About this file

This is Addendum No. 1 to a Formal Request for Proposal issued by the Minnesota Office of State Procurement on behalf of the Office of the Secretary of State for printing and distribution services of the Minnesota Legislative Manual ("Blue Book"). The addendum, dated July 14, 2026, addresses questions submitted during the question-and-answer period for SWIFT Event No. G0210-2000017696. The solicitation requires printing, processing, and distribution of three editions of the Blue Book: a hardcover edition (1,250 copies), a softcover edition (3,750 copies), and a student saddle-stitched edition (4,000 to 9,000 copies). The student handbook edition is saddle stitched rather than bound or spiral bound, and content differences exist between the hardcover/softcover and student editions as detailed in Exhibit C. All proposals must be submitted electronically through the SWIFT Supplier Portal by July 29, 2026, at 3:00 P.M. Central Time. Hardcover and softcover editions are due by the second Tuesday in May, while student editions are due by the last Tuesday in May. The contract term runs from October 1, 2026, through September 30, 2028, with an optional extension of up to three additional years in increments determined by the State.

The estimated annual contract value ranges from $50,000 to $100,000, with this figure representing neither a minimum nor maximum obligation. Responders must submit pricing using the required Price Schedule (Exhibit D) with FOB Destination terms and prepaid freight as a separate line item, with prices remaining firm for the initial two-year term. Mandatory pass/fail requirements include timely submission, eligibility verification, price schedule completion, confirmation that the printing location is within 100 miles of the State Capital Complex, and a minimum of three years of relevant printing experience. Targeted group, economically disadvantaged, and veteran-owned businesses certified by the State receive a 12 percent preference in scoring; DEED/DHS eligible providers receive 6 percent. Responders must maintain commercial general liability coverage of $2,000,000 per occurrence and annual aggregate, commercial automobile liability of $2,000,000 combined single limit, and professional liability and network security insurance of $2,000,000 each. All storage and processing of information must occur within United States borders, and responders must disclose recycled content percentages and participate in pallet reuse programs.
