Question #1 In a previous question it said US citizenship is not required, but one of your answers indicated permanent resident status is required. Is OPIC open to a non US perm resident being proposed, if we can demonstrate that that person can gain authorization to work in US based on this assignment under a specific visa program?

Government response:

The OPIC response in question is stated as follows in that response: “(e.g. a permanent resident).” “E.g.” is an abbreviation for the Latin phrase “exempli gratia” which translates as “for the sake of an example.” In this context, permanent residency is cited as an example of a non-US citizen who possesses the authorization to work in the United States. It is not cited as an exclusive requirement. To clarify this matter, OPIC requires the consultant proposed to be authorized to work at OPIC in the United States at the time the contract would be awarded (currently estimated to be 10 June 2016). Award of the contract cannot be a condition precedent to the consultant obtaining work authorization; such a scenario would preclude the consultant from beginning work immediately following contract award.
