SIS: Metric Team members assisted Central Office (CO) with implementing the initial SIS in 2003, and developed the seaport, intermodal, and commuter rail needs and cost feasible plans. Team members CDMS and Marlin also currently support CO with the development of performance measures and prioritization methodologies used to evaluate projects for funding. The prioritization purpose is to select projects that satisfy the SIS goals:

safety and security, mobility, economic competitiveness, quality of life, and system preservation. At the District Level, Metric teamed with staff now at CDMS, was a part of D3’s initial SIS plan(s) development and asset designations. Our team’s experience also includes assisting other districts with the development and maintenance of the SIS Plans/Funding Strategy, which includes the SIS First Five-Year Plan, SIS Second Five-Year Plan, SIS Cost Feasible Plan, SIS Multimodal Unfunded Needs Plan, and the SIS Quick Fix Program. Our team has supported multiple districts with justifications for modifying the SIS Network, including corridor and SIS hub deletions, additions, and/or relocations. We also understand this contract will assist in the expansion of the SIS Unfunded Needs Plan with CO relying on the Districts to develop multimodal needs lists. In addition, we understand that there is a push for continual development of the SIS Work Program, some of which D3 experienced with the recent plan(s) development. For instance, we understand that the implementation of MFF projects will have a continued funding impact requiring Districts to update project priorities and increase coordination with the MPOs.

Complete Streets (CS): Metric worked with D3 to establish an efficient process for inventory and prioritization, provided current context classifications on all D3 state corridors, and worked with CO on the RCI data that should be collected. We are currently reviewing future classifications proposed by planning and PD&E studies, as well as providing justification on existing designations allowing the appropriate Florida Design Manual criteria to be applied. As the Department continues to closely align Access Management to Context Class, we understand the next step in D3 will be to proactively analyze programmed projects to address disparities.

Scope Tasks D, I: Growth Management, Federal and State Programs Growth Management is a broad term referring to the strategies used to guide the type, intensity, location, and timing of new development. Over the last two decades, our team has been tasked periodically with reviewing Sector Plans, Comprehensive Plan Amendments, Concurrency documents, EARs, Congestion Management Plans, TIP/STIP/LRTP updates, LOS studies, etc. We also currently review local agency and MPO long-range plans and how they impact various upcoming priority projects and their placement in the FDOT work program through monthly Planning Consistency Reviews. We are familiar with the key statutory guidance in Florida and work to remain conflict free to ensure availability to review any planning activities at the local government level as needed. The Metric Team has supported D3 with Federal and State Programs working closely with Planning Councils, MPOs, transit agencies, authorities, and local governments on a variety of TRIP, TA, SCRAP, SCOP, SUN Trail, and CIGP projects;

REDI project reporting; Safety/HSIP Studies, etc.

Scope Task H Public Involvement (PI) As the final part of the FDOT Compass, Metric PI staff incorporate communities through meaningful engagement to arrive at context-sensitive and community supported solutions. Our Team has extensive experience with a variety of PI methods such as stakeholder interviews, workshops, charrettes, hybrid meetings, VPUs, hearings, webcasting, social media, and crowdsourcing. Under previous Systems Planning Contracts, we have assisted the department with outreach efforts during FTP plan updates, SIS plan coordination with MPOs, Corridor/Action/Feasibility Studies, Transit Agency Trainings, Access Management, etc. Our team’s recent statewide PI efforts also include the webinars, open houses, website(s), and social media postings for the 2055 FTP plan update.

In addition, Metric added subconsultant Quest to our team to provide innovative solutions like dynamic visualizations, drone videos and 3D renderings.

Staff Extension/Additional Qualifications: We are immediately available and are LOCAL, with an office just minutes from the District headquarters. We currently work with every department and have a unique understanding of D3’s opportunities and challenges.

Working with the District daily for several decades has allowed our team to build lasting relationships that streamline inter-department and outside partner coordination, improving efficiency. Additionally, the Metric Team offers several other innovative services that augment our overall solutions. Our team boasts experienced local data collection staff that are equipped with the latest technology to collect all multimodal data needs. We have in-house GIS (Esri Business Partner), drone operators, graphics design, and web development services, and are familiar with the district’s databases, GIS apps, etc. We also utilize Big Data providers such as ReplicaHQ to evaluate link O-D as well as Networkwide O-D using the NWFRPM Traffic Analysis Zones for consistency in data evaluations. Use of detector data and INRIX/HERE data from the RITIS platform is another key tool utilized when performing corridor studies. Metric is teamed with Marlin on the CO Micromobility Contract, ensuring our team members are consistently evaluating the latest and most cost-effective means for collecting multimodal data. Similarly, we are currently completing data collection for D2 on their entire trail network utilizing tube and infrared counters to establish a DW trail prioritization program. Metric also has a strong reputation for expertise in Traffic Operations, ITS, and TSM&O, which are increasingly critical as transportation agencies face funding constraints. Metric offers extensive experience in Smart City initiatives and Connected and Autonomous Vehicle (CAV) technology. By fostering public-private partnerships and integrating emerging technologies such as CAV and ITS, we enhance public services and improve mobility.
