Attachment V, Narrative on the Approach to the Scope of Work Identifying the salient cultural issues to be addressed is critical for the development of a comprehensive scope of work and realistic budget. To achieve this, AZTEC staff will first gather and review the project-related materials. We also collaborate with the client to ensure that all participants are in agreement on the scope of work. By developing a comprehensive and detailed scope, vetting key cultural resource issues, and preparing a realistic budget, AZTEC sets the foundation for completing technical studies in a timely and efficient manner.

Part of the initial project scoping effort involves identifying issues or concerns that could impact the schedule or budget. We assess whether there may be logistical constraints to consider or resolve, such as project access, intermittent cell/GPS reception, or rough terrain.

Quality Control AZTEC is committed to providing a high-quality service. Our high standard of service is ensured by the implementation of a comprehensive and well-executed quality control plan (QCP). AZTEC developed this process specifically for on-call contracts like this to ensure preparation of quality products and compliance with Client and regulatory requirements.

The QCP establishes comprehensive multiple reviews for all documents. Technical documents undergo a multi-stage process that includes a technical edit by a qualified Principal Investigator-level staff member, revision by original author, copy editing and formatting by a qualified technical editor, and a final back-check that comments were satisfactorily addressed prior to submittal. Our PM will work together with the project team to address any comments received from the Client. A comment resolution sheet is completed noting the location and concern of each comment and the steps taken to resolve the issue. If there is some concern or question about a comment, we will follow up with the Client to get clarification. Our PM keeps AZTEC’s staff apprised of guideline updates, new directives, and general comments received from the Client. Technical staff also regularly review agency websites to check for policy or guidance updates which are saved on AZTEC’s intranet.

In further support of quality control, we also frequently collaborate with our Natural Resources biologists and CWA specialists to ensure flora, fauna, and water sources are considered and properly documented in the field and reports.

GIS/GPS Applications AZTEC uses Samsung tablets and Arrow GPS units with sub-meter accuracy for most field projects, which produce high quality digital photographs and GIS data. For excavation projects that require vertical and horizontal control, GPS mapping is completed by AZTEC's Survey Group. Both field photographs and GIS data undergo rigorous post-field review by the project director and lab director to ensure all field data is complete and accurate. AZTEC's field guidance includes detailed photography instructions. Any poor-quality photographs are culled.

AZTEC’s Cultural Resources Group is experienced with using ESRI software platforms for data management, analysis, and cartography. Using ArcGIS Online and the Field Maps application, AZTEC’s field crews can integrate with AZGFD’s mobile data collection system in real time.
