Quote Content and Format
1.0 Quote Format
This document provides general guidance for preparing quotes as well as specific instructions on the format of the quote. The quote must include all data and information requested in this document and must be submitted in accordance with these instructions. Non-conformance with these instructions may result in an unfavorable quote evaluation. The Contracting Officer will promptly notify Quoter of any decision to exclude them from the competition, whereupon the Quoter may request a brief explanation of the decision.
The quote shall be clear, concise, and shall include sufficient detail for effective evaluation and for substantiating the validity of stated claims. The quote should not simply rephrase or restate the Government’s requirements, but rather shall provide convincing rationale to address how the Quoter intends to meet these requirements. Quoters shall assume that the Government has no prior knowledge of their capabilities and experience and will base its evaluation on the information presented in the designated section of the Quoter’s quote and other official outside sources.
1.1 Submission of Electronic Quotes
Quotes shall be submitted to the RFQ package via e-mail to George.sullivan@opic.gov on Friday, 20 May 2016. The Government reserves the right to decide whether to accept a quote received after the response date, depending on the circumstances surrounding the late submission and the time difference between the response date and the time the quote was actually received.
1.2 Length of Validity
The Quoter shall make a clear statement in the quote documentation that the quote can be considered valid for one hundred twenty (120) calendar days. In compliance with FAR Subpart 4.8, the Government will retain one copy of all quotes. Unless the Quoter requests otherwise, the Government will destroy extra copies of quotes.
1.3 Appropriate Markings
Be sure to apply all appropriate markings including those prescribed in accordance with Restriction on Disclosure and Use of Data, and 3.104-4, Disclosure, Protection, and Marking of Contractor Bid or Proposal Information and Source Selection Information.
1.4 Document Format Instructions
Elaborate brochures or documentation, binding, detailed artwork, or other embellishments are unnecessary and not desired.
Page size (for text sections of the proposal) shall be 8.5 x 11 inches, not to include foldouts. Text size shall be no less than 12-point font, Times New Roman. Pages shall be single spaced and use at least 1-inch margins on the top and bottom and 3/4 inch side margins. Pages shall be numbered sequentially by volume. These displays shall be clear, legible, and shall not exceed 11 x 17 inches in size.

After all responses have been evaluated, a contract may be awarded to the contractor whose quote presents the best value based upon an assessment of the factors detailed in the Evaluation Criteria, tradeoffs considered. The Contracting Officer will promptly notify a Quoter of any decision to exclude them from the competition, where upon Quoter may request a brief explanation of the decision.
1.7 Questions
If a Quoter believes the requirements in these instructions lack clarity or contain an error, omission, discrepancy, or are unsound, the Quoter shall immediately contact the Contracting Officer in writing with supporting rationale. Government responses will be posted to FedBizOpps for access by all Quoters. The Contracting Officer, Mr. George Sullivan, is the sole point of contact for this acquisition.
